About this template
Contesting a parking ticket on public land – a practical template package for vehicle owners who want to contest a public parking fine with the Swedish Police Authority. Editable Word templates, searchable PDF versions and an Excel register help you describe the circumstances, gather evidence, document payment and track the processing.
Important distinction: The package applies to parking tickets issued under the Parking Fine Act (1976:206). It does not apply to private parking fines issued by parking companies on private land. These are subject to different rules. The package does not guarantee that a ticket will be quashed.
When should you use this template?
Choose the package if the police or municipality has issued a parking ticket on a public road and you, as the registered vehicle owner, want to raise substantive grounds against the liability to pay, such as conditions at the scene or incorrect information in the ticket. For a private parking fine, you should instead contact the issuer; see the related product below.

How the Excel register works
Nine tabs: Dashboard, Cases, Payment, Evidence, Communication, Decisions, Appeals, Control and Read me. The summary counts registered cases and manually marked incident statuses. It does not calculate legal deadlines and does not imply that payment, contestation, agency decision and refund are the same thing. Information, confirmation of receipt and decision dates must be checked against the original documents.
Practical workflow
- Check the type of fine. A public parking ticket is not the same as a private parking fine.
- Pay correctly. The Swedish Transport Agency administers the parking fine; it must be paid even if you consider it incorrect. According to the police guidance, it should be paid before contesting.
- Describe concrete circumstances and evidence. Use the main template and attach photographs, certificates or other relevant documents.
- Contest with the Swedish Police Authority. Check the current e-service and arrival time. According to Section 9 of the Act, a six-month limitation applies from payment or relevant enforcement action.
- Follow up on the decision. If the police reject or dismiss, the decision can generally be appealed via the police within three weeks of receiving the decision, for review by the district court.
Important legal information – public parking ticket
The Parking Fine Act (1976:206), particularly Sections 8–10, regulates among other things correction, contestation and appeal. The Swedish Police Authority explains the procedure and states that correction in cases of obvious error may be an alternative to contesting. The Swedish Transport Agency administers the payment and normally specifies eight days from issuance. Appealing after an actual police decision is a different action from the contestation itself. New grounds and evidence in court may be subject to limitations under Section 10.
