Legal framework – what is required?
According to Chapter 3, Section 1 a of the Tenant-Ownership Act (1991:614), a housing association's financial plan must include a technical maintenance plan showing the property's maintenance and reinvestment needs for the next 50 years.
Boverket’s regulations specify, among other things, that the plan must be component-based, cover all the association's buildings and land, and state upcoming measures, when they are expected to be carried out, and what they are estimated to cost. In the case of conversion, there are also specific requirements for inspection documentation.
Important limitation: The legal requirement applies to the technical maintenance plan as part of the financial plan. At the same time, Boverket states that there is no general legal requirement that an association must continuously keep the maintenance plan updated. Regular review is, however, normally valuable for the board's financial and technical management.
