About this template
Are you experiencing fiber broadband outages, slow speeds, or a broadband bill that is incorrect? This document package contains five Swedish Word templates for making a complaint about an already active fixed broadband service, plus Swedish and English guides and an Excel tool with nine tabs. The templates help you document the agreed and delivered service, outage times, repeated Ethernet speed tests, your claims, and actual payments.
Important limitation: The package applies to fixed internet via fiber or cable, not a mobile subscription, and not a delayed new fiber installation at the property. Fiber connection and trenching work are assessed under a separate installation agreement with other relevant rules.
01. Package contents
15 customer files: seven editable Word (DOCX) files, seven matching searchable and printable PDFs, and one Excel workbook (XLSX) with nine tabs. The Word/PDF pairs consist of five Swedish working templates, one Swedish user guide, and an English User Guide. The claim letters are in Swedish; the English guide is not a full translation of them. The PDF files do not have interactive form fields.
02. What the files contain
Editable fields for broadband operator, subscription, and connection ID, agreed minimum/normal speed, outage period, first fault report, Ethernet speed tests, invoice, claimed price reduction, substantiated extra costs, contact log, and evidence. Excel distinguishes between claimed, accepted, and actually refunded. A recorded speed difference does not automatically mean that a fault or claim is legally established.

How to complain about an internet outage or slow broadband
- Check what you bought. Save the agreement and agreement summary, price, minimum term, and minimum, normally available, maximum, and advertised speeds. Check who actually provides internet access, not just who owns the city network.
- Report the fault immediately. Note the start of the outage, when you contacted the operator, the case number, and the troubleshooting performed. The operator should normally be given the opportunity to remedy the fault within a reasonable time.
- Test correctly. For slow speeds, measurements for fixed broadband should be made with an Ethernet cable and comparable equipment. It is advisable to save at least three test results from different times and note whether the router or network card may be a bottleneck.
- Choose a claim letter. 01 outage, 02 slow speed, 03 price reduction/extra costs, 04 disputed invoice, 05 reminder/rejection and possible rescission review.
- Follow up with evidence. Send in writing, save proof of receipt and receipts. Pay the undisputed part of the invoice on time and do not ignore new collection or enforcement demands.
Right to remedy in case of fault or internet outage
Telekområdgivarna state that the consumer can normally request that a fault for which the operator is responsible be remedied free of charge within a reasonable time. If the fault is instead due to the consumer's own router, computer, or network cable, a technician visit may be charged in some cases, if the conditions have been correctly communicated. Document the operator's instructions and the result of the troubleshooting.
How quickly must a broadband outage be remedied?
Within a reasonable time after the fault report. There is no universal statutory deadline that applies to all internet outages; the extent and practical conditions affect the assessment. The time when you reported the fault may affect the date from which a possible price reduction is assessed. Therefore, save a dated case number. Telekområdgivarna – time for remedy.
Slow fiber speed – what do the agreed Mbit/s mean?
For fixed internet, EU Regulation 2015/2120 Article 4.1 d requires, among other things, that the operator clearly describes the minimum, normally available, maximum, and marketed download and upload speeds. A measured value below the maximum level in the advertisement does not automatically mean that the operator has breached the agreement. If, however, the measured cable-connected speed continuously or regularly deviates from the applicable agreement levels, the service may be faulty. The operator's terms and measurement method must be checked together.
Do not measure with wifi only: wireless speed can be affected by distance, walls, interference, and devices. Telekområdgivarna – speed for fixed broadband recommends comparable measurements with a network cable, at different times. Test both upload and download and save screenshots.
Price reduction for service outage and reasonable extra costs
If the broadband service has been faulty, a price reduction may be relevant during a documented fault period, often with the fault report date as a starting point. There is no universal percentage that automatically gives back the entire monthly fee after a certain number of hours. Compensation for, for example, necessary alternative connection may be considered in some cases if the expense is reasonable and substantiated with a receipt. Complaints or time spent on the claim are normally not compensated without specific contractual or legal support.
Incorrect broadband bill – pay the undisputed part
If the invoice contains an amount you legitimately question, write a concrete dispute with the invoice number, incorrect item, and amount. Pay the undisputed part on time and save proof of payment. Consider a written stay or payment under protest if a payment dispute can create special risks. A collection demand or payment order must be addressed separately within the specified time; an earlier complaint to the operator is not always enough.
