About this template
Have you received an incorrect electricity bill, an invoice with unreasonably high kWh readings, or an electricity agreement you don't recognize? This document package provides five Swedish templates for disputing an invoice, requesting an investigation into meter readings, disputing an agreement, paying under protest, and following up. You also receive a user guide in Swedish and English, as well as an Excel tool with nine tabs.
Important: Pay the undisputed part of the electricity bill on time, state a valid reason when disputing incorrect items, and do so in writing. Electricity supply and the electricity grid are governed by different agreements and may have different invoice issuers. The package is designed for private individuals in Sweden and cannot automatically determine whether a specific amount is incorrect or if an electricity meter is faulty.
01. Package Contents
15 files: 7 editable Word (DOCX) files, 7 corresponding searchable PDFs, and 1 Excel (XLSX) file with nine tabs. Of the Word/PDF pairs, five are Swedish working templates, one is a Swedish guide, and one is an English User Guide explaining the Swedish documents. The five demand letters are not translated into English. The PDFs are printable but not interactively fillable.
02. What the Files Contain
Fields for electricity supply companies, grid companies, installation ID, meter number, agreements, invoice number, period, invoiced kWh, actual or estimated consumption, due date, disputed amount, undisputed amount, payments, chargebacks, and attachments. The Excel file clearly distinguishes between invoiced, disputed, paid, and actually refunded amounts. The calculation results are for administrative follow-up, not legal decisions.

How to Use the Templates – From an Incorrect Invoice to a Correction
- Identify the correct company. Do not confuse the electricity supply invoice with the grid company invoice. Check the invoice sender and the agreement or installation ID stated.
- Specify the error. Compare the invoice period, kWh, price, surcharges, agreement, and other fees. Have you received estimated meter readings? Request an explanation and compare them with the meter data from the grid company.
- Pay the correct part. If you are disputing only, for example, SEK 300 of an invoice for SEK 1,200, the undisputed part of SEK 900 must be paid on time. State the disputed amount, your legal basis, and the calculation in writing.
- Choose the correct document. Document 01 applies to invoices, 02 to meter readings, 03 to electricity agreements/price changes, 04 to payment under protest, and 05 to reminders or formal follow-up.
- Keep evidence and follow up. Email, save the delivery receipt, payment proof, correspondence, and any demand letters. Debt collection and the Swedish Enforcement Authority's payment order must be handled separately within their respective response periods.
What Rules Apply to an Incorrect Electricity Bill?
Disputing an Electricity Bill – The Correct Part Must Be Paid
The Swedish Consumer Agency: Electricity Bills and Disconnection of Electricity and the Swedish Consumer Energy Market Bureau state that you can dispute an incorrect invoice on valid grounds. If only part of it is incorrect, you must pay the correct part and dispute the rest. A general refusal to pay or an inability to pay is not a valid objection to the invoice's accuracy. Use email and keep proof of what was sent and when.
Electricity Supply or the Electricity Grid – Whom Should I Contact?
The electricity supply company sells electricity and invoices the electricity supply cost. The grid company is responsible for the grid, the meter, and the collection/reporting of meter readings, as well as grid fees. They may send two separate invoices or be the same company with separate items. An error in the agreed energy price is primarily handled by the electricity supplier; suspected errors in meter readings are primarily handled by the grid company. The Swedish Energy Market Inspectorate: Electricity Meters and Measurement.
Actual or Estimated Electricity Consumption in kWh
According to the Electricity Act (1997:857), Chapter 9, Section 24, electricity supply billing should, as a general rule, be based on measured actual consumption. When meter readings are unavailable, estimated quantities may be used, subject to specific statutory exceptions. It is therefore not automatically incorrect for a temporary invoice to be based on estimated values, but the company must be able to explain the basis. Request meter readings for the correct period and installation.
If the Electricity Meter Appears to Be Faulty
Electricity meters rarely fail. First, ask the grid company to provide the recorded and forwarded values for the periods and check the installation ID/meter number. You can request a meter test; if the test shows that the meter is within the permitted tolerances, you may have to pay the cost. Do not use an automatic percentage surcharge in Excel as proof that the meter is faulty.
Electricity Agreements That Have Not Been Approved or Changed Price Terms
If a company claims that you have entered into a new agreement, it must, in the event of a valid objection, be able to show that the agreement has been accepted in a valid manner. Special rules apply to telephone sales to consumers regarding written acceptance. The electricity supplier's right to change prices and terms depends on the applicable agreement and information requirements. The Swedish Consumer Agency: Your Electricity Agreement provides guidance on price changes, special notices, and contractual terms.
Pay Under Protest and Request a Refund
If you choose to pay the entire bill to avoid, for example, demand fees, you can at the same time state in writing that you are paying under protest, why you consider the invoice incorrect, and which amount you are requesting refunded. This is not the same as the company accepting your chargeback. Document the actual payment and any actual refund in separate Excel columns.
