About this template

Terms of Use for website & digital service – 2026/2027 template in Word, PDF and Excel

Does your business need clear terms of use for a website, member portal, or digital service? In this package, you receive well-drafted, editable documents that help you describe how users may visit the website, use accounts, share content, and contact the business. You also receive materials for terms updates, content moderation, and complaint handling.

Digital delivery: 15 files – seven Word (DOCX) files, seven corresponding searchable PDF files, and one Excel workbook with nine tabs. Five main templates are in Swedish. A Swedish user guide and a separate English User Guide are included.

The product is specifically intended for simpler information websites, user accounts, and digital member functions. For digital marketplaces, hosting services, regulated platforms, and complex subscriptions, additional rules and specialist documents may be required.

01. Package contents

  • 7 editable Word documents (DOCX) – five main Swedish templates, a Swedish user guide, and an English User Guide.
  • 7 searchable PDF documents – corresponding files for printing, reference, and internal documentation.
  • 1 Excel register (XLSX) – nine separate work tabs for versions, clauses, risk controls, publishing, complaints, and archives.
  • 15 files in total, eight unique documents and tools in a ZIP package, no physical shipping.

Edition 1.0 – 2026/2027. The Word templates use two separate framed information boxes for purpose and control before use. Remove editorial support texts before publishing your own website terms.

Excel with nine tabs – track terms versions and publishing

Overview · Services · Terms versions · Clauses · Risks & control · Publishing · Change log · Complaints · Read me. Each tab helps you document a different part of your terms management. Register service ID and version ID as common references between the tabs.

The overview uses formulas to count the number of registered services, terms versions, published versions, open risk controls, verified publications, and open complaints. The empty workbook shows 0 actual entries; it contains no fictional customer data or test cases. Status fields have data validation, and several separate registers can be kept coordinated using the document version numbers.

Note: A marker such as "Approved" in Excel only means that the responsible user has marked an internal status. It is not a legal guarantee that the terms are fair, applicable, or DSA/GDPR-compliant. Do not save passwords, national identification numbers, or unnecessary sensitive personal data in the register.

How to create Terms of Use for your website – step by step

  1. Map the service: is it purely informative, or does it have accounts, user content, or payment functions?
  2. Fill in the correct company: registered name, corporate identity number, address, contact details, and the website's URL.
  3. Select relevant clauses regarding access, accounts, permitted use, and digital content. Delete sections that do not fit the website.
  4. Clearly describe what rights are granted and limit any licenses to what is actually necessary.
  5. Review consumer law: ensure that the terms do not unfairly restrict the right of withdrawal, liability for defects, or the possibility to object to claims.
  6. Assess special rules: e-commerce information, purchase rules for digital services, GDPR, and DSA may be relevant depending on the business.
  7. Keep privacy policy and cookies separate: approval of terms of use does not automatically grant GDPR consent.
  8. Document legal and operational control in Excel. Link terms versions to decision and publication dates.
  9. Publish in an easily accessible manner on the website and ensure that the terms can be saved in electronic agreements where the requirements of the E-commerce Act apply.
  10. Handle changes correctly: a newly published version cannot simply unilaterally change an already concluded consumer agreement.

Swedish law – important considerations

Fair Terms of Use according to the Contract Terms Act

The Act (1994:1512) on Contract Terms in Consumer Relations protects consumers against unfair standard terms. For example, a company cannot simply contract away the consumer's mandatory rights, disclaim all liability for defects, or apply an unlimited right to change agreements. The Swedish Consumer Agency has explicitly highlighted unfair liability and disclaimer clauses in e-commerce. Terms must be adapted to the specific service and the individual contractual relationship.

Information requirements according to the E-commerce Act

The Act (2002:562) on Electronic Commerce and Other Information Society Services may, among other things, impose requirements for accessible business information, clear price information, and terms that can be saved and retrieved. If the user is to order something, a separate walkthrough of the ordering flow and applicable pre-contractual information is also needed. This template is not a complete e-commerce or checkout package.

Digital services and consumer rights

For paid digital services or certain digital content, the Consumer Sales Act (2022:260) may provide mandatory rights regarding defects, changed functionality, delivery, and termination of contract. Subject to their conditions, the rules also apply when personal data constitutes a consideration. These rights may not be overridden by general terms of use.

GDPR, cookies, and DSA – separate control

GDPR: The company must explain the processing of personal data in a separate and correct privacy policy and use legal grounds that are actually valid. Cookies: necessary disclosures and any consent cannot be replaced by a general approval of the terms. DSA: if the website is a mediation service, hosting service, or online platform covered by EU Regulation 2022/2065, special requirements apply; not all ordinary websites are covered.

Legal disclaimer

This package consists of general, original work documents. It does not replace an individual legal review, a specific privacy policy, a data processing agreement, a complete DSA process, or mandatory purchase terms. No files are approved by authorities or certified by external lawyers. Legal sources were reviewed on October 18, 2026; the year 2027 is a version designation and not a claim of verified future legislation.

Frequently asked questions about Terms of Use

What are Terms of Use for a website?

They describe the "rules of the game" for how visitors and registered users may use the website or its digital functions. They can regulate accounts, permitted use, user content, and contact paths.

Must a website always have Terms of Use?

No. There is no general requirement for identical terms of use for all websites. However, other mandatory information and contract requirements may apply depending on the business.

Can I copy the terms directly onto my website?

No, first you must fill in all placeholders, remove inapplicable sections, test the service's actual functions, and check applicable rules and consumer rights.

Are Terms of Use the same as purchase terms?

No. Terms for the use of a service and terms for payment, distance selling, digital delivery, complaints, and right of withdrawal may need to be distinguished.

Are GDPR privacy policy and cookie policy included?

No, these must be handled in separate documents and action flows. Mallbutiken has its own package for privacy and cookie policies.

Does the template fit a digital marketplace with user content?

Only as basic working material. Marketplaces and certain hosting services may need comprehensive specific DSA and consumer law documentation.

Are the templates in English?

Five main templates are in Swedish. An English User Guide is included, but not separate English main templates.

How do I know that my published version is the current one?

The version log, publishing register, and Excel overview provide administrative control points. Also, perform manual checks of the actual URL, decision dates, and old agreements.
