About this template

Systematic Fire Safety Work (SBA) 2026/2027 is an editable document package for companies, tenant-owner associations, property owners, and other organizations that want to organize their ongoing fire safety work. The package combines a structured fire safety binder, a practical inspection protocol, a comprehensive user guide, and an Excel workbook for checks, responsibilities, and non-conformities. An English working version is included for organizations with international staff.

You receive a concrete working structure – not a pre-filled or authority-approved fire safety inspection. Checkpoints, intervals, and responsibilities must always be adapted to the building’s and the business's actual risks.

Reviewed October 7, 2026

The content has been verified against Chapter 2, Section 2 of the Swedish Act (2003:778) on Protection against Accidents and the Swedish Civil Contingencies Agency's current general recommendations SRVFS 2004:3. Version 1.0, relevant for 2026/2027. Review of sources and template content does not replace expert site inspections or individual legal advice.

Who are the SBA templates for?

For small and medium-sized businesses that need to gather information and document how their fire safety is organized: offices, shops, community centers, tenant-owner associations, and property management. The documents can also serve as a starting point in other environments, but they must then be supplemented with site-specific risk assessments and relevant technical documentation.

How to use the template package

  1. Map the business: Fill in the property details, the building’s use, affected premises, and potential fire risks.
  2. Establish responsibilities: Document the practical allocation of responsibilities between property owners, users, coordinators, and inspectors.
  3. Inventory safety equipment: List actual fire extinguishing equipment, evacuation solutions, fire compartment boundaries, alarms, and service records.
  4. Plan the inspections: Customize the checklist and enter your own risk-based control intervals in Excel. No general mandatory intervals are pre-filled.
  5. Follow up on non-conformities: Register defects, risk level, person responsible, deadlines, and verified completion. Act immediately in case of an immediate fire hazard.
  6. Review regularly: Update the documentation in the event of changes, incidents, inspection results, and altered business conditions.

What the Excel tool helps you with

The Excel workbook includes an overview summarizing checkpoints and open actions, a sheet for control planning with automatically calculated next inspection dates when dates and intervals are entered, an action register with risk priority and deadlines, and an instruction sheet. Formulas, highlighting, and dropdown fields facilitate administration. The workbook does not replace an automated reminder system or professional technical assessment.

What do the regulations say about systematic fire safety work?

According to Chapter 2, Section 2 of the Swedish Act (2003:778) on Protection against Accidents, owners or users must, to a reasonable extent, provide necessary equipment and take measures to prevent fire and limit damage. SRVFS 2004:3 contains current general recommendations regarding systematic and continuous fire safety work. These recommendations are guidance, not a mandatory detailed list with the same inspection intervals for everyone.

The scope and documentation requirements depend on risks and the complexity of the business. Special facilities may be subject to additional regulations, service requirements, contracts, or authority conditions.

Important before use: Only use the templates after a concrete review of the site's risks and technical conditions. Involve a fire safety expert when required by the business or building. A filled-out template is not in itself proof that legal requirements have been met.

Risks and common mistakes

  • Reusing generic inspection intervals as if they were legal requirements.
  • Marking checkpoints as approved without an actual inspection.
  • Failing to document the division of responsibilities between the owner and tenant/business operator.
  • Failing to assign responsibility and follow-up for discovered risks.
  • Replacing inspections, technical service, or fire safety investigations with a Word template.

Frequently Asked Questions

Is SBA mandatory?

Owners and users are covered by the obligations in the Act on Protection against Accidents. Systematic work is the recommended method for fulfilling them. The required extent of written documentation varies.

Must a fire safety inspection be conducted every month?

There is no general interval that automatically applies to all checkpoints and businesses. Intervals must be determined based on risks, equipment, instructions, and applicable requirements.

Does the template work for a tenant-owner association?

Yes, as a foundation for organization and documentation. Adapt it according to the property, the board's responsibilities, service contracts, stairwells, garages, and any special installations.

Are the documents editable?

Yes. Word files and the Excel workbook can be customized. PDF versions are used for printing, distribution, and archiving.

Does the package provide an approved SBA?

No. Fire safety must be assessed in the actual business and followed up on an ongoing basis.
