Work environment and OSA – updated according to the new AFS regulations
The package takes into account the Swedish Work Environment Authority's new structure of provisions applicable since January 1, 2025. AFS 2023:1 requires, among other things, a work environment policy and procedures for systematic work environment management; these must be in writing if there are ten or more employees. AFS 2023:2 includes requirements regarding the organizational and social work environment, workload, victimization, and written OSA goals for ten or more employees.
Equal treatment and active measures
All employers must work continuously with active measures against discrimination. The package therefore contains clear guidelines regarding working conditions, recruitment, competence development, parenthood, harassment, sexual harassment, and reprisals. For employers with at least 25 employees, all parts of the work with active measures must be documented in writing. Pay surveys must be documented in writing if there are at least 10 employees.
GDPR and employee privacy
Employers who process personal data about employees are covered by the GDPR. The package therefore contains guidelines on information to employees, access, logging, control and monitoring, deletion, and personal data breaches. The employer must be clear about why data is collected and how it is used, and control measures must be proportionate and legally justified.
AI policy 2026
The AI sections take into account the EU AI Act. Article 4 requires providers and organizations using AI systems to take steps to support sufficient AI literacy for staff and other persons dealing with the operation and use of AI systems on their behalf. The policy therefore includes rules on approved AI tools, trade secrets, personal data, human oversight, and quality assurance.
Remote work, BYOD, and IT security
The package contains basic policy texts for hybrid work, remote work, and the use of private equipment. For more detailed and permanent arrangements, a separate remote work or BYOD agreement should be used. This makes it possible to keep the employee handbook general while regulating individual work forms separately.
Whistleblowing
As a general rule, business operators that had 50 or more employees at the beginning of the calendar year are required to have internal reporting channels under the Whistleblowing Act. The employee handbook therefore includes a place for a reference to the company's separate whistleblower policy and reporting channel.
Important regarding pay transparency 2026
The package does not treat proposed Swedish pay transparency rules as if they were already current law. In March 2026, the government announced that no bill on the implementation of the EU Pay Transparency Directive is currently intended to be submitted and that Sweden is working for a postponed implementation date and renegotiation. However, existing requirements under the Discrimination Act, including pay surveys and active measures, remain.
Acknowledgment form included
A separate acknowledgment makes it possible to document that the employee has received access to the employee handbook and relevant policies. The acknowledgment is deliberately formulated as a receipt and proof of information – it does not claim that the employer can automatically change individual contract terms by updating the handbook.

Note
The employee handbook is a general documentation base and must be adapted to the company's actual operations. Collective agreements, individual employment contracts, and mandatory law take precedence over conflicting formulations in the handbook. Terms that are to be individually binding should be regulated in employment contracts or specific agreements.
