About this template
JO complaint against an authority – document templates in Word, PDF and Excel. Structured support for those who want to report the conduct of an authority or public official to the Parliamentary Ombudsmen (JO). The documents help you describe what happened, organize events, separate facts from conclusions, list enclosures, and track your complaint. Swedish main templates with an English user guide.
Important before purchase: Filing a JO complaint is free. You can submit a complaint directly using JO's official form without purchasing any templates. This paid product is only an optional document and work aid; it does not provide priority, an increased right to an investigation, or any guaranteed outcome. JO can neither change a decision nor award damages. Appeals and claims for compensation require different procedures.
01. Package contents
7 editable Word files (DOCX), 7 corresponding searchable and print-friendly PDF files, and 1 Excel workbook (XLSX). 15 customer files in total. Five Swedish working documents, a Swedish user guide and an English User Guide, and an Excel register with nine tabs. The PDFs are not interactive fillable forms. After manual publication, the files are delivered in a ZIP file via standard digital download.
02. What the files contain
Main complaint template, chronology of events, factual review of alleged errors, list of evidence and enclosures, supplementary document, and Swedish and English instructions. The Excel register tracks cases, events, authorities, allegations, enclosures, contacts, and checks without making legal assessments.
When are the JO templates suitable?
For those who want to describe specific circumstances involving a Swedish authority or someone who, in relevant respects, exercises public authority. Anyone can submit a complaint to JO, even someone who is not directly affected themselves. However, the package is not suitable for appealing a decision, claiming damages, reporting a regular private business operator, or seeking individual legal advice. JO's own instructions govern the actual submission.

The Excel register – nine tabs
Overview, Cases, Events, Authorities, Allegations, Enclosures, Communication, Checks, and Read Me. Eight formula-driven key figures count actually registered entries and manually entered statuses. Sent is not the same as received, and received is not the same as JO investigating the case. The tool does not assess whether JO has supervisory authority, whether criticism should be issued, or whether the two-year rule has exceptions. No macros or external data connections are required.
How to use the JO complaint
- Check JO's supervisory jurisdiction and whether an appeal or other action is required separately.
- Identify the authority, action, and time. Briefly and concretely describe what happened.
- Create a timeline and link relevant documents to allegations.
- Correct unclear information and avoid unsubstantiated or exaggerated legal conclusions.
- Review all enclosures for privacy: avoid unnecessary sensitive personal data.
- Submit via JO's current official channels and record the actual confirmation only after that.
Legal requirements and important privacy
The Act (2023:499) with Instructions for the Parliamentary Ombudsmen regulates JO's supervision, complaints, and processing. According to Section 30, a complaint should be in writing and state, among other things, who the complaint is directed against, the action it concerns, the time, and the complainant's name and address. According to Section 32, JO should normally not take up circumstances older than two years unless there are special reasons. This is not an absolute statute of limitations. JO chooses which complaints are investigated.
A JO complaint and its enclosures generally become public documents. Information may be disclosed under the principle of public access unless confidentiality prevents this. JO recommends its official web form, especially for sensitive information; JO does not open links that replace the enclosures themselves. Read JO's information on personal data.
Frequently asked questions
Does it cost anything to file a complaint with JO?
No. Filing a JO complaint against an authority is free. The 79 SEK refers solely to Mallbutik's optional document package in Word, PDF, and Excel.
Can JO change a decision or award me damages?
No. JO exercises supervision and can, among other things, criticize conduct, but does not change judgments or authority decisions and does not award damages.
Can I file a JO complaint against an authority anonymously?
You can remain anonymous, but JO normally does not investigate anonymous complaints. Provide contact details if you want JO to be able to follow up on the complaint.
Is there a two-year time limit?
Not as an absolute statute of limitations. According to JO's instructions, circumstances older than two years should normally not be taken up, but special reasons may justify exceptions.
Will my complaint become public?
It normally becomes a public document with JO. Documents may be disclosed unless confidentiality applies. Therefore, assess which enclosures and personal data are really necessary.
Can Excel automatically assess whether JO will take up the case?
No. Excel only tracks its own administrative data and statuses, not JO's legal review or supervisory decision.
Are all documents in English?
No. The main documents are in Swedish; only the English User Guide is in English and explains Swedish law.