Can a subscription be rescinded when the broadband is working poorly?
Rescission is a more severe consequence than a price reduction. It may be relevant if the fault is of such significance that the purpose of the service has been lost and the other conditions are met. The operator should normally have been given a reasonable opportunity to remedy the fault. It is not automatically permitted to leave the minimum term or avoid a possible separate router payment after a single service disruption. Document 05 therefore asks for an express review, not an unsubstantiated automatic rescission.
Fixed broadband is not the same as fiber installation
When a company is going to build or connect new fiber, it is an installation job that is usually covered by the Consumer Services Act and a separate assessment of, among other things, delays, outstanding work, and cancellation. The Swedish Consumer Agency has special guidance for delayed delivery of fiber connection. These claim letters are instead made to complain about an ongoing internet access service.
Excel tool with nine tabs
The workbook contains Read me, Overview, Cases, Outages, Speed, Invoices, Claims, Payments, and Evidence. There are 14 calculated key figures, including the number of fault cases, documented outages, cable measurements, invoiced/disputed/undisputed part, claimed and accepted amounts, actual payments and refunds, and evidence items.
Controlled calculation example: An invoice of 1,200 SEK, of which 300 SEK is disputed and 900 SEK undisputed, is summed correctly. A claim of 300 SEK where 100 SEK has been accepted and 50 SEK actually refunded gives an administrative difference of 250 SEK. A test where the agreed minimum speed is stated as 100 Mbit/s and the measured cable speed as 30 Mbit/s gives a 70 Mbit/s difference. Neither difference automatically establishes a legal claim. Test data has been removed from the final file and all key figures show zero in the empty register.
Frequently asked questions about internet outages, fiber, and price reductions
What do I do when my fiber broadband is not working?
Report the fault immediately to the broadband operator that provides and invoices the service. Note the time and case number, check your own equipment at the operator's request, and request troubleshooting and remedy.
How quickly must the operator remedy an outage?
Within a reasonable time after the fault report. There is no universal statutory deadline that applies to all internet outages; the extent and practical conditions affect the assessment.
When can I request a price reduction for an internet outage?
When a fault for which the operator is responsible has made the service unusable or worse than agreed and the conditions for a reduction are met. The fault report date and the documented fault period often have significance. The exact amount is assessed individually.
How do I know if my broadband is too slow?
Compare the speed with the agreement's minimum and normally available levels for fixed broadband. Perform several tests at different times with a network cable and minimize the impact from your own computer, router, and other users.
Does the agreed speed apply when I test with wifi?
Not always. Wifi can become slower due to walls, distance, equipment, or interference. To compare with the agreed levels of fixed broadband, you should test with an Ethernet connection.
Should the broadband agreement state a minimum speed?
EU Regulation 2015/2120 Article 4.1 d requires, among other things, information about the minimum, normally available, maximum, and advertised upload and download speeds for a fixed internet connection.
Can I claim compensation for having bought an extra mobile broadband?
In some cases, if the cost was necessary and reasonable with a substantiated connection to a fault for which the operator is responsible. Save the invoice and receipt. No automatic flat rate is issued for irritation or lost leisure time.
Can I withhold the entire broadband bill?
There are risks with withholding the entire payment without grounds. In a concrete invoice dispute, you should state and dispute the incorrect part in writing and pay the undisputed part on time. Discuss a stay or payment under protest in case of uncertainty.
Can I rescind the subscription after several outages?
Not automatically. Rescission may be relevant when the deficiency is so serious that the purpose of the service has been lost and other conditions are met. Normally, let the operator try to remedy the fault and document why the subscription no longer works for the purpose.
Is a fault in the fiber installation the same as a fault in the broadband service?
No. Connection and trenching work at the property is a separate fiber installation agreement where the Consumer Services Act may become relevant. These templates apply to an already active internet access via a fixed network.
Are the PDFs digitally fillable and are all the letters in English?
The seven PDF files are searchable and printable but not interactively fillable. Five working templates are in Swedish and can be edited in Word. English User Guide is an English instruction for them, not a full translation.
How do I use the Excel workbook in a dispute?
Record outage times, invoices, cable-connected speed tests, received answers, claimed amounts, and actual refunds. The sums help you keep order but decide neither technical fault nor legal right to compensation.
