About this template

Renovation application and board approval for apartment renovations. A complete administrative document package for condominium owners and condominium associations that need to apply for, review, record, and follow up on changes requiring approval in an apartment under Chapter 7, Section 7 of the Condominium Act (1991:614). Editable Word templates, searchable PDFs, and an Excel register with nine tabs.

01. Package contents

15 files in a ZIP: five Swedish operational working documents, a Swedish user guide and an English User Guide, all in editable Word format (7 DOCX) and corresponding searchable, printable PDFs (7 PDF). Also an Excel workbook (1 XLSX) with nine tabs and eight tested summaries. The PDF files are not interactive forms. The English guide is an instruction manual, not translated approval documents.

02. What the files contain

Application for apartment modification, technical description of measures, and list of enclosures; separate board decision with the legal grounds for review; conditions annex with control points; final report and receipt of submission; two guides; and an administrative Excel register. The files clearly distinguish between submitted application, actual board decision, completed inspection, and verified inspection.

What requires board approval?

Under Chapter 7, Section 7 of the Condominium Act, approval is generally required for interventions in load-bearing structures, installations, or changes to pipes for sewage, heating, gas, or water; changes to ventilation systems; changes to fireplaces or flue systems; other impacts on fire protection; and other substantial changes. For particularly valuable apartments, there is a special provision regarding measures that affect such values. Standard interior surface maintenance is not automatically subject to approval simply because the work is called renovation. See also The Swedish Courts' guidance on remodeling and extensions.

Excel with nine tabs and eight key figures

Overview, Cases, Measures, Enclosures, Decisions, Conditions, Inspections, Deviations, and Read Me. The formulas compile registered cases, cases with manually marked decision status, measures, verified measures, received enclosures, communicated decisions, verified conditions, and verified inspections. The registers contain status lists and support for up to 200 entries per worksheet. Excel does not issue approvals, inspect structures or fire safety, make board decisions, or calculate legal deadlines.

How to use the document package

  1. Check the condominium association's bylaws and whether the measure is covered by Chapter 7, Section 7.
  2. Fill out the application and provide a concrete description of the intended change.
  3. Attach sufficient technical documentation, drawings, and expert reports when necessary.
  4. Let the authorized board actually process and decide on the case. Document 03 is decision support—not prior approval.
  5. If approval is granted: document conditions, control points, and responsibilities. Also check separately for building permits, notifications, and commencement notices where required.
  6. Follow up on work and deviations; mark an inspection as verified only after it has actually been completed and documented.
  7. Collect final documents and acknowledge which documents have been received—not that all technology or legal requirements are thereby approved.

The board's review, rejection, and the rental tribunal

Under Chapter 7, Section 7, the board may refuse approval only if the measure causes substantial damage or inconvenience to the association, and approval may be subject to conditions. In case of disagreement, the condominium owner can request that the rental tribunal review the matter. The individual application requires an actual decision. Corporate or building technical review and municipal approval are outside the template's automatic functions. Condominium rights—questions and answers about changes in apartments explains, among other things, the importance of technical documentation.

Common questions about renovation applications

Do I need to apply to repaint or replace flooring?

Not generally for normal surface maintenance alone. However, check whether the change in the individual case affects a category in Chapter 7, Section 7, special protection values, or other regulations.

Will the renovation be approved when I submit the application?

No. A receipt date, a complete document, or an Excel status field is not a granted approval. Wait for an actual board decision when the law requires approval.

Can the board deny approval without reason?

The board's ability to deny approval is limited by the legal requirement of substantial damage or inconvenience to the association. Concrete factual circumstances and technical investigation are therefore important.

Does the board's approval replace a building permit or commencement notice?

No. The association's approval and the municipality's rules under the Planning and Building Act are separate matters. Check Boverket's PBL knowledge bank and the municipality.

Can I use the template if I want to appeal a rejection?

This product documents the application and the board's decision. The application to the rental tribunal is a separate process and is not included as a completed process document.

Can Excel determine which conditions are met?

No. Statuses for completed or verified are manual and require actual substantiation. Excel is an administrative working register.
