About this template

ARN application for consumer disputes – Word, PDF and Excel. A voluntary document package to prepare an application to the Swedish Consumer Complaints Board (ARN). Compile the purchase, initial complaint, company response, specific claims, amounts and evidence, and then track the case's administrative status in Excel. The documents are tailored to Swedish consumer disputes regarding goods and services.

Important before purchase: This is not an official ARN form and does not replace the authority's e-service. ARN charges a separate and normally non-refundable application fee of SEK 150 per case, which is not included in Mallbutikens price of SEK 79. ARN's instructions and current review conditions should always be checked. See ARN's own information about the fee.

01. Package contents

7 editable Word files (DOCX), 7 corresponding searchable PDFs and 1 Excel file (XLSX) = 15 customer files. Five Swedish working documents, one Swedish guide and one English User Guide, all seven in Word and PDF, plus Excel with nine tabs. The PDFs are searchable and print-friendly but are not interactive forms. Delivery of the ZIP file takes place after manual publication through Shopify Digital Products.

02. What the files contain

Preparation materials for ARN's official application, complaint history, list of evidence, summary of claims, submission and follow-up control, and two guides. Excel contains registers for cases, complaints, claims, evidence, companies, submissions, and controls. It is an administrative working tool, not a legal assessment engine.

When is the ARN package suitable?

When you as a private consumer have a purchase or service dispute with a company and have already made a complaint, but the company has rejected your claim or has not responded within a reasonable time. ARN does not review all disputes. Check the area of dispute, the company's connection to Sweden, current value limits, and exceptions before submitting your official application. ARN's eligibility checklist takes precedence.

Excel – nine tabs and nine administrative metrics

Overview, Cases, Complaints, Claims, Evidence, Companies, Submission, Controls, and Read Me. Nine formulas summarize registered entries, sent and received applications, and specified fee and control statuses. Sent is not received, received is not ARN-reviewed, and recommendation is not payment. No legal deadlines, eligibility assessments, or value limits are calculated automatically. No macros or external logins are required to use the register.

How to prepare the application

  1. Check that it concerns the purchase of goods or services for private use from a company.
  2. Collect purchase documents, evidence of the initial complaint, and the company's response, or documented lack of response.
  3. Formulate exactly what you want the company to do and what amounts your claim concerns.
  4. List attachments and state what each one shows. ARN normally does not collect evidence for the parties.
  5. Check that the claim reaches the current value limit of the area and that the time condition is met.
  6. Make the application itself via ARN's official service, pay ARN's SEK 150 fee, and note actual receipt.

Legal prerequisites

According to ARN's current conditions, the application should generally reach ARN within one year from the initial complaint to the company. Banking and insurance cases may be subject to special provisions. The amount limit varies by area of dispute, and ARN's application fee may not be included in the claim to meet the limit. Regulation (2015:739), Section 20 a specifies a non-refundable application fee of SEK 150. ARN's decisions are recommendations, not enforceable judgments.

Frequently asked questions

Does it cost to apply to ARN?

Yes. ARN charges SEK 150 per application, and the fee is normally not refunded. Mallbutikens document package costs SEK 79 separately and is voluntary.

Do I have to complain to the company first?

Yes, as a general rule. The company must have said no or have been given a reasonable time without responding. State the date of the initial complaint.

Can I apply for any dispute?

No. ARN has review areas, exceptions, and varying value limits. Check your area on ARN's website before paying the application fee.

How long can I wait with the application?

The general rule is that ARN must have received the application within one year from the initial complaint to the company. Special rules may exist, especially in banking and insurance. Excel does not calculate a legally binding final day.

Will ARN's decision be binding?

No. ARN issues recommendations on how the dispute should be resolved. If the company does not follow the recommendation, other legal remedies may need to be considered.

Can others read my application?

Incoming documents may generally become public documents, subject to a confidentiality review. The opposing party may read what is submitted. Avoid unnecessary sensitive personal data.

What does English User Guide mean?

The English guide explains how the Swedish templates are used. The main documents are in Swedish and concern Swedish law.

Related: complaint before ARN

Do you first need to send a claim to the company? See Complaint letter for goods or services. It is a separate document for an earlier step in the dispute.
