About this template
Request for party access to documents in an administrative case is a document package for individuals, businesses and representatives who are parties to Swedish administrative cases. Use the Swedish templates to request material added to the case, specify documents, respond to information and document any limitation of access. The files are delivered in editable Word, searchable PDF and Excel.
Important before purchase: Party access requires that you are a party to the correct case and that the provisions apply. Secrecy, special rules and party status may limit what is disclosed. This is not a request for a public document under the Freedom of the Press Act and does not grant an automatically appealable right to every requested material.
01. Package contents
7 DOCX + 7 searchable PDFs + 1 XLSX = 15 customer files. Five Swedish working documents, one Swedish user guide and one English User Guide, each in Word and PDF, plus an Excel-based case register with nine tabs. The Word templates are editable; the PDF files are print versions and not interactive fillable forms. Digital ZIP delivery is activated only at a later date upon manual publication.
02. What the files contain
Request for party access, material list, written response, request for clarification in case of limited access and receipt protocol. The two guides explain the legal requirements and practical use. Excel records cases, requests, material, communication, decisions, follow-up and checks – without automatically determining rights or secrecy.
Who needs party access?
Anyone who is a party to a specific administrative case and wants to review what material has been added to the case. When the legal rule applies, party access may also include material that is not a public document. The package is not intended for people who are merely curious about other people's cases or for general register extracts under GDPR. The authority's operations may be subject to special rules.

Excel – nine tabs and eight administrative counters
The workbook includes Overview, Cases, Requests, Material, Communication, Decisions, Follow-up, Checks and Read Me. Eight formulas summarize, among other things, registered cases, received and partially received material, and actually marked checks. It is an administrative tool – not an automated legal secrecy review, authorization check, or calculation of time limits.
How to use the documents
- Identify the correct authority, case and party status. Also check if you represent someone with power of attorney.
- Describe what material has been added to the case and send the request for party access.
- Record the received decision and specify material if necessary.
- If you have received a limitation: request clarification of the authority's legal basis and what information may potentially be provided in another way.
- Respond to information objectively, attach relevant documents and document actual receipt.
- Archive the documents securely, especially when sensitive personal data is involved.
Legal requirements in Swedish law
According to Section 10 of the Administrative Procedure Act (2017:900), anyone who is a party to a case has the right to access material added to the case. The right applies with the limitations that follow from Chapter 10, Section 3 of the Public Access to Information and Secrecy Act (2009:400). The rule does not grant an unconditional right to all confidential information; in some cases, information is made available in another way. Sections 2–4 of the Administrative Procedure Act and special legislation may affect the application. The authority's communication obligation under Section 25 is a separate obligation with its own exceptions.
Frequently asked questions
What is the difference between party access and a public document?
Party access follows from party status in a specific case and may also include material that is not a public document. A request for a public document under the Freedom of the Press Act, however, does not require you to be a party.
Can an authority limit access for reasons of secrecy?
Yes, under special conditions according to Chapter 10, Section 3 of the Public Access to Information and Secrecy Act and applicable special legislation. The authority must make the actual assessment.
Does a denial always grant the right to appeal?
No. The form of the decision, appealability, and the competent authority need to be checked in the individual case. The product therefore does not contain any general ready-made appeal.
Are Word and PDF equivalent legal documents?
PDF reproduces the Word text in a searchable, print-friendly format. Customization and filling in are done primarily in Word. Legal meaning depends on content and use, not solely on file format.
Does the package contain English templates?
No. The English User Guide explains the Swedish documents; it does not constitute a translation of legal documents or adaptation to another jurisdiction.
