About this template
Appealing a school transport decision – two legally distinct paths in one package. For parents and other eligible appellants who have received a municipal decision on school transport and need to structure an appeal. Includes separate templates for administrative appeals and judicial review, a guide for choosing the correct form, a matrix of facts, a submission checklist, and an Excel-based case register.
Important before purchase: The form of appeal must be determined based on the actual decision, the student's school placement, and the rules on the right to appeal. The two appeal templates are alternatives, not documents that should normally be sent together. This is not an application for school transport or an official court form. The templates do not guarantee approval or any specific ruling.
01. Package contents
7 editable Word files (DOCX), 7 searchable PDFs and 1 Excel workbook (XLSX): 15 customer files in total. Five working documents, a Swedish user guide and an English User Guide, each in Word and PDF. Excel has nine tabs. The PDF files are print-friendly but are not interactive forms. The files are delivered as a digital ZIP file after the product is published and the file link is manually activated.
02. What the files contain
Path selection with decision review, two separate appeal documents, legal and factual grounds, evidence and annex list, deadline and submission log, and Swedish and English guides. Excel records decisions, the chosen form of appeal, grounds, annexes, submission, and factual outcomes without calculating legal deadlines or determining the right to school transport.
The difference between administrative appeals and judicial review
1. Administrative appeal – review on the merits
According to Chapter 28, Section 5 of the Education Act, certain school transport decisions in compulsory education may be appealed to the general administrative court, including when the student attends the school where the municipality would otherwise have placed the student. The appeal is filed with the administrative court but submitted to the decision-making authority. The general rule is three weeks from the day the appellant received the decision. In this procedure, the court may review the substantive content of the decision.
2. Judicial review – review of legality
Other municipal school transport decisions may, when the conditions of the Local Government Act are met, be appealed through judicial review according to Chapter 28, Section 18 of the Education Act and Chapter 13 of the Local Government Act. The appeal is submitted directly to the administrative court. The three-week deadline generally runs from the relevant public notice of the adjusted minutes on the municipality's notice board, not from the day the family received the decision. The appellant must generally be a member of the municipality. The court may overturn but cannot replace the municipality's decision with its own school transport decision.
Choosing the wrong form of appeal or recipient can have decisive consequences. Therefore, always check the decision-maker, school choice, documented start date, right to appeal, and the decision's actual appeal instructions. The Swedish National Agency for Education's school transport guidance explains how the legal remedies differ.

Excel with nine tabs
The workbook contains Overview, Cases, Decisions, Path Selection, Grounds, Annexes, Submission, Outcomes, and Read Me. Nine formula-driven summaries count actual IDs and manually selected statuses. Sent is not the same as received. Received is not the same as decided. Excel does not determine appealability, the right to appeal, grounds for judicial review, or when a legal deadline expires. No macros or external data connections are included.

Frequently asked questions
Can I use the same appeal template for all school transport decisions?
No. Some decisions are appealed through administrative appeal, while others can only be subject to judicial review. The procedures differ in the right to appeal, submission, deadline start, and what the court may decide.
How long is the appeal period?
The general rule is three weeks, but the starting point is not the same: receipt of the decision in an administrative appeal and the relevant public notice of adjusted minutes in judicial review. Special circumstances may affect the calculation.
Where do I send the appeal?
In an administrative appeal, it is submitted to the person who made the decision, filed with the administrative court. In municipal judicial review, it is submitted directly to the administrative court.
Can the court decide that the child should receive school taxi?
In judicial review, the court can only review legality and overturn the decision; it cannot write a replacement school transport decision. An administrative appeal provides broader scope for a review on the merits but does not guarantee any specific outcome.
Do I need to apply for school transport first?
Yes, to appeal, a factual appealable decision is normally required. If no decision exists, an application is a different procedure. See Application for school transport in compulsory education.
Can new grounds for judicial review be added later?
In municipal judicial review, it is particularly important to invoke the concrete circumstances before the deadline expires. As a general rule, completely new circumstances may not be considered later according to Chapter 13, Section 7 of the Local Government Act.
Are the files fillable in English?
The Word files are editable in Swedish. PDF is a searchable print document, not a digital fillable form. The English User Guide explains usage according to Swedish law but does not translate the main documents.
