About this template

Hazardous waste – waste record, reporting control, and transport document 2026/2027

Does your company need to document hazardous waste before it is collected and subsequently keep track of reporting to the Swedish Environmental Protection Agency? This downloadable template package is designed for Swedish waste producers who want to maintain a structured waste record, create notes, and have a separate transport document for domestic shipments.

You will receive a formula-driven waste record in Excel, two editable document templates, and a detailed guide, totaling 7 files in Word, PDF, and Excel. Swedish main versions with English reference sections. Adapted for Swedish conditions.

Legally and technically verified: October 12, 2026. The material has been developed based on the Waste Ordinance (2020:614) and the Swedish Environmental Protection Agency's current guidance. The package is a documentation aid, not a government-approved e-service or a guarantee of regulatory compliance. Check for changes and internal operational requirements before use.

Waste record in Excel – what can the tool do?

  • Collect up to 150 records of waste quantities and six-digit waste codes.
  • Save weight (kg), origin of the waste, date of transport, and relevant actor details.
  • Follow up on reporting dates and note the Swedish Environmental Protection Agency's report/waste ID.
  • See an overview of the number of records, reported, non-reported, and incomplete entries.
  • Monitor a preliminary reporting deadline with the ability to edit Swedish holidays.
  • Document operational details and CFAR numbers, as well as use a built-in guide.
Note: The Excel template calculates preliminary control deadlines. The user is responsible for ensuring the correct legal deadline and holidays are assessed. The Excel file does not automatically report to the Waste Registry and does not replace the waste producer's own documentation and reporting obligations.

What do the rules say about hazardous waste?

Obligation to keep records

Anyone who generates hazardous waste in their business and has it transported away must normally record the information before transport begins. A note from a waste producer includes, among other things, a six-digit waste code, weight in kg, the location where the waste was produced, the date of transport, details of the carrier, mode of transport, as well as the recipient and the location where the waste is to be handled further. For electronic reporting as a waste producer, the business normally also needs a CFAR number.

Reporting to the Swedish Environmental Protection Agency

Reporting to the national waste registry is done via the Swedish Environmental Protection Agency's official e-service or an approved API. Normally, the information must be submitted no later than two working days from the date when the record should have been made. As a waste producer, you are generally required to keep records for at least three years. Late reporting may lead to an environmental sanction fee.

Transport document

A domestic transport of hazardous waste must generally be accompanied by a separate transport document. The document is not the same as the waste record or the electronic report. The package's transport form is intended for domestic Swedish transport and is not an ADR document or a template for cross-border waste shipments.

How to use the template package – step by step

  1. Check your role: ensure you are acting as a waste producer. Carriers, collectors, and processors have partially different obligations.
  2. Classify the waste: establish the correct waste code. Do not choose a code based solely on the template's examples.
  3. Record before transport: fill in the notes and Excel record with the necessary information.
  4. Fill in the transport document: let the document accompany the domestic transport.
  5. Report electronically: submit the information via the Swedish Environmental Protection Agency's e-service or API within the applicable deadline.
  6. Document the receipt: register the report date and report ID in Excel.
  7. Follow up and archive: check that the note and the authority report match and preserve the documents according to current rules.

Which businesses is the package suitable for?

Workshops, construction and contracting companies, painting firms, property managers, small industrial companies, shops, beauty salons, and other businesses that generate hazardous waste. Non-profit organizations may also be covered depending on their activities. A private individual's own household waste is assessed differently according to special exemptions.

Important pitfalls

  • Thinking that the Excel report is sent automatically to the authority.
  • Documenting too late or not recording separately for each relevant waste type and quantity.
  • Entering the wrong waste code or using the wrong operational role.
  • Mixing up the notes, transport document, and electronic report.
  • Forgetting to check the carrier's and recipient's authorizations or permits where required.
  • Not saving your own notes or documenting the reporting receipt.

Common questions about the waste record

Is it a legal requirement to keep a waste record in Excel?

No, Excel itself is not mandated by law. The requirement concerns, among other things, the information that must be recorded and, where applicable, reported electronically. How the notes are documented can vary.

Is the package the same as the Swedish Environmental Protection Agency's waste registry?

No. This is an internal documentation aid. Reporting must be done separately in the Swedish Environmental Protection Agency's service or via API.

Does it also apply to a very small company?

Yes, the obligation to keep records and report for business hazardous waste is not generally limited to a certain minimum quantity.

Can all waste companies use the templates?

They are limited to waste producers. If the business also acts as a collector, carrier, processor, or dealer/broker, a separate assessment and additional procedures are required.

Is an English version included?

The Word templates have Swedish main sections and English reference translations. The Excel workbook is in Swedish. Rules and references apply to Sweden.

Is the reporting deadline automatically legally secure?

No. Excel's calculated follow-up dates are only preliminary; check working days, dates, and applicable rules yourself.

Can I use the transport document abroad?

No. The attached template is for domestic Swedish transport. International waste shipments require separate control.
