About this template
Change management and implementation plan – professional templates in Word, PDF and Excel. Document organizational change, new ways of working, system implementation, training needs and monitoring of business objectives. The template package helps Swedish companies gather the change plan, impact analysis, dialogue, skills initiatives and actual results in a coherent working document.
Practical work support, not an automatic approval of a reorganization. The files do not constitute a complete workplace risk assessment, trade union negotiation, HR advice, legal decision or guarantee of achieved effect goals.
When is an implementation plan or change plan suitable?
When management or the project organization plans to change work processes, introduce new technology, change role distribution or implement a new way of working, it is important to distinguish between the purpose of the change, the affected persons and roles, communication, training needs and decisions. With a clear plan, responsibility for preparations, pilots and monitoring can be documented without mixing administrative status markers with actual effect.
01. Package contents
15 customer files in a digital ZIP: five editable Swedish work templates, one Swedish user guide and one English User Guide, each as DOCX and a corresponding searchable A4 PDF. In addition, there is a macro-free Excel workbook with nine tabs. The PDF versions are primarily read- and print-only files and are not promised to be interactively fillable.
02. What the files contain
Change plan and decision framework, impact analysis, participation and communication plan, training and support plan, and protocol for implementation and effect monitoring. The Excel register gathers changes, affected roles, impact, dialogue, training, measures, and monitoring with status options and a summary dashboard.

Excel – change register and monitoring in nine tabs
The Excel workbook contains Dashboard, Read Me, Changes, Affected Roles, Impact, Dialogue, Training, Measures, and Monitoring. Register a consistent change ID, role groups, impact, and planned initiatives. Register actual effect measurements with a specified baseline and goals. The dashboard counts, among other things, registered changes, manually decided cases, needs for workplace environment investigations, open and blocked measures, and completed training according to the user's status.
The dashboard does not make decisions: the status "Decided", "Completed", or "Verified" can only be a manual registration, not proof that legal requirements are met or that a way of working is effective. No macros, automatic transmissions, or personal data integrations are included.
How to work with the templates
- Formulate the change. Describe the current situation, desired way of working, effect goals, boundaries, and decision responsibility.
- Perform an impact analysis. Identify work tasks, roles, skill needs, dependencies, and temporary loads.
- Check separate obligations. Test workplace environment risks according to applicable regulations, the need for MBL negotiations, and any data protection requirements before relevant decisions and implementations.
- Create dialogue. Describe what is a proposal and what has been decided, plan employee participation, and follow up on unresolved questions.
- Train and provide support. Define observable learning goals, appropriate support, and actual checks of understanding.
- Monitor the effect. Compare measurable outcomes with the baseline, document deviations, and assign remaining measures.
Employment law, workplace environment, and GDPR – important to know
Workplace environment: according to the Swedish Work Environment Authority's AFS 2023:1, Section 11, when changes in the business are planned, the employer shall investigate whether they entail risks of ill health or accidents and assess the risks. Risk assessments shall be documented in writing. The package's general impact analysis does not replace such a specific assessment or action plan.
Negotiation obligation: before certain more important business changes, an obligation to negotiate according to the Co-Determination Act may arise, depending on, among other things, collective agreements and which employees are affected. It is not a general requirement to negotiate every business change. Read Verksamt.se about trade union organization and MBL. Sending out a communication plan is not the same as negotiation.
Personal data: when monitoring employees or skills initiatives, the employer needs to assess the purpose, legal basis, and data minimization. Primarily use roles, groups, and aggregated data when that suffices. See IMY's guidance on personal data in working life.
Frequently asked questions
What is the difference between change management and a project plan?
A project plan often focuses on activities, resources, time, and deliverables. Change management also focuses on how affected groups understand, can use, and actually start applying new ways of working, as well as whether desired effects occur.
What is included in an impact analysis?
You get work areas for the current situation, changed processes and roles, new skill requirements, readiness, obstacles, and support initiatives. Where workplace environment changes are relevant, a separate legally relevant risk assessment is required.
Can I use the templates for reorganization?
Yes, for administrative planning and monitoring. But reorganizations can trigger workplace environment and negotiation requirements that must be handled through separate processes.
Does the training plan include a check of learning goals?
Yes. The document helps describe practical training goals and verify how a new way of working can be used. It does not conduct training or a formal skills test.
Can Excel prove that a change has succeeded?
No. Excel shows registered entries and statuses. An actual effect requires measurement against a documented baseline and a defined method.
Are the Swedish documents translated into English?
No. Five work templates and the Swedish guide are in Swedish. English User Guide contains English instructions for the Swedish templates, not adaptation to foreign law.
Can the template replace an MBL protocol or a workplace risk assessment?
No. These specific obligations must be assessed and documented correctly separately by the responsible employer and authorized persons.
