About this template
Appeal of an administrative decision – Word, PDF and Excel template package. For individuals, businesses and representatives who need to prepare a written appeal against a decision from a Swedish administrative authority when the rules of the Administrative Procedure Act apply. You receive an appeal document, statement of claim and evidence annexes, a separate request for a stay of execution, a submission protocol and an administrative Excel register.
Important before purchase: The product is limited to an appealable administrative decision under applicable general administrative law. It is not intended for municipal legality review, appeals against district court judgments or cases where special legislation requires a different procedure. The correct appellate authority, recipient, right of appeal and deadline must always be checked in the specific case.
01. Package contents
7 Word (DOCX) + 7 searchable PDF + 1 Excel (XLSX) = 15 files. Five Swedish working documents, one Swedish user guide, one English User Guide and one Excel workbook with nine tabs. Word is editable, PDF is print-friendly, but no interactive PDF forms are promised. Digital delivery via ZIP after the product has been activated.
02. What the files contain
Appeal document with fields for the decision and the exact change requested, an annex for grounds, an evidence list with evidence items, a separate request for a stay of execution and a protocol for actual receipt. Excel keeps track of cases, claims, grounds, evidence and administrative statuses – without determining whether an appeal is valid or filed on time.
What is an appeal against an administrative decision?
It is a written request for a competent higher authority to review a decision. A decision is not always appealable, and the person appealing must have the right to do so. According to Sections 40–43 of the Administrative Procedure Act, general rules apply to, among other things, the appellate authority, appealability, right of appeal and how the appeal is submitted, unless special provisions state otherwise.

Excel tool with nine tabs
Overview, Cases, Claims, Grounds, Evidence, Communication, Stay of Execution, Checks and Read Me. Eight formula-driven key figures compile actually registered administrative data. Sent and received are kept separate, as are the requested stay of execution and the actual stay of execution decision. Excel does not calculate legal deadlines, make decisions or replace a review of authority or legality. No macros are required.
How to use the package
- Identify the exact decision and check whether it is appealable and who is entitled to appeal.
- Read the appeal instructions in the decision and the applicable special legislation: appellate authority, recipient and deadline.
- Fill in the appeal document, state exactly what change you request and what circumstances are invoked.
- Add evidence that has a clear connection to the grounds, and complete relevant identity and representative details.
- If enforcement risks having severe consequences, assess whether a separate request for a stay of execution is appropriate.
- Send on time according to the decision-making authority's instructions and check actual receipt, not just that the document has been sent.
Legal prerequisites and limitations
According to Section 43 of the Administrative Procedure Act, the appeal should normally be addressed to the appellate authority but submitted to the decision-making authority. The general rule in Section 44 is three weeks from when the appellant received the decision through the authority, when this rule is applicable. Special provisions, party status and different starting points can change the assessment. Sections 3–4 of the Administrative Procedure Code contain additional requirements for a general administrative court. A request for a stay of execution under Section 48 of the Administrative Procedure Act or Section 28 of the Administrative Procedure Code does not mean that the effects of the decision cease automatically.
Questions and answers
Where do I send the appeal?
Normally to the authority that made the decision, with the appellate authority stated as the receiving review authority. Check special legislation and the appeal instructions in the decision before submission.
How long do I have?
According to the general rule of the Administrative Procedure Act, the time is three weeks from when you received the decision through the authority. The rule does not apply to all cases. Check the actual deadline individually.
Can I request a stay of execution?
Yes, when there is a legal possibility and grounds for it. The request must be reviewed by the competent authority; it has no automatic suspensive effect.
Is this the same template as an appeal against a district court judgment?
No. A judgment from a general court follows a different procedural legal framework, and this package is not intended for such appeals.
Can Excel determine whether my appeal is filed on time?
No. The register only summarizes entered data and administrative statuses. Deadlines and their starting points must be reviewed manually.
Does the purchase include English legal documents?
No. The main documents are in Swedish; the English guide explains how the Swedish documents are used.

If you are represented by a representative, power of attorney for legal representative may be a separate relevant document. If you instead need to appeal a district court judgment, you need a different document type.
