About this template
6:6a request for workplace environment measures – a document package for safety representatives and employers who need to describe concrete workplace environment deficiencies, set clear requirements for measures, provide written responses, and follow up on which risks have actually been addressed. The templates follow the case throughout the entire process with the same case ID and requirement ID. The package consists of Word templates, searchable PDF files, and an Excel register with nine tabs.
01. Package contents
15 digital files in a ZIP: five Swedish working documents and two guides, each provided as an editable Word (DOCX) and searchable PDF – a total of 7 DOCX + 7 PDF – as well as 1 XLSX with nine tabs. The user guides are in Swedish and English, respectively; the five working templates are in Swedish. The PDF files are versions for reading and printing, not interactive PDF forms.

Excel register for 6:6a request
The workbook has the tabs Overview, Cases, Requirements, Employer Responses, Measures, Follow-up, Regulatory Documentation, Sources, and Read Me. The overview counts, among other things, registered cases, original requirements, passed response deadlines, delayed measures, completed but unverified measures, and incomplete regulatory documentation. The status Verified requires a documented completion date, control date, and an explicit control result.
Excel does not determine whether a requirement is legally correct or whether the safety representative is authorized. A complete administrative checklist is marked only For manual final control. Neither Excel nor Word submits anything automatically to the Swedish Work Environment Authority.
How does Chapter 6, Section 6a of the Work Environment Act work?
According to Chapter 6, Section 6a of the Work Environment Act (1977:1160), a safety representative may request workplace environment measures or investigations from the employer. The request should first be directed to the employer, who must provide a response without delay. If the request is not considered within a reasonable time, the safety representative may request that the Swedish Work Environment Authority review the matter.
The Swedish Work Environment Authority's guidance for 6:6a requests recommends that the safety representative clearly describes actual risks, states which measures or investigations are requested, refers to their right under the law, and sets a reasonable response deadline. Proof of receipt should be kept.
Employer's response and outstanding requirements
According to the Swedish Work Environment Authority's employer guidance, the employer should acknowledge the request, cooperate with the safety representative, and before the response deadline expires, describe which measures have been planned or completed. If the safety representative wishes to proceed to the Swedish Work Environment Authority, it must be done with the requirements that were first sent to the employer: new or stricter requirements may not be added to the same regulatory request.
Important limitation: Template 04 helps you collect and compare documents but does not replace the Swedish Work Environment Authority's official forms. Local safety representatives need to act within their safety area, and regional representatives are subject to special conditions. Questions about cooperation under Chapter 6 of the Work Environment Act, the Co-Determination Act, personal conflicts, and the interpretation of collective agreements are not reviewed within this procedure. Safety representative stop under Chapter 6, Section 7, and certain requests under Section 19a of the Working Hours Act are other procedures.
Practical workflow
- Identify concrete deficiencies or risks within the safety area.
- Describe each measure or desired investigation with a unique requirement ID.
- Submit the dated request to the employer and keep the acknowledgment and original version.
- The employer answers the requirements in writing within a reasonable response time.
- Follow up on the measures and keep completed work separate from verified effect.
- If requirements remain, collect the exact original requirement, the employer's response, and a list of outstanding points before a possible regulatory request.
Frequently asked questions
What is a 6:6a request?
A submission from a safety representative to the employer requesting concrete workplace environment measures or investigations pursuant to Chapter 6, Section 6a of the Work Environment Act.
How quickly must the employer respond?
The safety representative should specify a reasonable response time based on the risks and the scope of the measure. The law prescribes a response without delay, and the authority assesses, among other things, whether the employer has been given a reasonable amount of time.
Can new requirements be formulated to the Swedish Work Environment Authority?
Not in the same case: what is forwarded must not contain new or stricter requirements compared to the original submission to the employer.
What is the difference compared to a safety representative stop?
A safety representative stop under Chapter 6, Section 7 applies to special circumstances involving immediate and serious danger. It is a different process than a regular 6:6a request.
Is the regulatory form included?
No. The package provides supporting documentation for the process and refers to the Swedish Work Environment Authority's current official forms.
Can Excel automatically approve regulatory submission?
No. Excel's controls only show administrative status, not a regulatory decision or an authorization review.
Will documents become public?
Documents submitted to the Swedish Work Environment Authority generally become public documents and may be disclosed after a confidentiality review. Limit personal data and unnecessary sensitive attachments.
