Formal requirements in the Tenant-Ownership Act
For a valid purchase of tenant-owner rights, the transfer agreement must be in writing and signed by both the seller and the buyer. The agreement must specify which apartment is being transferred and the price. If the formal requirements are not met, the transfer may be void.

In 2026, the Parliament decided on a national tenant-owner register and consequential amendments to the Tenant-Ownership Act. However, the central provisions regarding the registration of transfers and pledges do not yet have a general entry-into-force date but will come into effect on a date decided by the government. The package is therefore based on the rules currently applicable at the time of the legal review and instructs the user to check whether the reform has been implemented when using the documents in 2027.
