Procurement, purchasing process, and LOU
The Swedish National Agency for Public Procurement describes how needs analysis, market analysis, clear responsibility distribution, and activity plans support a well-thought-out purchasing process. Private procurement and public purchases are not always subject to the same requirements. For public procurements, the Public Procurement Act (LOU), the Utilities Procurement Act (LUF), the Concessions Procurement Act (LUK), or other regulations may be applicable.
Separately determine, among other things, the contracting organization's status, choice of law, thresholds, estimated value of the procurement, choice of process, advertising, confidentiality, equal treatment, conflict of interest, tender handling, and legal remedy periods. This template is not a legally complete procurement tool and does not replace a procurement platform.

Common questions about procurement plans and tender registers
What is a procurement plan?
An internal plan for needs, scope, responsibility, finances, activities, important dates, and decision points in a purchasing or procurement process.
Can Excel monitor multiple procurements simultaneously?
Yes. The register is built for up to 80 processes and can track internal milestones and matters linked to each procurement ID.
Does the template automatically reject late tenders?
No. No legal rulings or formal tender decisions are automated. A tender's receipt, validity, and processing must be assessed according to the current process.
Is the product LOU-approved?
No. It is an administrative aid and contains neither a complete procurement procedure nor automated testing of Swedish procurement legislation.
Is this the same thing as a request for quotation or tender evaluation?
No. Request for quotation & supplier comparison is used in the actual supplier inquiry. Tender evaluation compares tenders. This product manages overall planning, activities, and traceable administration before, during, and after the process.
Is an English working document included?
Yes, an English form and a short English quick guide. The main Swedish documents are intended for Swedish conditions.
Can the template replace a procurement system?
No. Digital advertising, submission, protected opening, communication, and other legally regulated steps must be carried out in the correct system and by the correct function.
How are the files delivered?
Digitally as a ZIP with 6 Word, 6 PDF, and 1 Excel file. No physical product is sent. Automatic delivery requires that the ZIP file has actually been linked to the product in Shopify Digital Products.