Disconnection of Electricity and a Substantively Disputed Claim
Chapter 11 of the Electricity Act contains special conditions and procedures for interrupting electricity supply to consumers. According to the guidance from the Swedish Consumer Agency and the Swedish Consumer Energy Market Bureau, electricity should not be disconnected solely because of a substantively disputed part of an invoice. However, you must pay the undisputed amounts, and disconnection is subject to special statutory requirements. If there is a dispute with the electricity supplier, the grid company should also receive written information about the documented dispute. If disconnection is threatened, contact both companies and seek advice immediately.
Debt Collection Demands, Back-Billing, and Statutes of Limitations
The fact that an invoice has been disputed does not necessarily prevent the company from later sending a debt collection demand or applying for a payment order. Dispute and respond to each new formal demand within its deadline. Back-billing for an earlier period requires a special assessment of meter readings, the finality of previous invoices, any good faith, and statutes of limitations; not all subsequent demands are automatically invalid. Guidance is available from the Swedish Consumer Energy Market Bureau.
Excel Tool with Nine Tabs
The workbook contains Read Me, Overview, Cases, Invoices, Meter Readings, Demands, Payments, Contacts, and Evidence. A blue overview shows 14 key figures: number of cases, invoices, total invoiced, disputed/undisputed amounts, claimed and accepted amounts, actual payments and actual refunds, as well as documented meter reading periods, contacts, and evidence.
Test Calculation: An electricity bill of SEK 1,200, of which SEK 300 is disputed and SEK 900 is undisputed, is recorded in separate columns. If SEK 300 is requested back but only SEK 50 is refunded, the administrative difference is SEK 250. Consumption of 500 kWh compared to invoiced 630 kWh results in a recorded difference of 130 kWh, but does not in itself prove a meter error. All test values have been removed from the customer file; 14 empty summaries show zero.
Frequently Asked Questions About Electricity Bills, Electricity Agreements, and Meter Readings
How Do I Dispute an Incorrect Electricity Bill?
Contact the correct invoice issuer in writing and state the invoice number, the disputed item, a concrete valid reason, and which part you accept. Save the email and delivery receipt.
Do I Have to Pay the Invoice When Only Part of It Is Incorrect?
Yes, pay the part of the invoice you consider correct on time and dispute the rest with a clear justification and calculation. Do not ignore the due date.
What Is the Difference Between Electricity Supply and the Electricity Grid?
The electricity supply company sells the electricity and invoices the agreed price, while the grid company is responsible for the grid, measurement, and grid fees. You may receive separate invoices. If there is an error in the meter readings, you should normally start with the grid company.
How Do I Check Unusually High Electricity Consumption?
Compare meter readings for the correct period and installation ID with the grid company's My Pages and any of your own readings. Ask the grid company to provide actual or estimated consumption and investigate any discrepancies.
Do I Have the Right to Have the Electricity Meter Tested?
You can request a meter test from the grid company. The test may be subject to a fee if the meter is found to be within the permitted tolerances. Request the terms and possible cost before ordering the test.
Can the Electricity Company Use Estimated Consumption on the Invoice?
According to the Electricity Act, the electricity supply invoice can be based on estimated quantities when meter readings are unavailable, but it should, in principle, be based on measured actual consumption. Request an explanation of which values are missing and how the calculation was made.
Can I Dispute an Electricity Agreement I Have Not Approved?
Yes, if an agreement lacks valid acceptance, you can object in writing. Ask the company to show how and when you accepted it. Special rules apply to telephone sales, among other things; the assessment depends on how the agreement was entered into.
Can I Pay the Entire Electricity Bill Under Protest?
Yes, you can pay under express written protest and reserve a substantively justified claim for correction or refund. Payment does not automatically create a right to a refund.
Can the Electricity Company Disconnect the Electricity When I Dispute a Claim?
According to the guidance from the Swedish Consumer Agency, a substantively disputed claim may not alone constitute grounds for disconnection. You must also pay the undisputed amounts, and disconnection is subject to special statutory requirements. Document the dispute for both the electricity supplier and the grid company as needed.
What Do I Do If the Invoice Goes to Debt Collection?
Dispute the new debt collection demand in writing as well, stating the invoice number and reason. If the Swedish Enforcement Authority sends a payment order, you must respond to it separately within its deadline. A previous objection to the electricity company is not always sufficient.
Can the Electricity Company Back-Bill Electricity for Previous Months?
Back-billing, correction, and statutes of limitations must be assessed based on the status of the invoice, the agreement, and whether you had a justified good faith belief that the period had been fully settled. There is no general rule that all subsequent demands are automatically invalid.
Are the PDF Files Fillable, or Are There English Letters?
The seven PDF files are searchable and printable but not interactively fillable. Edit the corresponding Word files. An English User Guide is included, but the five operational letters are in Swedish.
