About this template
Appealing school support programs – Word, PDF and Excel. For students and parents or guardians who have received an actual decision regarding a support program, a decision not to develop one, or a decision to terminate or change a support program. The package helps you write an appeal, formulate grounds, check receipt of the decision and the right to appeal, collect supporting documents, and manage the case administratively.
Important distinction: This package is used after an actual decision has been made. If the school has not yet conducted an investigation or made a decision regarding a support program, a request for an investigation is a different type of document. The appeal does not guarantee a specific outcome or support measure. The three-week deadline must always be checked for the specific decision.
01. Package contents
7 editable Word (DOCX) documents, 7 corresponding searchable PDFs and 1 Excel workbook (XLSX): a total of 15 customer files. Five Swedish working documents and two user guides, one in Swedish and one in English, each in Word/PDF. The Excel workbook contains nine tabs. The PDF files are searchable print versions, not interactive PDF forms. Digital ZIP delivery takes place upon subsequent manual activation.
02. What the files contain
Appeal document, grounds for appeal, decision and deadline tracker, list of evidence, submission and receipt log, Swedish user guide and English User Guide. Excel organizes cases, decisions, grounds, evidence, and confirmed status. No legal deadlines or outcomes are calculated automatically.
Which decisions can be appealed?
According to Chapter 3, Section 9 and Chapter 28, Section 16 of the Education Act (2010:800), decisions regarding support programs and decisions not to develop a support program, among others, may be appealed to the National Appeals Board for Education. Decisions to terminate a support program or change its scope may also be covered. The Board may uphold or overturn the decision and, if necessary, refer the case back, but cannot itself write a new program or determine a specific support resource.

Excel tool: nine tabs and eight key metrics
Overview, Cases, Decisions, Grounds, Evidence, Submission, Notice, Checks, and Read Me. Formulas summarize actual entries. The register distinguishes between sent and received documents and between a registered case and an actual Board decision. Excel does not determine whether the right to appeal exists, whether a decision is appealable, or when the appeal period expires. No macros or external data connections are included.
How to use the templates
- Check that the school has actually notified a decision according to Chapter 3, Section 9, and which appeal instructions you received.
- Check who has the right to appeal, especially if the student has turned 16 or if there are two parents or guardians.
- Fill in the decision, relief sought, and substantive grounds. Refer to concrete facts and relevant supporting documents.
- Manually check the actual day the appellant received the decision and the applicable deadline.
- Appeal to the National Appeals Board for Education, but send it to the person or body that made the decision.
- Keep evidence of actual receipt and follow subsequent processing steps separately.
Legal requirements
The general rule is that the appeal must be received by the decision-maker within three weeks from the date the appellant received the decision. The National Appeals Board for Education's official instructions describe formal requirements, recipients, and practical procedures. A student who has turned 16 may appeal on their own according to the applicable procedure. If there are two parents or guardians, it should be clear whether both support the appeal. The Education Act's legal remedies, school form, decision content, and jurisdiction must be checked in the individual case.
Frequently asked questions
Can I appeal before the school has made a decision?
Not through this decision-specific procedure. If the school has not yet issued an appealable decision regarding a support program, you should instead draw the principal's attention to the need for an investigation and clarify how the school will handle the matter.
Where do I send my appeal?
The appeal is made to the National Appeals Board for Education but is submitted to the school or body that made the decision. The decision-maker normally checks whether it was received on time and forwards it.
Can the Board decide on a specific resource or assistant?
No. According to Chapter 28, Section 16, the Board may uphold or overturn the decision and, if necessary, refer the case back to the principal for a new review.
How long do I have to appeal?
The general rule is three weeks from the date you received the decision. Check the exact date, instructions, and any individual circumstances. Excel does not calculate the legal final day.
Is this the same as a request for an investigation into special support?
No. A request for an investigation is made before such a decision exists. This product helps appeal a decision that has already been issued.
Can both parents or guardians appeal?
The National Appeals Board states that if there are two parents or guardians, it should be clear whether both support the appeal. A student who has turned 16 also has a special right to appeal on their own. Check the individual representation.
Are the main documents in English?
No. The main documents are in Swedish. The English User Guide explains how the Swedish templates are used but does not involve adaptation to foreign law.
