About this template

Accessibility inventory and action plan – ready-made document package for public premises and association premises. Map barriers at entrances, walkways, signs, lighting, sound, and service points. Then document applicable regulations, actual decisions, planned actions, and verified implementation. You get editable Word templates, searchable PDF files, and an Excel workbook with nine tabs. A completed template is not a legal, technical, or authority-issued certificate of accessibility.

01. Package contents

15 files in a ZIP: five Swedish operational working documents, a Swedish user guide and an English User Guide, all 7 of which are editable Word (DOCX) and 7 searchable, printable PDFs, plus an Excel workbook (XLSX). The PDF files are not interactive fillable forms. The English guide is an instruction, not a translation of the main documents.

02. What the files contain

Inventory of visitor routes and practical barriers, barrier and substrate protocol, reasonableness assessment with separate legal tracks, action plan with responsibilities and control points, and final check that keeps apart planned, decided, performed, and actually verified. Excel collects neutral reference IDs and manually marked administrative statuses. No automatic legality decisions or technical certifications are included.

Who can use the template package?

Associations, premises managers, property managers, operations managers, and event organizers who want to map accessibility and prioritize improvements. Every association premises is not automatically a public premises. Assess which people actually have access, what the activity consists of, and who has the right to carry out actions on the premises. Property owners, the party responsible for the activity, and the association may have different responsibilities.

Excel tool with nine tabs

Overview, Premises, Barriers, Assessments, Actions, Checks, Communication, Decisions, and Read Me. Nine tested formulas count registered premises, barriers, barriers marked for action, registered assessments, actions, completed actions, verified checks, sent communication, and documented decisions. Test data has been cleared and the customer file is empty. Excel does not determine what is easily remedied, if an exception applies, or if something meets accessibility legislation.

How to conduct an accessibility inventory

  1. Describe the premises and check access, ownership, and responsibility.
  2. Inventory the entrance, thresholds, walkways, orientation, lighting, sound, toilets, and service point. Document observed facts and measurement data.
  3. Register each barrier with its own ID and note which facts still need to be verified.
  4. Assess relevant PBL regulations and anti-discrimination law separately; check financial and practical conditions as well as any exceptions.
  5. Let a competent function actually decide on actions. Check if technical design or other permission is required.
  6. Document the implementation and mark a check as verified only when there is supporting documentation and an actual check.

Legal – public premises, PBL, and discrimination

According to Boverket's guidance on easily remedied barriers, the retroactive requirement applies to premises accessible to the public and public places, with an assessment of practical and financial conditions. The rules of the Planning and Building Act, including Chapter 8, Sections 2 and 12 in the current structure, may be relevant. Consideration must also be given to Boverket's regulations and which version of the rule actually applies.

Important transition 2026/2027: Through Act (2026:746), the structure of Chapter 8 of the PBL changes from January 1, 2027, including a new Section 2 b on easily remedied barriers in public premises. Therefore, check the correct provision for later use. See Boverket's current guidance.

The Equality Ombudsman (DO) describes lack of accessibility as a form of discrimination within the areas of society covered by the Discrimination Act. The assessment of which actions are reasonable and whether exceptions apply is made for the actual activity. A PBL decision and an anti-discrimination legal assessment are not the same thing. DO's questions and answers provide examples of reasonable accommodations and exceptions.

Frequently Asked Questions

Are all association premises automatically public?

No. Whether a premises is covered by the provisions for public premises depends on, among other things, actual use and public access. It needs to be assessed for each activity and location.

Is an accessibility walk-through a statutory certificate?

No. A walk-through and checklists provide documented supporting material. They do not replace competent legal decisions, design, authority supervision, or expert technical checks.

What counts as easily remedied barriers?

Examples include minor level differences, improperly placed controls, insufficient signage, and lighting. The assessment of whether a barrier is easy to remedy depends on the actual practical and financial conditions.

Do the rules apply in the same way in 2027?

Not exactly the same paragraph structure. The 2026:746 law change brings changes from January 1, 2027. Check the current wording, affected regulations, and any transitional rules then.

Can Excel automatically certify that a premises is accessible?

No. All status markings are administrative. Actual check and applicable law must be examined separately.

Are the PDF files fillable?

They are searchable and printable but not interactive PDF forms. Instead, edit the Word versions.
