About this template
Bicycle Room & Bicycle Parking – Location Register, Allocation & Inspection is an administrative document package for housing cooperatives, property owners, and property managers who need to inventory bicycle spaces, review applications, document allocation notices, and follow up on issues and returns. The package consists of Word, searchable PDF, and Excel files. Important limitation: it does not grant an automatic right to move, seize, or discard someone else's bicycle, nor does it determine a person's right to a space.
01. Package Contents
15 customer files: 7 editable DOCX files, 7 corresponding searchable and printable PDF files, and 1 XLSX workbook with nine tabs. Five Swedish working documents, a Swedish user guide, and an English User Guide are included in Word/PDF format. Digital ZIP download, followed by manual file linking and publication. The main Swedish templates and Excel files are not translated into English.
02. What the Files Contain
Location register and usage frameworks, application and review materials, allocation notices with acknowledgments, inspection and issue logs, termination and returns, and two guides. Excel consolidates spaces, locations, applications, allocations, rounds, and actions across nine tabs. Registration and status are calculated automatically—legal decisions are made manually.
Who Is the Bicycle Room Package For?
For boards and property managers who organize physical space capacity and want to distinguish between a received application, an actual allocation notice, and a subsequent termination. If you primarily need general rules for common areas, you should instead see House Rules & Conduct Rules for Housing Cooperatives.

Excel – Nine Tabs and 15 Compilations
The workbook contains Start, Spaces, Locations, Applications, Allocations, Rounds, Actions, Dashboard, and Read Me. Each operational register has 300 prepared entry rows, status drop-down lists, and a dashboard summarizing registered spaces and locations, applications, allocations, rounds, and actions. Test tasks have been removed after functional testing.
Limitation: a registered application does not mean an approved space. A manual status of “Allocated” is not an automatic legal decision. An action performed is not verified until it has been checked separately. Excel does not include automated space booking, identity verification, email, macros, or legal assessment.
Practical Workflow
- Inventory the spaces and assign each location a unique ID; check the association’s bylaws and decided rules.
- Determine which usage form applies and which criteria may be used.
- Receive the application with a neutral case ID and document the assessment and decision separately.
- Send the allocation notice and acknowledge the actual handover of access credentials.
- Follow up on rounds, issues, orders, performed actions, and separate checks.
- Document termination on an actual basis and handle any left-behind property through a separate process.
Legal, Privacy, and Limitations
The association or property owner must take into account actual agreements, bylaws, decisions, and applicable Swedish law. The Swedish Housing Cooperative Act may be relevant for housing cooperatives, but these forms do not create a right to dispose of others' property. If personal data is processed, an applicable legal basis and secure handling are required; see IMY's guidance. Excel uses internal references instead of mandatory names and personal identity numbers.
A parked bicycle is not automatically considered lost property. According to the Swedish Police's information and the Lost Property Act (1938:121), the concrete circumstances must be assessed. The product does not include a universal time limit for removal and does not replace advice on ownership rights or disputes.
Frequently Asked Questions
Does an application grant a right to a bicycle space?
No. An application documents a request. A decided allocation must be verifiable separately.
Can the board discard a bicycle after a form has been filled out?
No. The right to take action against someone else's property does not follow from the form. Assess ownership and the applicable process separately.
Are personal identity numbers needed in Excel?
No. There are fields for neutral case and location references. All processing of personal data must be supported by GDPR and limited to what is necessary.
Are the PDF files electronically fillable?
No. The PDF is searchable and printable. Edit the templates in Word and the register in Excel.
Are the main templates in English?
No. The English User Guide explains the Swedish documents, but legal and linguistic matters are governed by Swedish conditions.
