About this template
Application for school transport for a student in a municipal primary school – Word, PDF and Excel. A comprehensive document package for parents or guardians who need to describe the route, traffic conditions, individual transport needs and relevant circumstances for the home municipality's assessment of school transport. Includes five Swedish working documents, two user guides and an Excel-based case register.
Important before purchase: Many municipalities offer their own free forms or e-services for school transport. This is a voluntary documentation aid, not an official municipal form. The right to school transport is assessed individually according to the applicable form of school, school placement and other circumstances. The product does not grant an automatic right to school transport, school taxi or a specific route.
01. Package contents
7 editable Word files (DOCX), 7 corresponding searchable PDF versions and 1 Excel workbook (XLSX) – 15 customer files in total. Five Swedish working documents, one Swedish guide and one English user guide, plus an Excel workbook with nine tabs. Word files are editable; PDFs are for reading and printing and are not interactive fillable forms. Digital ZIP delivery via Shopify Digital Products after manual publication.
02. What the files contain
A main application template, documentation for the route and traffic environment, documents on individual transport needs, checks of school choice and placement school, and protocols for attachments and submission. Excel organizes cases, observations, needs, school choices and actual official decisions – without automatic legal assessment.
Who is the school transport template for?
For parents or guardians of students in municipal primary schools where a need for school transport may arise under Chapter 10, Section 32 of the Education Act. The home municipality makes an individual assessment taking into account the length of the route, traffic conditions, the student's disability and other special circumstances. Preschool, adapted primary school, independent primary school, upper secondary school and schooling in another municipality may be subject to different rules. The documents assume that this distinction is checked.

Excel tool: nine tabs
The workbook has the tabs Overview, Cases, Route, Traffic environment, Individual needs, School choice, Attachments, Decision and Read me. Nine formula-driven key figures count registered cases, travel details, observations, needs and administrative statuses. Sent does not mean received, and received does not mean school transport has been granted. Excel does not calculate legal deadlines, determine the legality of a transport solution and contains no macros.
Practical workflow
- Check the student's form of school, home municipality and which school the municipality would otherwise have placed the student in.
- Concretely describe the length of the route and actual traffic conditions in the supporting document.
- For special travel needs: document practical functional limitations and necessary adaptations, while minimizing personal data.
- Check how actively school choice or independent school affects the applicable rules.
- Create an attachment list and submit the application through the municipality's designated channel, including any official form.
- Record the actual receipt confirmation and later written decision separately.
Legal requirements and limitations
Chapter 10, Section 32 of the Education Act (2010:800) regulates school transport in municipal primary schools with a public governing body. The assessment must be individual, and a municipal distance guideline is not in itself a universal national legal requirement. If the student has chosen another school, there is a limitation in Section 32, but the municipality must still arrange school transport if this can be done without organizational or financial difficulties. For independent primary school within the municipality, there is a related provision in Chapter 10, Section 40.
The Supreme Administrative Court clarified in the judgment of 21 April 2026, case 1673-25, that some students with disabilities may need an individual adaptation of the form of school transport to actually be able to use it, provided that the adaptation is assessed as necessary and practically feasible. This does not mean an automatic right to a particular form of transport. Depending on the school situation, decisions may be appealed as an administrative appeal or through municipal legality review; this is not an appeal template.
Frequently asked questions
Do all primary school students have the right to free school transport?
No. The right depends on an individual assessment of distance, traffic conditions, disability and other special circumstances, as well as school placement and the applicable regulatory framework.
Is there a fixed national kilometer limit?
No. The Education Act does not specify a single national limit that alone determines all applications. Municipal guidelines may exist, but they must be applied within the framework of the law.
What if we have chosen another school?
School choice may limit the right, but the municipality may still be obliged to arrange school transport if this can be done without organizational or financial difficulties. The situation must be assessed concretely.
Can I demand school taxi without stops?
Not generally. A certain transport adaptation may be necessary for the student to be able to use the school transport, but needs, circumstances and practical feasibility must be assessed individually.
Can Excel determine whether the municipality must grant school transport?
No. Excel is an administrative aid. No legal or medical assessment, deadline calculation or automatic contact with authorities is performed.
Is this template needed to apply for school transport?
No. The municipality may have its own free application form or e-service. The documents from the template store are a voluntary aid for structuring information and relevant attachments.
Are all main templates translated into English?
No. The main documents are in Swedish. The English User Guide describes how the Swedish documents are used and does not mean that they are adapted to another jurisdiction.
