About this template
Have you received an unreasonably high water bill, an incorrect billing period, or a meter reading that does not seem correct? With this document package, you can request a correction of a municipal water and sewage bill, request the water meter's reading history, and request an individual review of water and sewage charges after a water leak. You get five editable Swedish letters, a Swedish and English user guide, and an Excel tool with nine tabs.
For property owners and other parties liable for charges in Sweden who use public (municipal) water and sewage services. The Water Services Act (2006:412), the municipality's approved water and sewage tariff, and applicable general water and sewage regulations (ABVA) are central. Private wells and individual sewage systems are not covered by the same regulatory system.
01. Package contents
15 customer files: seven editable Word files (DOCX), seven matching, searchable, and printable PDF files, and an Excel register (XLSX) with nine tabs. The Word/PDF pairs consist of five Swedish letters, a Swedish user guide, and an English User Guide. The five Swedish letters are not translated into English. The PDF files lack interactive fillable fields.
02. What the files contain
Fields for municipality and water and sewage authority, property designation, invoice number and due date, tariff items, fixed and variable charges, meter ID, read/estimated m³, leaks, repair certificate, access date, and substantive objections. Excel distinguishes between invoiced, disputed, undisputed, actually paid, and actually refunded. The formulas are administrative aids and do not establish legal liability for charges.

How to dispute a municipal water and sewage charge – five steps
- Identify the correct authority and tariff. Find the municipality, water and sewage authority, and property designation on the invoice. Read the municipality's tariff that applied during the period and any ABVA regulations.
- Check the invoice breakdown. Is the item a fixed usage charge, a variable water/wastewater charge, a stormwater charge, or a connection charge? Different items have different calculation bases.
- Compare read and estimated values. Document the water meter ID and m³ on specific dates. If a leak is suspected – repair it and save the plumber's certificate. Ask for testing conditions before ordering a chargeable meter check.
- Choose the correct letter. Template 01 applies to incorrect tariff/invoice, 02 to water meters, 03 to leaks and charge review, 04 to change of ownership and final reading, and 05 to reminders or payment under protest.
- Follow up securely. Specify the amount and substantive grounds, pay or handle the undisputed part on time, and document the water and sewage authority's response. Do not ignore interest, collection, or Enforcement Authority claims. Check the special court process if the dispute remains.
The Water Services Act (2006:412)
Riksdagen – the Water Services Act (2006:412) regulates, among other things, the property owner's liability for charges, the water and sewage authority's responsibility for metering, principles for calculating water and sewage tariffs, and review options. According to Sections 24–28, liability for charges may arise when the conditions of the Act are met; it is not enough to establish that no or a small amount of water was actually used for a fixed charge to always disappear.
Water and sewage tariff: fixed charge, consumption charge, and stormwater
According to Sections 29–34, connection and usage charges and their bases are determined by the municipality's water and sewage tariff. Charges may not exceed necessary costs and must be distributed according to the principles of reasonable and fair distribution. Municipalities have different tariffs; there is no single uniform national price per m³. A variable charge should not be confused with fixed charges or a stormwater item. Svenskt Vatten's information on water and sewage tariffs.
Water meters and suspected incorrect readings
According to Section 19, the water and sewage authority shall provide the necessary water meter. According to Section 20, the property owner has a responsibility to provide access, look after the meter, protect it, and report faults as soon as possible. Request the meter ID, actual or estimated reading history, and information about any meter replacements. High consumption does not in itself prove that the meter is incorrect. Meter testing may be chargeable according to local rules; request a written cost estimate before ordering.
Water leak and possible reduction of water and sewage charge
A leak in the property's pipes is often the property owner's responsibility. The possibility of individual review of a variable water charge or wastewater charge depends on the current tariff, ABVA, and what actually happened. The municipality may require photos, an invoice for the repair, and information about whether the water flowed into the sewer or into the ground. No general legal rule automatically grants charge exemption just because water leaked out. Document 03 helps you formulate a cautious application for review, not an unfounded declaration of rights.
Change of ownership: access date, due date, and billing period
Section 37 of the Water Services Act distinguishes between the new owner's responsibility for charges falling due from the access date and the previous owner's responsibility for usage charges relating to the time before access. It is therefore incorrect to automatically place the entire invoice on the buyer or seller based solely on the invoice date. Save the agreed access date, final reading, and change-of-ownership notice.
Payment, late payment interest, and payment under protest
According to Section 35, water and sewage charges must be paid upon request, with special interest rules for unpaid amounts. A written dispute does not guarantee that the claim process will be interrupted. State the substantive grounds and amount, handle the undisputed part, and request a written statement about any payment deadline or extension. The person who chooses to pay under protest should document what was paid and what counterclaim is being made; payment does not automatically make the counterclaim valid.
