Who can use the templates?
People applying for a housing adaptation grant for their permanent home, authorized representatives as well as property owners and housing cooperatives that need to provide or check consents. In some cases, special care situations are covered, but the municipality always makes the individual assessment.
How to use the document package
- Contact the correct municipality – the application is reviewed by the municipality where the home is located. Request the current official application form and information on how the materials should be submitted securely.
- Describe the barrier and the measure – state what in the home's fixed functions needs to be changed and why the measure is necessary for living.
- Collect materials – an occupational therapist, doctor or other expert may need to certify the need. The municipality may also request a quote or cost calculation.
- Check all consents – when others own the home or have a right of use, the consent of all relevant parties may be required; in relevant cases, the owners must undertake not to claim compensation for restoration.
- Follow the decision – note the actual service and appeal reference. In the case of a cash grant, the applicant normally enters into an agreement with the contractor themselves.
What does the law say about housing adaptation grants?
According to the Act (2018:222) on housing adaptation grants, the municipalities are responsible for the grant. Sections 3 and 5 of the Act concern the personal scope and necessary adaptations of fixed functions in the home; certain types of housing and situations are exempt according to Sections 6 and 9. Requirements for consents and the owner's restoration undertaking are regulated in Section 10. Boverket's guidance describes certificates, quote requirements, the municipality's decision and the contractor's role. Boverket's guidance on consent explains written consents in particular. All conditions must be assessed individually.
Excel register – nine tabs
Dashboard, Cases, Measures, Consents, Quotes, Documents, Contacts, Decisions and Read me. The overview summarizes entered cases, manually marked statuses, quote amounts and decided amounts. It does not determine whether something is eligible for a grant and does not automatically calculate legal deadlines. Medical certificates should be stored securely and not in open Excel cells.
Frequently asked questions
Is this the municipality's official form?
No. The package is a private administrative aid. Use the application route and forms required by your municipality.
Are certificates from an occupational therapist or doctor needed?
As a general rule, the necessity must be supported by a certificate from an expert. The municipality may waive the requirement in some cases if the need is obvious. Check what the municipality requires.
Must the property owner approve the adaptation?
In the situations specified in Section 10, the consents of relevant owners and leaseholders and the owners' undertaking not to claim restoration compensation are required.
Can I use Excel to calculate my grant?
No. Excel can summarize quotes and document the municipality's decision but does not assess grant eligibility or reasonable cost.
Can the municipality's decision be appealed?
Yes, usually to the administrative court according to Section 24. The appeal must be filed with the court but submitted to the municipality, normally within three weeks after the applicant received the decision. Follow the instructions in the decision.
Are the English templates legally binding?
No. An English user guide explains the Swedish documents. The templates themselves are in Swedish and are based on Swedish law.
