About this template

Has your regular waste collection been missed – or do you want to check a waste fee? With this Swedish document package you can report an observed missed collection, request information on action, ask for the municipality's fee basis and submit a factual objection to a specific invoice item. For property owners, homeowners and authorized representatives in municipally organized waste collection in Sweden. The package does not include a formal appeal document and does not grant an automatic right to a fee reduction.

Quick facts: 5 Swedish work letters, 1 Swedish user guide and 1 English User Guide, each document in editable Word (.docx) and searchable PDF (.pdf), as well as 1 Excel workbook (.xlsx) with 9 tabs. 15 customer files in total divided into 7 independent documents and 1 Excel tool. Word/Excel requires software that can open the formats; the PDF files are not interactive forms. Delivery format after future activation: digital ZIP.

01 · Package contents

7 unique documents – five Swedish work letters, Swedish guide and English guide – in two formats each (7 DOCX + 7 searchable PDFs). In addition, 1 editable Excel workbook. 15 files in total. The English guide is instructions for the Swedish letters, not an English version of the work letters.

02 · What the files contain

Report of a specific collection, request for action, request for waste fee and fee specification, detailed invoice objection and a final case follow-up. Two guides describe options and limitations. Excel distinguishes planned from verified collection, requested from approved correction and performed from verified.

Who should choose the package – and who should choose something else?

Suitable for: You own a small house and have documented that the container was not emptied on the planned day. Or you represent a property and want to have an extra invoice item explained with support from your specific municipality's fee and collection information.

Not suitable for: Waste issues for commercial business waste that fall outside the municipality's responsibility, hazardous waste, separate private cleaning agreement, pure dispute over producer responsibility, formal municipal appeals or legal proceedings. An operational and container register also serves a different function than a letter about a missed collection.

The Excel tool in practice

Nine tabs: START, Collection Schedule, Deviations, Fees, Cases, Messages, Actions, Overview and READ ME. You enter the date for planned collection and a separate verified actual time. The tool can then show the calendar day difference – not a legal delay period. Another field shows the difference between the stated fee price and the invoiced price only when the same price unit and period are compared. Example: 125 SEK compared with 150 SEK gives arithmetically +25 SEK per unit, but not an automatic right to a refund.

Requested fee adjustment is different from approved adjustment. Sent is not the same as received. Planned and performed require separate data and verification source. No pre-set customer data, automatic legal requirements or appeal deadlines exist.

How you work – six steps

  1. Get the municipality's collection schedule, local waste management regulation, current waste fee and subscription information.
  2. Document waste type, container, location, planned date, own observations and any obstacles.
  3. Choose the right letter: report, action, fee/basis, specific objection or follow-up.
  4. Fill in only factual information you can substantiate, exclude irrelevant options and check the recipient.
  5. Send through the municipality's or operator's designated channel and save proof of dispatch.
  6. Register actual response, any performed action and decision in Excel. Assess payment and any decision deadlines separately.

Legal framework – important difference between national law and municipal rules

Since July 1, 2026, Chapter 15, Sections 12–13 of the Environmental Code (1998:808) regulates the municipality's responsibility for certain waste types and transport, with exceptions that need to be considered. The municipality can decide on waste fees according to Chapter 27, Sections 4–6, and the waste fees must appear in a fee decided by the municipal council. SFS 2026:507 describes the amended wording. The Swedish Environmental Protection Agency explains the division of responsibility for municipal waste.

The national law does not provide a universal discount per missed collection. Collection interval, accessibility, sorting, extra fees and who is liable for the fee need to be checked in the respective municipality's current regulations and fee. A report or invoice objection does not automatically grant payment deferral, extra collection without fee or right to compensation. If a formal municipal decision needs to be challenged, a separate check of the correct appeal route and deadline is required.

Compare with nearby documents

For the physical management of containers, labeling and service, choose Waste bins and container care – container register and action log. For the property's recurring operating costs, Property budget and maintenance cost forecast is more relevant. These are complementary products, not the same document.

Frequently asked questions

Can I demand free extra collection with the letter?

You can request that the municipality or its operator considers an additional collection. If it is free of charge, it must be decided based on the incident and local conditions – the template does not guarantee such a result.

Can I get a deduction when waste collection is missed?

You can request an explanation and possible correction when there is a factual basis. The right to a fee change is not automatic but must be checked against the current fee and circumstances.

Can I stop paying a waste invoice I object to?

No, a submitted letter does not necessarily mean that the payment obligation or due date changes. Ask for information and assess payment risk separately, especially with a reminder or collection.

Are the PDF files fillable?

No. The PDF files are searchable and printable, but lack interactive form fields. Use DOCX to edit text and fields.

Are there English complaint letters?

No. Five letters and the Swedish guide are in Swedish and refer to Swedish conditions. Only the English User Guide is in English.

Do I need to use all five letters?

No, normally choose the letter that suits your specific case. The follow-up letter is intended for cases that have already started.
