About this template

Errors on the district heating bill or uncertain meter readings? This Swedish document package helps private individuals request supporting documentation, point out a specific error, dispute a particular invoice amount, and follow up on the district heating supplier's response. It is intended for district heating for primarily private use in Sweden. It does not automatically entitle you to a refund or deferred payment.

Quick facts: 5 Swedish cover letters, a Swedish user guide and an English User Guide – 7 independent documents in both editable DOCX and searchable PDF – as well as 1 Excel workbook with 9 tabs. Total 15 files. The PDF files are not interactive fillable forms. The file package is delivered as a digital ZIP after future activation of the product and its download file.

01 · Package contents

5 unique Swedish cover letters + 1 Swedish user guide + 1 English user guide = 7 independent documents. Each document has an editable Word file and a corresponding searchable PDF: 7 DOCX + 7 PDF. In addition, 1 Excel workbook (.xlsx) is included. Total 15 customer files.

02 · What the files contain

Letters for invoice documentation and meter data, a reasoned request for correction, a specified amount dispute, a request for meter inspection, and follow-up. The guides explain choices, payment risks, and documentation. Excel collects invoices, meter readings, price items, deviations, messages, actions, and a summary view – without automatically determining legal claims.

Who should use the templates?

For those who receive district heating in a private home and, for example, see an unexplained increase in consumption or an invoice line that deviates from your price list. Also useful when a supplier needs to receive a clear written question about estimated or measured consumption.

Choose something else for electricity bills, municipal water and sewage fees, corporate agreements, technical operation logs for district heating plants, disputes over new tariffs unrelated to invoice errors, or a summons. A technical installation inspection is not replaced by the document package.

The Excel tool in practice

The nine tabs are named START, Invoices, Meter Readings, Price Terms, Deviations, Messages, Actions, Overview, and READ ME. For example, enter a starting value of 100 kWh and an ending value of 150 kWh: the sheet shows an arithmetic difference of 50 kWh. If the ending value is lower than the starting value, a control marker is displayed instead of automatically accepting a negative consumption. Check meter changes and other special cases manually.

The price difference field compares entered prices for the same price unit. It is not an automatic refund calculation. The requested amount and the supplier's decision have separate fields. A sent message is not proof of receipt, and an action marked as completed is not automatically verified or legally approved.

How to use the package

  1. Collect the invoice, agreement, price list, readings with dates, and previous messages.
  2. Check whether the data is measured or calculated and whether the meter has been replaced.
  3. Choose the letter that corresponds to your actual matter and fill in all marked fields.
  4. Describe the error concretely, state the invoice number and amount, and attach relevant supporting documentation.
  5. Assess payment and deadlines separately. Send with tracking and save proof of dispatch.
  6. Record the actual response, any new invoice, and actions in Excel. Archive the documentation securely.

Legal prerequisites and limitations

The District Heating Act (2008:263) contains special consumer provisions, including those regarding measurement and billing. See the text of the District Heating Act and the Swedish Energy Market Inspectorate's guidance. For what applies to readings, billing, and meter inspection, see the Swedish Energy Market Bureau's overview.

Disputing an invoice does not in itself mean that the due date is postponed, that a deduction is approved, or that there is no risk of debt collection. Depending on the outcome, a request for meter testing may incur a cost for the customer. Always check the terms and seek individual advice for large amounts, collection, threats of disconnection, or difficult-to-assess agreements. The package is AI-assisted and source-checked, not externally reviewed by a lawyer, certified, or approved by a government authority.

Compare with other documentation

If you want to dispute an electricity trading invoice, you should choose an electricity bill product. If the problem concerns a municipal water and sewage bill, specific water and sewage documentation is needed. If you need to register the installation's operation and temperatures, an operation log for a district heating plant is another product function.

Frequently asked questions

Can I use the template to dispute an entire invoice?

The letter allows you to specify what you are disputing, including the stated amount. It does not determine whether the entire invoice can legally be withheld; payment and risks should be assessed separately.

Can the PDF files be filled out digitally?

The PDF files are searchable and printable, but they do not contain interactive form fields. Use the DOCX version for editing.

Are the documents in English?

No, all five cover letters are in Swedish and refer to Swedish law. Only the English User Guide is in English; it is an instruction for the Swedish documents.

Does Excel automatically calculate what the supplier should refund?

No. Excel calculates certain value differences and administrative summaries. The right to correction, refund, and any deductions requires separate examination against facts, agreements, and legal rules.

Do I need to sign and mail all five letters?

No, choose the relevant letter and follow the current communication channel. Date, sender, documentation, and proof that the message was sent are important. A signature may be required depending on the nature of the matter.
