About this template
Statement following communication in an administrative matter – a Swedish document package for those who have received material of significance for an upcoming administrative decision and need to submit a substantive response. The templates help you state your position, address points of information one by one, present evidence, and follow up to ensure that your response has actually been received. Includes editable Word files, searchable PDF versions, and an Excel register.
Important limitation: Primarily concerns communication pursuant to Section 25 of the Administrative Procedure Act in matters where the provision applies. Special rules and exceptions exist. The package is not an appeal against a decision already made, does not guarantee a specific response time, and does not entail an automatic right to an extension.
01. Package contents
7 Word (DOCX) + 7 searchable PDF + 1 Excel (XLSX) = 15 customer files. Five independent working documents, a Swedish user guide and an English User Guide, all in Word and PDF, plus an Excel workbook with nine tabs. Word is editable; PDF is searchable and print-friendly but is not an interactive PDF form. Digital ZIP delivery after manual publication.
02. What the files contain
Statement, structured factual submissions, evidence and appendix register, separate request for an extension, receipt/final check, and Swedish and English instructions. Excel keeps track of matters, communicated material, submissions, evidence, manually entered response times, communication, and checks. The workbook does not perform a legal assessment.
Who is this statement package for?
For individuals, businesses, and representatives who are a party to a concrete Swedish administrative matter and have been given the opportunity to comment on material before a decision. Used, for example, to correct factual information, clarify circumstances, and refer to relevant supporting material. If you instead need to access material, this concerns a party's right of access, which is a different document function.

Overview, Matters, Communicated material, Submissions, Evidence, Deadlines, Communication, Checks, and Read me. Formulas calculate seven administrative metrics from the registered values. There is a difference between sent and received material, requested and granted extensions, and registered and actually performed checks. No legal deadlines are calculated automatically. No macros or external accounts are required for local use.
How to use the documents
- Check the authority, matter number, communicated material, and the actually stated final response date.
- Fill in the main statement with your position and desired decision in the underlying matter.
- Review the information point by point and distinguish verified facts from your own conclusions.
- List the appendices and state what each document shows.
- If more time is needed, request an extension well in advance. Base your calculations on the original response time until the authority has actually granted an extension.
- Send according to the authority's instructions, check the appendices, and save confirmation of actual receipt.
Legal prerequisites
Pursuant to Section 25 of the Administrative Procedure Act (2017:900), when the provision applies and it is not obviously unnecessary, the authority shall inform the party of material of significance for the decision and give them the opportunity to comment within a specified time. Exceptions exist, including in Section 25 and through Sections 2–4 or special rules. Section 23 applies to the authority's duty to investigate. Chapter 10, Section 3 of the Public Access to Information and Secrecy Act may affect what information may be disclosed. The actually stated response time and any special rules must be checked in the individual case.
Frequently asked questions
Do you have to respond to communication?
It depends on the circumstances of the matter. Usually, the party is given the opportunity to comment before a decision, but in applicable situations, an authority may decide the matter on the existing material even if the party does not respond.
How long is the response time?
There is no universal response time in Section 25 of the Administrative Procedure Act. Check the time the authority has expressly stated and any special provisions.
Does an extension apply if I send a request for an extension?
No. Requesting an extension does not automatically extend the time. Ask the authority for a clear decision.
Is a communication statement the same as an appeal?
No. A communication statement is normally submitted before a decision. An appeal concerns a decision that has already been issued and follows different rules.
Can Excel assess whether my response is legally correct?
No. Excel is only an administrative follow-up register. It does not make legal assessments, send documents, or calculate legal deadlines.
Are the legal templates in English?
No. The main documents are in Swedish; the English guide explains how they are used under Swedish law.
