About this template
Do you suspect that your district heating bill is incorrect? Document the billing dispute, request meter readings and pricing data, and follow up on the correction process using five Swedish working documents, a Swedish guide, an English instruction guide, and a nine-tab Excel tool.
For Swedish district heating customers. The package helps with bill review and documentation, not with an automatic right to a price reduction, exemption from payment, or review of a price negotiation.
Quick product facts
Documents: 7 independent documents (five Swedish working templates and two guides) in DOCX and searchable PDF, plus an XLSX workbook. Total: 15 files. Languages: Swedish working templates and Swedish guide; only the second guide is in English. The Word files can be edited, and the PDF files can be read/searched and printed but are not interactively fillable. The format intended for download after separate manual activation is ZIP; the Shopify draft does not yet have a download file attached.
Package contents
Five Swedish letters/working documents, Swedish user guide, and English User Guide – each as DOCX and PDF. Also an Excel workbook with nine tabs. Total 7 DOCX, 7 PDF, and 1 XLSX. The PDF versions are formatted copies, not seven additional independent templates.
What the files contain
Substantive objection to specified billing items, request for supporting documentation, request for meter check with cost reservation, request for correction/refund, documented case log, two guides, and Excel register for bills, meter readings, price items, and actions.
Who should choose the template?
Example 1: you have received an unusually high bill and need to check if the period, meter reading, and price items are correct. Example 2: the district heating company has stated a preliminary value and you need to document how a subsequent reconciliation took place.
Choose a different process if your question primarily concerns a general price increase, new contract terms, or negotiation with the district heating company. Special rules apply to such matters under the District Heating Act, and short deadlines may occur. For heating outages, damages, corporate agreements, or an ongoing court/debt collection dispute, different documentation and individual advice are often required.

The Excel tool in practice
The tabs are Overview, Bills, Meter Readings, Price Items, Deviations, Case Log, Supporting Documentation, Actions, and Read Me. Your own calculations may, for example, show that an entered meter reading interval from 1,300 to 1,620 kWh corresponds to 320 kWh; the calculation does not verify the origin of the values or the contract terms. Price items calculate quantity times unit price and show a separate difference from the billed item. Calculations have been tested with fictitious examples, which have been removed from the customer file.
How to work step by step
- Gather the contract, bill, price list, meter ID, meter readings, and previous correspondence.
- Record data and separate measured, calculated, and your own estimated values.
- Choose the relevant letter: request for supporting documentation, concrete objection, meter check, or correction.
- Check the bill number, period, amount, attachments, and which pieces of information still lack support.
- Send via a suitable channel, save proof of receipt, and follow up on the supplier's response.
- Check payment risk and due date; document the action taken separately from the supplier's decision.
Legal prerequisites and limitations
The District Heating Act (2008:263) 6 b–6 d §§ regulates, among other things, billing data and information on energy use. The Swedish Energy Market Inspectorate's EIFS 2022:3 contains details on billing, meter readings, and billing information. Preliminary meter readings may need to be adjusted against actual meter readings; this does not automatically mean that every high bill is incorrect. District Heating Act · Ei's guidance.
A written objection does not automatically stop all payment, claim, or disconnection processes. Pay and handle any undisputed part carefully; seek advice if the due date or claim process is imminent. Always request information about the possible cost of the meter check before testing.
Frequently asked questions
Can I contest an incorrect district heating bill?
Yes, you can present a concrete objection to the bill or a specified part. Describe which amount and which actual circumstances are being questioned. The objection does not automatically exempt you from payment.
Can I demand to see meter readings?
You can request billing information and data on energy use. The District Heating Act and EIFS 2022:3 regulate the obligation to provide information, including when a value is calculated.
Is a high district heating bill automatically incorrect?
No. Check the period, energy use, agreed price structure, and any adjustments before drawing conclusions.
What does the Excel file do?
It organizes supporting documentation and performs simple arithmetic checks. It does not determine whether a claim is legally valid or whether a supplier must issue a refund.
Are the PDF files fillable?
The PDF files are searchable and printable, but do not contain active form fields. Edit the Word version if you want to fill it in digitally.
Are the main templates translated into English?
No. The main documents are in Swedish; the English User Guide explains how the Swedish files are used.
