Current as of 2026: The DPP infrastructure is in place

The EU's DPP registry has received implementation rules through Commission Implementing Regulation (EU) 2026/1778. The Commission's DPP timeline indicates that the registry became operational on July 20, 2026. Harmonized standards for digital product passports have also been published through Implementing Decision (EU) 2026/1736.

This means that organizations can now build up their architecture, data governance, identifiers, access model, and registry process in a significantly more concrete way than before – while simultaneously keeping product-group-specific requirements separate from the general framework.

Product groups to monitor

The EU Commission's current DPP timeline specifies, among others:

  • Iron and steel: indicative product group act during Q4 2026.
  • Energy-related products: successive revisions 2026–2029.
  • Textiles, tires, and aluminum: indicative 2027.
  • Furniture: indicative 2028.
  • Mattresses and certain ICT products: later in the working plan.

Following an ESPR-delegated product act, the Commission's DPP timeline normally indicates a transition period of at least 18 months before product-specific requirements start to apply.

DPP data without vendor lock-in

ESPR sets framework requirements that a digital product passport must be linked to a persistent unique product identifier via a data carrier and that information must be structured, interoperable, machine-readable, and transferable without undue vendor lock-in. The package's data mapping therefore helps you to document:

  • unique product identifier and level – model, batch, or article when the product-specific act is known,
  • operator and facility identifiers where relevant requirements exist,
  • source and data owner per data point,
  • public, role-based, authority-based, or confidential access,
  • version control, update frequency, and evidence,
  • connection to supplier data, BOM, LCA, testing, and technical file.

Registry, access, and information security

The package contains a separate procedure for identifiers and the DPP registry, as well as a governance document for access, data integrity, continuity, backup, and the use of DPP service providers. It also addresses the explicit ESPR rule that customer personal data must not be stored in the product passport without express consent.

Technical Documentation & Conformity Readiness

For companies covered by a future product-specific ESPR act, the package contains a structured technical-file readiness template for product description, design/BOM, applicable ecodesign requirements, testing/calculation, DPP documentation, conformity assessment, EU Declaration of Conformity, and CE/other relevant marking.

The template is intentionally designed as readiness. It does not replace the exact conformity assessment module, test method, or product-specific technical requirements established in the future delegated act.

Supplier data

The Supplier Data Request can be sent to suppliers to gather structured data, such as article/model identity, BOM/materials, critical raw materials, LCA/footprint data, recycled content, repairability, durability, certificates, test results, and manufacturing/batch information. It can also be used to build contractual change-notification routines.

The Excel registry

The Excel workbook functions as a central control panel for the entire program. The dashboard calculates, among other things, the number of products/models, potential ESPR product groups, live acts, DPP data gaps, registry/identifier actions, open supplier requests, technical-file actions, and upcoming deadlines.

Example rows are clearly marked and should be replaced with your own organization's actual data.

The difference from separate DPP regulatory frameworks

Digital product passports are also used in other EU legislation. For example, batteries have their own rules according to the Battery Regulation, and packaging is regulated through the PPWR. These should not be treated as if they were generic ESPR product acts. The template store therefore has separate compliance packages for such regulatory frameworks.
