About this template
Schedule changes and notification of working hours under Section 12 of the Working Hours Act – complete template package in Word, PDF and Excel. For employers who need to document changes to the arrangement of ordinary working hours or on-call hours. The package helps HR and schedulers to issue a clear notification, check the notice period, document grounds for exceptions and maintain a traceable change history.
Difference from a regular shift schedule: This product does not create a new rotating staffing schedule from scratch. Instead, it documents the change and the information provided to the employees, including dates, dispatch, receipt, collective agreements and short-notice cases.
01. Package contents
15 customer files in a ZIP: seven editable DOCX files, seven corresponding searchable PDFs and one XLSX workbook with nine tabs. Five Swedish working documents, one Swedish user guide and one separate English User Guide. All Word and PDF documents follow Mallbutikens blue design.
02. What the files contain
Notification of changed working hours, two-week check, change appendix for previous/new schedule, short-notice log and internal routine card. Excel provides registers and support for calculating calendar days between the notification and the first affected work shift, but does not determine whether a notification or exception is legally valid.

What does Section 12 of the Working Hours Act say about changing schedules?
According to Section 12 of the Working Hours Act (1982:673), employers who employ workers for work other than temporary work shall, as a general rule, provide notification of changes in the arrangement of ordinary working hours and on-call hours at least two weeks in advance. Shorter notice may be given when the nature of the business or events that could not have been foreseen gives reason for it.
It is important to first distinguish an actual change in the arrangement from, for example, overtime work, additional hours, granted leave and individual changes to employment terms. This template therefore provides separate control questions instead of assuming that the two-week rule applies to every scheduling event.
When can a changed schedule be notified with shorter notice?
If the notice period is shorter than two weeks, a genuine assessment of the specific reason is required under Section 12. An unforeseeable event and the nature of the business may justify shorter notice under certain circumstances, but a mere lack of planning is not automatically a valid ground for exception. The log contains fields for date, event, basis, assessed alternatives, authorized decision-maker and actual confirmation of receipt.
Collective agreements and exceptions from the Working Hours Act
Section 2 contains exceptions to the scope of the Act. According to Section 3, collective agreements concluded or approved by a central trade union organization may result in deviations from Section 12, provided that the protection referred to in EU Directive 2019/1152 is respected. The Swedish Work Environment Authority may permit deviations under certain circumstances according to Section 19. The template requires that each such ground is specified and documented separately.
Excel with nine tabs and automatic day calculations
Overview, Schedule matters, Shift changes, Notification, Short notice, Agreement check, Rest check, Measures and Read me. The seven register tabs each have 100 empty ID rows. The overview counts registered entries; day formulas calculate calendar days between the dates entered by the user. Decision and risk status are documented manually.
Tested function: 1–20 December 2026 gives 19 calendar days and 10–15 November 2026 gives 5 calendar days. Both calculations have been tested in a separate copy. No personal data, example cases or fictional approvals are included in the customer file.
Important limitation: Excel does not automatically check the applicability of the collective agreement, actual receipt, daily rest, weekly rest, breaks or any negotiation obligations under MBL. It is an administrative aid, not a working hours law approval system or a complete overtime log under Section 11.
How the employer uses the package
- Identify the rule. Check whether the change concerns ordinary working hours or on-call hours, whether the work is other than temporary and whether the Working Hours Act applies to the employee.
- Check the agreement and notice period. Calculate the number of days until the first changed shift. Assess collective agreements under Section 3, other exceptions and actual circumstances.
- Fill in a clear notification. State the exact previous arrangement, new arrangement and when the new schedule version is to be applied.
- Document special short-notice cases. Use the deviation log to document the assessment, reasons, information and measures.
- Check other rights. Assess daily rest under Section 13, weekly rest under Section 14 and breaks under Section 15 separately. Investigate any MBL negotiation obligations when the change is of greater significance.
- Archive and follow up. Enter actual changes, dispatches, receipts and responsible parties in Excel. Protect personal data according to the employer's GDPR routine.
Frequently asked questions about schedule changes
Must the employer notify of a schedule change two weeks in advance?
As a general rule, yes, if Section 12 is applicable: the provision concerns notification of changed arrangement of ordinary working hours or on-call hours for work that is not temporary. Deviations may result from the Act or a valid collective agreement.
Is a schedule changed five days in advance always prohibited?
No, but it requires a concrete assessment. Shorter notice may be permitted by the nature of the business or unforeseeable events under Section 12, or under specially applicable agreement or exception rules. A figure in Excel proves nothing about validity.
Does the rule apply to all newly hired or temporarily employed?
Section 12 expressly refers to work other than temporary. The general scope of the Act and exceptions, as well as other information rules, should be checked for the concrete situation.
Can collective agreements change the two-week rule?
Yes. Section 3 allows collective agreement deviations from Section 12 under specified circumstances, with protection under the applicable EU Directive. Therefore, the current negotiation and working hours arrangement should always be read.
Does Excel automatically check the rest time rules?
No. Excel only registers that a human check has been made. Daily rest, weekly rest and breaks need to be assessed against each actual schedule and applicable rules.
Is this the same as a shift schedule for staff staffing?
No. This is a package for notification, documentation and control in the event of a schedule change. A rolling shift schedule plan is a different type of product.
Is the content externally legally reviewed?
