Excel counts the number of registered course cases by administrative status, summarizes manually decided refunds, and keeps these separate from actually registered payments. An incorrect entry where the paid amount exceeds the decided amount is flagged for review.
Excel does not determine whether a customer is a consumer, when a right of withdrawal period expires, whether a statutory exception applies, or whether a fee is reasonable. Such questions require an individual assessment and correct supporting documentation.
Workflow – How the Organizer Uses the Documents
- Retrieve the original booking confirmation, contract date, customer type, and correct terms version.
- Record the customer's exact request as a request for withdrawal, cancellation, or rebooking.
- Assess distance agreements, any exceptions, agreed terms, and verified actual costs for the current situation.
- If an alternative course slot is offered: document a clear offer, the customer's response, and separately confirmed slot.
- Remove inapplicable options in the decision notice and state the reasoning and any financial consequence.
- Record the decision on refund and the payment itself separately. Check the amounts against transaction documentation.
- Close the case only after relevant actions and information have actually been checked.
Legal Prerequisites
According to the Swedish Consumer Agency's guidance on courses, the right of withdrawal, cancellation, and rebooking must be kept separate. The right of withdrawal may apply to a consumer's distance booking under the Swedish Distance Contracts and Off-Premises Contracts Act (2005:59), but relevant exceptions and other prerequisites need to be assessed on a case-by-case basis. A leisure activity on a specific day or time period may be assessed differently than another type of course.
Cancellation is not the same as voluntary rebooking. Payment requirements must be assessed against applicable law and actual circumstances, not determined by a general standard.
