About this template
Membership application and the board's membership review for a housing cooperative. Document the application, substantive supplementary information, the board's individual review, decision, and notification in a traceable housing cooperative case. For applicants, boards, and property managers. Not a transfer agreement, an automated membership decision, or a substitute for the association's statutory membership register.
Facts: Sweden and the Swedish Housing Cooperative Act · five Swedish working documents, a Swedish guide and an English User Guide · 7 editable Word (DOCX) documents, 7 corresponding searchable PDFs and 1 Excel workbook (XLSX) with nine tabs = 15 customer files. Digital ZIP file after separate manual activation and publication. PDFs are for reading/printing, not interactive fillable forms.
01. Package contents
Five Swedish working documents for membership processing: membership application; receipt and supplementary information; the board's review basis; the board's decision minutes; decision notification and follow-up. Also a Swedish user guide and English User Guide for the Swedish documents. The seven documents are provided in both DOCX and PDF (14 format files), plus an Excel workbook (1 file). Seven independent documents, 15 files in total.
02. What the files contain
Application form and apartment/acquisition details; substantive receipt and supplementary information notification; review of bylaws and current legal provisions; documentation of an actual board decision with a clear decision option; notification including assessment of appeal information. Excel separates the received application, actual review, decision, dispatch, and follow-up without automatically determining the right to membership.
Who should choose the template – and when is something else needed?
Suitable for: a housing cooperative board reviewing a membership application in a standard acquisition by purchase, or a property manager handling the administration without making decisions on behalf of the board. The documents can also support other acquisition cases, but this requires a specific legal assessment.
Not suitable as: purchase agreement, general application to a non-profit association, automatic rejection template, official membership register, or completed review of legal entities, close relatives, share acquisitions, conversion, or forced sale. For the acquisition transaction itself, see transfer agreement for housing cooperative.

The Excel tool in practice
Nine tabs: Overview, Applications, Basis, Bylaws & law, Decisions, Communication, Follow-up, Deviations and Read me. The tool has status bars, simple formula-driven summaries, and warnings when the receipt date or acquisition type has not been specified. For example, an application can be registered and under review without a membership decision having been made yet. Excel does not determine membership, calculate legal deadlines, or serve as the association's membership register.
Step by step
- Check the association's current bylaws and the nature of the acquisition.
- Receive the application and relevant capture/transfer document.
- Request only relevant supplementary information and protect personal data.
- Review the law, bylaws, and special rules individually.
- Let the competent board make and document the decision.
- Communicate the decision and check appeal information, especially in the case of rejection.
- Handle the association's ordinary membership/apartment registers separately when applicable.
Legal prerequisites and limitations
The Swedish Housing Cooperative Act (1991:614) Chapter 2, Section 1 places the membership review on the board. According to Chapter 2, Section 2, certain bylaw provisions are ineffective, and Chapter 2, Sections 3–7 contain the general rule and special exceptions for, among others, legal entities, spouses, close relatives, and share acquisitions. A rejection may, in applicable cases, be appealed to the rental tribunal within one month from the date the applicant received the decision according to Chapter 2, Section 10. Special exceptions exist. See The Swedish Courts' guidance.
The board must also maintain a statutory membership register according to Chapter 9, Sections 8–9; this Excel register does not replace it. The decided new rules on housing cooperative registers according to SFS 2026:486 have special provisions for entry into force and must not be treated as automatically applicable without current verification. Personal data must be protected according to IMY's guidance for associations and GDPR.
Compare with related documents
The transfer agreement documents the acquisition itself. Inheritance division for housing cooperative applies to estates and inheritance distribution. This package applies to the administrative handling of the membership case and the board's actual decision.
Frequently asked questions
Must the membership application be in writing?
It depends on the association's bylaws. According to Chapter 2, Section 1 of the Swedish Housing Cooperative Act, the bylaws may require a written application and witnessed signature. Check the current bylaws before filling it out.
Can Excel approve or reject membership?
No. The spreadsheet records an administrative status; the board must make a decision according to the law, bylaws, and actual investigation.
Can the housing cooperative refuse a buyer membership?
In some cases, but not without the special legal prerequisites. The general rule and exceptions in Chapter 2 of the Swedish Housing Cooperative Act must be reviewed individually. Rejections can have significant legal consequences and should be reviewed by an expert in case of uncertainty.
Can a rejection be reviewed by the rental tribunal?
Yes, in applicable cases according to Chapter 2, Section 10 of the Swedish Housing Cooperative Act. The deadline is then one month from the day the applicant received the decision, but exceptions exist. Excel does not calculate the legal deadline.
Are English legal forms or fillable PDFs included?
No. The working documents are in Swedish; the English file is a user guide. The PDF versions are searchable print files, not interactive PDF forms.
Is membership registered with the association when the Excel status changes?
No. The association should handle the legal prerequisites of membership and registration in the ordinary membership register separately.
