About this template

Inspection report to the building committee – suspected unauthorized building. A document package for private individuals, property owners, and others who want to report concrete observations of building work that may need to be examined by the municipality's building committee. The package contains editable Word templates, corresponding searchable PDF files, and an Excel register. It is not a final determination that a building measure is unauthorized.

Important distinction: An inspection report is not a building permit application, an appeal, or a demand that the authority decide on a specific sanction. Whether building work requires a permit is influenced by, among other things, location, design, timing, and exemptions. The building permit rules were changed on December 1, 2025.

01. Package contents

7 Word files (DOCX), 7 corresponding searchable PDFs, and 1 Excel workbook (XLSX) = 15 customer files. Five Swedish working documents, one Swedish user guide, and one English User Guide. Excel has nine tabs. The PDF files are print-friendly, not interactive fillable forms. The files are delivered digitally as a ZIP file once the product is published.

02. What the files contain

The main report, factual chronology, property and permit check, image and evidence list, follow-up letter, and two guides. Excel keeps track of cases, properties, observations, documents, attachments, communication, and actual measures. It does not make automatic legal assessments or calculate deadlines.

When is the package suitable?

For a concrete report to the building committee when observations may give reason to believe that the planning and building legislation has not been followed. For example, you can document what measure you saw, when and where you saw it, which decisions are known, and what information is still uncertain. For neighbor disputes, building permit applications, appeals against granted building permits, or complaints under the Environmental Code, other documents may be needed.

Excel – inspection register Nine tabs with cases, properties, and administrative statuses Swedish XLSX

The Excel tool – nine tabs

Overview, Cases, Properties, Observations, Permit Check, Attachments, Communication, Measures, and Read Me. Eight formulas count registered cases, properties, observations, checks, and specially marked administrative statuses. A sent report is not automatically counted as received. A received complaint is not automatically counted as a decided inspection or enforced action. No macros or legal date formulas are required.

How to use the templates

  1. Identify the municipality's building committee as well as the relevant property designation and address.
  2. Describe only what you have concretely observed; mark uncertain or indirect information.
  3. Collect relevant images and any public permit or commencement notices.
  4. Check conditions that may affect the permit and reporting requirements, including timing and changed rules.
  5. Send the report through the municipality's designated channels and save any receipt confirmation.
  6. Follow up on the status separately without assuming that the authority has decided on an intervention.

Legal basis and important limitations

According to Chapter 11, Section 5 of the Planning and Building Act (2010:900), the inspection authority shall examine the conditions for and the need for intervention or sanction when there is reason to believe that a violation has occurred. This does not mean that every report leads to a sanction fee or a building stop. The Swedish National Board of Housing, Regional and Urban Development's guidance explains the committee's inspection responsibilities. A written report normally becomes a public document. Anonymous reporting is possible, but without contact details, it may be difficult to request supplements or provide feedback. The new building permit rules from December 2025 mean that the concrete permit requirement must be examined specifically.

Frequently asked questions

Do I have to know for sure that the building is unauthorized?

No. The report can state verifiable circumstances and uncertainty. It is the building committee that examines whether and how the inspection should be conducted.

Can I make the report anonymously?

Yes, there is normally no requirement to state your name for the committee to be able to assess the need for inspection. However, without contact details, the authority may find it more difficult to request supplements or provide feedback.

Can the building committee stop construction after my report?

A report does not automatically lead to a building stop. Any decisions on intervention or prohibition depend on the legal and factual conditions assessed by the committee.

Is the report public?

A received written report normally becomes a public document, but disclosure may be restricted by confidentiality. Avoid unnecessary personal data and irrelevant images.

Can Excel calculate whether a building permit is required or when a case expires?

No. The Excel register is only for administrative follow-up; it does not assess permit requirements, deadlines, or sanctions.

Are the English documents an adaptation to another legal system?

No. The English User Guide explains how the Swedish documents are used according to Swedish law. The main templates are in Swedish.
