About this template
Request for official documents – Swedish templates in Word and PDF with an Excel-based case register. For private individuals, businesses, and organizations that want to request documents from Swedish authorities, follow up on their request, and document the processing. The package concerns the right of access to official documents under Swedish law. It does not replace an authority decision or individual legal review.
01. Package contents
7 documents in editable Word (DOCX) and 7 corresponding searchable, print-friendly PDF versions, plus 1 Excel workbook (XLSX) with nine worksheets. 15 files in total. Six Swedish documents and one English user guide. Delivered as a digital ZIP file through the store's standard download solution after the product is published.
02. What the files contain
Complete a request for documents, specify the desired documents, request a formal authority review after a denial, prepare an appeal based on an actual appealable decision, document the release, and track cases, communication, fees, and your own checkpoints.
When is the template package suitable?
For a specific request to access one or more documents held by a Swedish authority. It is not a tool for register extracts under GDPR, not a guarantee that documents will be released, and not a template for foreign authorities. Information about which authority holds the documents, the approximate time period, and the nature of the documents makes the request easier to process.

Excel tool for follow-up
Record cases and documents, as well as noted fees. The workbook shows administrative summaries from the recorded data. It does not determine whether a document is official or public, whether confidentiality applies, or whether a decision can be appealed. Excel is intentionally delivered without macros.
How to use the templates
- Identify the relevant authority and which documents are being requested.
- Complete and send the request according to the authority's instructions.
- Record the communication and any supplements.
- In the event of a denial by an official: consider whether you want to request the authority's formal review.
- Base it on an actual written decision and its appeal instructions if you need to appeal.
- Check what has been released and any fees.
Legal prerequisites
The right to access official documents is regulated in Chapter 2 of the Instrument of Government. An official document may be subject to confidentiality. Rules on review, decisions, and appeals are found, among other places, in Chapter 6 of the Public Access to Information and Secrecy Act. You do not always have the right to receive the desired electronic file format. Fees for copies may apply. A request can normally be made without identifying yourself, but the authority may in some cases ask for information for a necessary confidentiality review.
Frequently asked questions
Do I have to justify my request?
Normally not. The authority may in some cases need to ask for necessary information to assess whether the document may be released.
Can an authority deny a request?
Yes. An official document may be wholly or partially subject to confidentiality. If an official denies it, you can request that the authority review the matter and make a decision, if the conditions are met.
Is the Excel workbook a legal decision support tool?
No. It organizes cases and recorded values, but does not replace a legal assessment.
Are the PDF files fillable?
The PDF files are searchable and print-friendly. Use the DOCX files for editable completion; some interactive PDF forms are not promised.
Does the package contain English authority templates?
No. The English file is a user guide to the Swedish documents and Swedish rules.
