Planning Notice – Request for a New or Amended Detailed Development Plan in Word, PDF and Excel
Would you like to be informed whether a municipality intends to begin work on a new, amended or repealed detailed development plan? This document package allows property owners, project developers and agents to prepare a written request for a planning notice in accordance with Chapter 5, Sections 2–5 of the Planning and Building Act, including a project description, map appendices, preliminary planning information and an Excel register for ongoing communication with the municipality.
Scope: This is a voluntary preparatory working document – not an official municipal form or decision. The user must attach an actual map showing the affected area. The templates contain no fictitious government decisions and cannot replace the municipality's e-service, fees or requirements.
01. Package Contents
15 customer files: seven editable Word documents (.docx), seven searchable and printable PDF files (.pdf), and one Excel workbook (.xlsx) with nine tabs. The five working templates and two user guides are available in both Word and PDF formats. Delivered digitally as a ZIP file.
02. What the Files Contain
Written request containing the core requirements of the Act, project and scope description, map and property register, matrix of possible planning information, log for supplementary information and municipal planning notices, Swedish user guide and English User Guide. Excel helps you keep submitted, complete, received and decided items separate.

How Do You Submit a Request for a Planning Notice?
- Check the project and planning conditions. State the affected area, current land use and the main purpose of the proposed measure.
- Describe the proposed measure. If it concerns a building, its nature and approximate scope must be stated. Distinguish estimates from verified information.
- Attach an actual map. Chapter 5, Section 3 of the Planning and Building Act requires a map showing the area covered by the request. The Excel map register does not replace the map appendix.
- State any special requests. If you want to be informed about which planning information is likely to be required or about the option to request the county administrative board's opinion, this must be stated explicitly.
- Send it to the municipality. Use the municipality's designated application method and check fees, any municipal forms and requirements for supplementary information.
- Document what the municipality actually receives. Keep proof of submission and the decision; follow up if the application needs to be supplemented. Then record the municipality's final planning notice.
What Does the Planning and Building Act Say About Planning Notices?
According to Chapter 5, Section 2 of the Planning and Building Act (2010:900), if requested by anyone planning a measure that may require planning, the municipality must state whether it intends to begin such planning. Chapter 5, Section 3 requires a written request stating the main purpose and including a map. For buildings, their nature and approximate scope must be described. It is also possible to state requests for planning information and the option of obtaining an opinion from the county administrative board.
How Long Does a Planning Notice Take?
According to Chapter 5, Section 4 of the Planning and Building Act, the municipality must issue a planning notice within four months from the day the request meets the requirements of Chapter 5, Section 3, unless the municipality and the applicant have agreed on a different period. A submission date early in the process is therefore not always the correct starting point. The Excel register in the package records checked dates but does not automatically calculate legal processing deadlines.
What Does a Positive or Negative Planning Notice Mean?
In a positive notice, the municipality must state when it intends to begin planning work and when a final planning decision is expected. In a negative notice, the municipality must state its reasons. A positive planning notice is not binding and guarantees neither an adopted detailed development plan nor building permission or the completion of a construction project. A planning notice cannot be appealed under Chapter 13, Section 2 of the Planning and Building Act. See Boverket's guidance on planning notices.
Planning Information and the County Administrative Board's Opinion
If the applicant wants to know which planning information is likely to be required, this must be stated in the request under Chapter 5, Sections 3 and 5 of the Planning and Building Act. If the applicant wants to be able to request an opinion from the county administrative board under Chapter 5, Sections 5a–5b, this must also be stated. The municipality's special permission is not automatic. It is important not to confuse a planning notice with the county administrative board's separate opinion or the subsequent detailed development plan process.
Excel Register – Nine Tabs
Dashboard, Cases, Actions, Maps, Planning Information, Appendices, Contacts, Deadlines and Read Me. Eight key figures summarise registered cases, submitted cases, requested supplementary information, received decisions, positive and negative notices, open deadline checks and manually recorded municipal fees. The customer version is empty and contains no test entries.
Frequently Asked Questions (FAQ)
Do I Need Building Permission or a Planning Notice?
These are separate processes. A planning notice concerns the municipality's intention to begin planning; building permission assesses a specific measure against the applicable rules and conditions.
Can I Request a Planning Notice Without Owning the Land?
The wording of the Act focuses on the person who intends to carry out the measure. Ownership, mandate and property conditions may affect the municipality's processing. Check the municipality's requirements regarding eligibility and supporting information.
Is a Map Mandatory?
Yes. A written request must include a map showing the affected area. You must attach and check it yourself.
Is the Response Time Always Four Months?
As a general rule, this applies to a request that meets the requirements of Chapter 5, Section 3 of the Planning and Building Act, unless the applicant and the municipality have agreed on a different period.
Is a Positive Planning Notice a Guarantee?
No. It does not constitute a binding promise of a final detailed development plan, building permission or approval of the project.
Can a Negative Planning Notice Be Appealed?
No. A planning notice under Chapter 5, Section 2 cannot be appealed under Chapter 13, Section 2 of the Planning and Building Act.
How Much Does a Request for a Planning Notice Cost?
Fees vary between municipalities based on locally determined fees and the circumstances of the case. The package costs SEK 79, but municipal fees may be charged separately and are not included.
Can Excel Automatically Calculate Legal Dates?
No. The workbook contains administrative status and fee totals, but no automatic legal deadline determinations or checks of the authority's assessment.