Who decides a dispute about municipal water and sewage charges?
According to Section 53, questions under the Water Services Act are normally reviewed by the Land and Environment Court. It is therefore not correct to assume that all water and sewage tariff disputes are reviewed by ARN. Sveriges Domstolar – How water and sewage disputes are reviewed describes what an application must contain and what information about the property, parties, claim, evidence, and the court's jurisdiction is required. Check the cost risk and any deadlines before filing a lawsuit.
Excel tool – nine tabs and 14 key figures
The workbook contains Read me, Overview, Cases, Invoices, Meter Readings, Leaks, Claims, Payments, and Evidence. It calculates separately for fixed, variable, and stormwater charges, disputed/undisputed parts, measured consumption in m³, invoiced volume, requested claims, accepted amounts, actual payments, and refunds. There are 100 registration rows per relevant register.
Verified example: 200 SEK fixed charge + 600 SEK variable charge + 400 SEK stormwater charge = 1,200 SEK invoiced. Disputed part 300 SEK leaves 900 SEK undisputed. If 300 SEK is claimed back but only 50 SEK is refunded, the register shows an administrative difference of 250 SEK, not a confirmed debt. An actual consumption of 30 m³ and invoiced 45 m³ gives a deviation of 15 m³ that needs to be investigated. All test data have been removed, and 14 key figures show zero in the customer file.
Frequently asked questions about water and sewage bills and water meters
How do I dispute an incorrect water and sewage bill?
Contact the municipal water and sewage authority in writing. State the property, invoice number, exact tariff item, which amount you question, and why. Request the basis according to the tariff and the water and sewage regulations that applied during the period.
Can I stop paying the entire water bill when I object?
It is risky to let the entire invoice fall due. Pay or handle the undisputed part and request an extension or statement in writing about the disputed part. Section 35 of LAV contains an interest rule for unpaid water and sewage charges. A dispute does not guarantee a stop to collection actions.
Is the water and sewage charge the same in all municipalities?
No. The municipality's water and sewage tariff determines the amount and calculation basis of the charge according to Section 34 of the Water Services Act. Common parts are fixed charges, variable water charge, wastewater, and stormwater charges. Check the correct tariff version.
Why am I invoiced even if I almost never use water?
The water and sewage tariff often includes fixed usage charges, and some charges may be payable even with low consumption. The liability for charges depends, among other things, on the property's connection and the benefit of public water and sewage services.
Who is responsible for the water meter?
According to Section 19 of the Water Services Act, the authority shall provide the necessary water meters. According to Section 20, the property owner has obligations to provide access, look after and protect the device, and report faults as soon as possible.
Do I have the right to have the water meter tested free of charge?
You can request information about inspection and meter testing, but the cost responsibility depends on local rules and the result. Expressly request a written statement about the testing fee before ordering a chargeable action.
Can a water leak result in a lower water and sewage bill?
In some cases, the authority may review a reduction according to the municipality's tariff or ABVA. A leak does not automatically grant a right to a deduction, and water, wastewater, and fixed charges may need to be reviewed separately. Save the invoice, photos, and repair certificate.
Should I pay a sewage charge for water that leaked into the ground?
There is no generally applicable rule that every such leak automatically gives a sewage reduction. Ask the authority to review whether the local tariff or applicable conditions allow an individual adjustment and show where the water went.
How do water and sewage charges work when buying or selling a property?
According to Section 37 of LAV, the due date is important for the new owner's responsibility, but the previous owner is responsible for usage charges relating to the time before access. Document the final reading and transfer date.
Is a high meter reading proof that the meter is incorrect?
No. Check the reading date, read versus estimated values, leaks, and previous consumption. Request an investigation from the authority before concluding that there is a meter error.
Can ARN review a dispute about a municipal water and sewage tariff?
Disputes about questions regulated by the Water Services Act can, according to Section 53, be reviewed by the Land and Environment Court. ARN is normally not the correct forum for this type of water and sewage charge dispute. A court process requires special documents and can entail cost risks.
What is the difference between this package and water and sewage cost tracking?
The existing water and sewage cost tracking is a register for ongoing budget and consumption. This package contains special letters for objections, meter questions, leaks, and change of ownership, as well as an evidence and claim register.
Are the PDF files fillable, and are there English demand letters?
The PDF files are two-sided, searchable, and printable, but not interactively fillable. The Word documents are editable. The English User Guide explains the five Swedish letters but does not contain five English demand letters.
