About this template

General meeting in a samfällighetsförening – complete meeting package according to Swedish law. Editable templates for notice and agenda, notice log, voting register and voting rights check, proxy form, and minutes. The package is specifically designed for a samfällighetsförening under Sections 47–53 of the Act (1973:1150) on the Management of Samfälligheter (SFL). It has a different purpose than a general association protocol and is not a new version of the product for billing register and assessment.

01. Package contents

15 files in ZIP: seven Swedish/English Word documents (DOCX), seven corresponding searchable PDF files, and one editable Excel register (XLSX) with nine tabs. Five Swedish working templates plus a Swedish user guide and a separate English User Guide.

02. What the files contain

Meeting notice, agenda, recipient and dispatch log, attendance and voting rights check, proxy form, minutes/resolution appendix, as well as workflow and legal warnings. Excel provides an overview of meetings, notices, recipients, voting register, proxies, resolutions, and actions. Excel does not determine voting rights, conflicts of interest, voting caps, majority requirements, or the validity of resolutions.

What applies to the samfällighetsförening's general meeting?

According to Section 47 SFL, the board calls the general meeting, and the notice must state the matters to be discussed. The form of notice and time limits must be checked against the association's bylaws. According to Sections 48–49 SFL, there are special rules regarding voting rights, unpaid overdue contributions, conflicts of interest, business branches, proxies, and voting methods. On financial matters, an eligible member may request voting by share with the special limitations of the Act. A proxy may not represent more than one member.

Excel register with nine tabs

Overview, Meetings, Notices, Recipients, Voting Register, Proxies, Resolutions, Actions, and Read Me. The overview counts registered ID entries. A completely empty workbook shows zero, and testing with two meetings, one proxy, and one resolution yielded the correct administrative summary. The workbook is free of synthetic customer and personal data upon delivery. Votes are recorded as raw data, and legal limits are not calculated automatically.

How to use the templates

  1. Check authority and bylaws. Cross-check the association's registered bylaws, notice period, property owner, co-owner details, and which matters may be raised.
  2. Call the meeting according to Section 47. State the matters, prepare the dispatch log, and document actual notice handling.
  3. Assess voting rights according to Sections 48–49. Check the members' current status, overdue unpaid contributions, conflicts of interest, any business branches, and proxies.
  4. Document the voting method per matter. The general rule, any voting by share, and the special majority in Sections 51–52 must not be confused.
  5. Prepare and make the minutes available. Section 50 means that meeting resolutions must be recorded in the minutes and that the minutes must be made available to the members no later than two weeks after the meeting.

Legal limitations

This product does not replace the association's bylaws or an individual legal assessment. Section 49 SFL contains a general rule of one vote per eligible member and a special voting-by-share rule on financial matters upon request, including a limitation of the voting cap to at most one-fifth of the combined votes of the eligible members present. Sections 51–52 contain rules for certain special meeting resolutions. For changes to the bylaws, registration is required before the resolution can be applied. Section 53 contains rules on the invalidation of general meeting resolutions, where a four-week deadline applies to certain grounds and is calculated from the date of the resolution. Distinguish this from the special correction of assessment under Section 46.

Frequently asked questions

How far in advance must the notice be sent?

Check the association's current bylaws. Section 47 states the board's responsibility to call the meeting and that the matters must be stated, but the form of notice and the statutory time limit must be checked for the specific association.

Can a member vote for multiple co-owned properties?

The general rule in Section 49 is one vote per eligible member even if the member owns multiple co-owned properties. In financial matters, special circumstances may make voting by share relevant; the voting cap must be checked manually.

Can a proxy represent multiple members?

According to Section 49, a proxy may not represent more than one member. Also check the validity of the proxy and the special circumstances.

When must the minutes be available?

According to Section 50, the meeting minutes must be made available to the members no later than two weeks after the meeting.

Are the billing register and calculation of voting by share included?

No. This is a standalone meeting package. For assessment, budget, and allocation of billed amounts, there is a separate template for the billing register.

Can Excel determine if a meeting resolution is valid?

No. The workbook compiles administrative records. Legal assessments of voting rights, proxies, conflicts of interest, voting caps, majorities, notice, and potential invalidation must be performed separately.

Have the documents been reviewed by a lawyer?

The source control is AI-assisted as of November 2, 2026. No independent external legal review has been documented.

Related document product

For billing register and assessment in a samfällighetsförening, there is a separate Word/PDF/Excel package that handles the budget and amounts per member. It is not a substitute for meeting notice, voting register, and meeting minutes.
