About this template

Conflict of interest report and request for conflict of interest review in administrative matters is a document package in Word, PDF and Excel for parties in Swedish administrative matters and case officers who need to document circumstances that may raise a conflict of interest. The package includes a request from an individual, a case officer's own report, factual and decision-making documentation, and administrative follow-up. It does not determine whether a conflict of interest actually exists.

Important limitation: Designed for application of Sections 16–18 of the Swedish Administrative Procedure Act in Swedish administrative matters. Special conflict of interest rules may apply, for example in municipal operations or courts. Always assess the relevant rules.

01. Package contents

7 editable Word documents (DOCX) + 7 corresponding searchable PDFs + 1 Excel workbook (XLSX) = 15 customer files. Five Swedish working documents, a Swedish user guide and an English User Guide. All Word documents have a corresponding searchable, print-friendly PDF. Excel has nine relevant work tabs. Delivery after future publication will be digital via ZIP.

02. What the files contain

Request for conflict of interest review, supplementation of circumstances, case officer's own conflict of interest report, investigation documentation, decision and action protocol, and two guides. The workbook records cases, circumstances, persons, reports, the authority's reviews, actions, and control points without automatically making decisions.

Who are the templates for?

An individual or company that in an ongoing administrative matter has factual information about a relevant case officer's possible conflict of interest; or a case officer/organisation that needs to document an internal report and the authority's review. For a company's or an association's own board conflict of interest issues, other document types exist. This package is not a court conflict of interest application or a general appeal.

Excel register as an administrative working tool

Nine tabs: Overview, Cases, Circumstances, Persons involved, Reports, Reviews, Actions, Controls, and Read me. The overview counts registered entries and manually marked statuses. The workbook does not calculate legal deadlines, determine whether a conflict of interest exists, or decide on actions. No macros or external data connections are required.

How to use the documents

  1. Identify the correct authority and case.
  2. Collect verifiable circumstances and state what is fact and what are assumptions.
  3. Choose a request from a party or an own case officer report, not both routinely.
  4. Request that the competent authority function reviews the issue.
  5. Document the actual position and any actions separately.
  6. Follow up on what has actually been implemented and controlled.

Legal basis

The Swedish Administrative Procedure Act (2017:900) states grounds for conflict of interest in Section 16 and an exception for obviously insignificant impartiality issues. Section 17 limits participation for anyone who is biased. According to Section 18, anyone who knows of a circumstance that may be assumed to make them biased must report this immediately, and the authority must review the conflict of interest issue as soon as possible. Assess special rules before using a general template.

Frequently asked questions

Is a conflict of interest report the same as a decision on conflict of interest?

No. The report raises an issue for assessment; the competent authority is responsible for the review and any decision.

What should a request contain?

State the authority's case, the person involved, and concrete circumstances that may affect impartiality, as well as available verifiable documentation.

Do the templates apply to all municipal cases?

No. Special rules in the Local Government Act and other special legislation may apply. Check the legal scope.

Can I appeal a conflict of interest decision with this template?

No. The package does not include an appeal document. Appealability and any appeal route must be assessed separately.

Can the PDF be filled in digitally?

The PDF files are searchable read-only and print versions. Edit the DOCX in Word; no interactive PDF form is promised.

Are the Swedish documents translated into English?

No. The English guide helps to understand Swedish templates and Swedish law but does not make them bilingual.
