About this template
Neighbour Submission for Building Permits – Submission, Drawing Review and Excel
Have you received a neighbour hearing notice from the municipal building committee regarding a building permit or preliminary decision? This document package helps you formulate substantive comments, check which drawing version you have reviewed, organize appendices, and keep track of what the municipality has actually received.
Important distinction: The package is a private administrative aid and not the municipality's form, a binding neighbour consent, or an appeal. The building committee is responsible for the statutory hearing. Use the channel and response deadline specified in the municipality's notice.
01. Package Contents
15 customer files: 7 editable Word documents (.docx), 7 corresponding searchable and printable PDF files, and 1 Excel workbook (.xlsx) with nine tabs. Five specialized work templates and two user guides are available in Word/PDF. Delivered as a digital ZIP.
02. What the Files Contain
The neighbour submission itself, a structured appendix with substantive issues and objections, drawing revision tracking, a supplementary submission if the application is amended, a submission and decision log, and Swedish and English user guides. Excel consolidates cases, submissions, substantive issues, drawings, appendices, communication, and manually noted deadlines.

How to Submit a Neighbour Submission for a Building Permit
- Read the municipality's notice. Note the registration number, property, where and how comments should be sent, and the municipality's response time. There is no general response time that should be assumed without checking.
- Review the correct drawings. Check the site plan, elevations, heights, location, and current revision. State exactly which material you have reviewed.
- Explain the impact concretely. Describe, for example, actual distance, privacy, lighting conditions, stormwater, traffic, or known planning regulations. Link each claim to a relevant document.
- Send a clear submission. State your position and which issues the municipality should consider. Attach only necessary information. Save a copy of the message and request a receipt confirmation.
- Follow any changes. If new documents are added: compare the versions and submit a supplementary submission if you are given a new opportunity to comment. Then follow the decision separately.
When Should Neighbours Be Heard? 2026 Regulations
According to Chapter 9, Sections 94–97 of the Planning and Building Act (2010:900), the building committee must, in certain situations, notify neighbours and other affected parties before making a decision on a permit or preliminary decision. This applies, for example, to certain measures that deviate from detailed plans or area regulations and certain measures outside detailed plans. There are express exceptions. The committee decides who should be heard and is responsible for the dispatch or publication.
According to Section 95, the notice must show the main content of the application, where the documents are available, how, and within what time comments may be submitted. According to Section 96, direct notice must be sent to certain adjacent property owners and rights holders, even in some cases across a road or street. See Boverket's current guidance on neighbour hearings.
Transitional Rules: The new regulations in the 2025 reform came into effect on December 1, 2025. For certain cases started before that date, older rules apply. Check the case start date with the municipality.
What Happens if the Drawings Are Amended?
If the application is amended after a hearing, new comments may need to be collected. According to Section 94, those who had comments on the original application must, in relevant cases, be given the opportunity to comment again. This does not mean that a neighbour's signature obtained privately replaces the municipal process.
Is a Neighbour Submission the Same as Neighbour Consent?
No. A submission means that a neighbour submits comments to the building committee. A specific neighbour consent may serve a different function in other PBL situations. A separate signed approval of a building permit application does not replace the municipality's obligations to hear affected neighbours according to Boverket's guidance.
Can I Appeal a Building Permit Later?
This is a separate legal question. Boverket describes who may appeal – among others, immediate neighbours and certain property owners may have the right to appeal. Simply being notified does not automatically give you the right to appeal. Having previously been positive about the measure also does not automatically mean that the right to appeal ceases. After a decision is made, special rules and deadlines apply for appealing building permits; follow the instructions in the decision.
Excel Register with Nine Tabs
Dashboard, Cases, Submissions, Substantive Issues, Drawings, Appendices, Communication, Deadlines, and Read Me. Eight formula-driven key metrics show the number of registered cases, submitted submissions, confirmed receipts, open substantive issues, revised drawings, appendices, unanswered contacts, and deadlines that need to be monitored. Excel does not calculate legal response times, appeal deadlines, or the right to appeal. The customer file contains no synthetic test cases.
Frequently Asked Questions (FAQ)
Do I Have to Submit Comments When the Municipality Sends a Neighbour Hearing Notice?
No, but it may be important to respond within the time specified by the municipality if you want concrete comments to be included in the review.
Can I Say That I Have No Objections?
Yes. Clearly state which application and which drawings the statement concerns. It is still the municipality that decides whether a building permit should be granted.
Can the Neighbour Send Out a Neighbour Hearing Notice Themselves?
An applicant may ask neighbours for comments, but this does not replace a statutory hearing for which the building committee is responsible.
Which Drawings Should I Refer To?
Base your submission on the material the municipality has actually made available: often the site plan, elevation drawings, and other relevant documents. State the drawing number, version, and date.
Do the Rules Apply to Applications Made During 2025?
Older regulations may apply to cases started before December 1, 2025. Contact the municipality about the case's legal start date and procedure.
Is This a Template for Appealing a Building Permit?
No. This is a submission before a decision. An appeal after a decision requires a separate document, assessment of the right to appeal, and check of the deadline.
Can Excel Automatically Determine if a Building Permit Is Incorrect?
No. The workbook contains administrative statuses and factual data, not automatic legal review.
Are the PDF Documents Fillable?
The PDF files are searchable and printable. Edit the text in the Word versions.
