About this template
Changing the Bylaws of a Joint Property Association – From Proposal to Registration
Does the association's board need to change the rules for giving notice, the composition of the board, auditing, the grounds for allocating funds, or other bylaw provisions? This Word, PDF, and Excel package for changing the bylaws of a joint property association helps you prepare the proposal, compare the old and new bylaws, call a general meeting, document the vote, and follow the registration process with the Swedish Land Registry.
The package is limited to Sections 28, 47, and 52 of the Joint Property Management Act (1973:1150) (SFL). It does not replace the authority's official application form, the Swedish Land Registry's standard bylaws, or an individual legal review.
01. Package Contents
15 customer files: 7 Word documents (DOCX), 7 corresponding searchable PDF files, and 1 Excel register (XLSX) with nine tabs. Five Swedish working documents plus one Swedish and one English user guide. The templates have clear form fields, decision versions, and checkpoints.
02. What the Files Contain
A proposal showing the old/new bylaw wording, an amendment matrix, a check against Section 28 SFL, a general meeting notice with decision documents, minutes for bylaw changes under Section 52, a registration checklist, and an Excel tool to keep track of cases, voting totals, minutes, and registration status.

How Are the Bylaws of a Joint Property Association Changed?
Under Section 52 SFL, every voting member has one vote on a bylaw change, regardless of whether the member owns one or several co-owned properties. The decision is valid if at least two-thirds of those voting support the change, unless the association's registered bylaws contain stricter conditions. This is a special voting rule and should not be confused with voting based on ownership shares on other financial matters of the association.
The board must immediately report a valid decision to amend the bylaws to the Swedish Land Registry for registration and attach certified copies of the minutes and the new bylaws. The bylaw change may not be applied before registration. Check the association's current bylaws and the general meeting's notice procedure before the decision is made.
Bylaw Check Against Section 28 SFL
The amendment matrix reminds you of the mandatory provisions in the bylaws: the association's business name, the joint property it manages and the grounds for management, the board's seat and composition, auditing, the financial year, certain rules for allocating funds, how often the annual general meeting is held, and how members are given notice or informed. It also helps identify broken cross-references and contradictory text.
Excel: Nine Tabs for Registration and Follow-Up
Overview, Cases, Sections, Notices, Voting, Minutes, Registration, Actions, and Read Me. Each administrative register tab has 100 blank rows for a case ID. The Overview tab's counter sums the registered IDs, while the Voting tab only sums the raw vote totals. No Excel formula determines whether voting eligibility, notice, a two-thirds majority, or registration is legally correct.
Function test in a separate copy: two case IDs resulted in 2 registered cases, one voting ID resulted in 1 vote, and 9 for + 3 against gave a raw total of 12. The customer file contains no synthetic personal data or test values.
How to Use the Package Step by Step
- Obtain the latest registered bylaws. Check the source and relevant property decisions before making any changes.
- Document the proposed amendment. Enter the exact old and new wording in Document 01 and review every consequential change in Document 02.
- Give notice according to the registered bylaws. Use Document 03 and clearly state the bylaw change in the case list, along with the proposal and appendices.
- Record the actual decision in the minutes. Use Document 04 to record the actual voting list, vote totals, the vote, and the check against Section 52.
- Report to the Swedish Land Registry. Use the authority's official application form, along with certified copies of the minutes and bylaws. According to the Swedish Land Registry's current instructions, the bylaw change must be reported by post, not by email.
- Await registration. Complete Document 05 and the Excel register once the registration decision has actually been received. Only then can the amended bylaw text be applied.
Important Information About the Swedish Land Registry's Official Form and Fee
The authority provides its own form: Change information in the joint property association register. This product contains a supplementary checklist, not a replacement form. As of the check on November 2, 2026, the Swedish Land Registry states a fee of SEK 990 for registering amended bylaws. Fees, postal address, forms, and instructions may change and should always be checked before submission. Check the Swedish Land Registry for current information.
Frequently Asked Questions
What majority is required to change the bylaws?
Under Section 52 SFL, at least two-thirds of those voting are required for a decision to amend the bylaws, unless the association's own bylaws state stricter conditions. Voting eligibility and the actual voters must be checked separately.
Are votes counted according to the property's ownership share?
No, not when it comes to changing the bylaws. Every voting member has one vote under Section 52, even if the member owns several co-owned properties.
Do the new bylaws apply as soon as the general meeting votes yes?
No. Under Section 52, a decision to amend the bylaws may not be applied until it has been registered.
Are the Swedish Land Registry's standard bylaws included?
No. The official standard bylaws are obtained separately from the authority. The package provides an amendment matrix, decision documents, check forms, and guides for the association's own bylaws.
Can we send the decision to amend the bylaws by email?
The Swedish Land Registry states in its current guidance that a bylaw change must be reported by post, with a signed application and certified copies of the minutes and bylaws. Always check the current instructions.
Can Excel determine whether the decision to amend the bylaws is valid?
No. Excel helps with administrative follow-up and vote totals, not with a legal review of voting rights, bylaw provisions, or registration decisions.
Have the templates been reviewed by a lawyer?
The legal source check is AI-assisted as of November 2, 2026. No independent external legal review is documented.
