Time-Limited Building Permit – Application, Decommissioning and Extension Template | Word/PDF/Excel
Do you need to apply for a time-limited building permit for a temporary building, use, or other building-permit-required measure? This document package helps you describe the temporary need, select a documented time period, and show how the site or structure can be restored after the permit expires. The package contains five working templates, Swedish and English guides, and an Excel register.
Important: The package is a private administrative aid – not the municipality's official form, a granted building permit, or a notice to commence work. The building committee assesses the measure in accordance with the Planning and Building Act and may impose special requirements on drawings, land use, restoration, and technical documents.
01. Package Contents
15 customer files: 7 editable Word documents (.docx), 7 corresponding searchable PDF files (.pdf), and an Excel workbook (.xlsx) with nine tabs. Five working templates and a Swedish and English user guide are available in both Word and PDF. Digital delivery as a ZIP.
02. What the Files Contain
Application for a time-limited permit, documentation of the temporary need and time period, realistic decommissioning and restoration plan, cost and responsibility allocation, extension and decision log, and two user guides. Excel keeps track of planning conditions, documents, actual decisions, and administrative monitoring – without calculating legal deadlines.

When Can a Time-Limited Building Permit Be Granted Under PBL 2026?
Chapter 9, Section 39 of the Planning and Building Act (2010:900) states that anyone intending to carry out a building-permit-required measure for a limited time may apply for a time-limited building permit. According to Chapter 9, Section 70, such a permit shall be granted when the applicant requests it and the measure is supported by a detailed plan provision for temporary use. According to Chapter 9, Section 71, a time-limited permit may be granted under special conditions in other cases, including that the site can be restored and that the specified building permit conditions are met to the required extent. A special variant of the assessment applies to new construction for residential purposes.
Important: a building permit described as time-limited is not automatically permitted; it must not be used as a shortcut for a permanent measure that contravenes the plan. The municipality makes an individual assessment. Special rules apply, among others, to correctional facilities and remand centers under Chapter 9, Sections 71 a–72 a. These special cases are not covered by the package's standard templates. See Boverket's overview of the conditions.
How Long Does a Time-Limited Building Permit Last?
According to Chapter 9, Section 72 of the PBL, a time-limited building permit may generally be granted for a maximum of ten years. At the applicant's request, it may be extended by a maximum of five years at a time. The total duration may normally not exceed fifteen years. Special exceptions apply, among others, to certain seasonal measures and institutional buildings. An extension requires a new assessment and must be requested before the validity period expires.
Restoration Is a Central Part of the Application
According to Chapter 9, Section 73 of the PBL, the site or structure must normally be restored before the time-limited permit expires. The application should therefore state how temporary installations are removed, who is responsible for decommissioning, and how the restoration is financed. Restoration under the section is exempt from the PBL's permit and notification requirements, but separate environmental, safety, or occupational safety legislation may apply. See Boverket – Restoration After a Time-Limited Building Permit.
How to Use the Document Package
- Check the permit requirement and planning status. Obtain the current detailed plan and the municipality's instructions for time-limited building permits.
- Prepare the application. Use file 01 and attach actual maps, drawings, contact details, and the desired permit period.
- Describe the temporary need. Document why the use is time-limited and what will happen after the end date in file 02.
- Create a realistic restoration plan. Outline practical steps, responsible persons, financing, and realistic costs using files 03–04.
- Await the decision and notice to commence work. A time-limited building permit does not replace a notice to commence work when such a notice is required under Chapter 10, Section 3 of the PBL.
- Monitor the permit. Use file 05 and the Excel register for actual decisions, supplementations, time monitoring, and any extension request.
Excel Register with Nine Tabs
Dashboard, Cases, Temporary Measures, Planning Conditions, Restoration, Costs, Attachments, Decisions and Deadlines, and Read Me. Formulas show eight administrative metrics: registered and submitted cases, granted permits, open restoration measures, extensions to monitor, registered extension decisions, attachments that need to be supplemented, and budgeted restoration costs. No legal end dates, permit decisions, or guarantees are calculated automatically. The customer file contains no test data.
Frequently Asked Questions
How Do You Apply for a Time-Limited Building Permit?
Expressly request a time-limited permit through the application channel specified by the municipality and state the measure, the temporary need, the time period, and the possibility of restoring the site.
Can I Get a Time-Limited Building Permit for Ten Years?
A maximum of ten years from the start may be possible, but the permit period and whether the conditions are met are determined by the municipality. It is not an automatic right.
Can a Building Permit Be Extended?
Yes, an application for an extension can be submitted before the validity period expires. An extension may generally be for a maximum of five years at a time and must be assessed again.
Must the Building or Site Be Restored?
As a general rule, yes, before the permit period expires. A new permanent building permit for the same measure may affect the obligation under Chapter 9, Section 73.
Can a Temporary Permit Be Used for a Permanent Operation?
A time-limited permit form must not be used for a measure that is actually permanent. The actual temporary nature and planning conditions must be demonstrable.
Is a Notice to Commence Work Required?
Yes, where applicable, a notice to commence work is required before a building measure begins. Building permits and notices to commence work are separate decisions.
Are Actual Drawings and the Municipality's Form Included?
No. The package consists of private working documents. Actual drawings, site plans, and any special municipal forms must be prepared separately.
Does Excel Calculate the Remaining Permit Period?
No. The user enters and monitors controlled dates manually. The workbook only compiles administrative statuses and own budget amounts.
