About this template

Flagpoles & Flag Equipment – Pole Register, Visual Inspection and Service Log

Flagpoles & Flag Equipment is a professional template package for Swedish housing cooperatives, landlords, property owners and managers who need to inventory flagpoles, document visible damage to poles, halyards, snap hooks and fittings, report potential personal risk, order expert service and follow up on work actually performed. The package is an administrative aid for risk-free visual observation – not a technical mast inspection, a building permit decision or instructions for climbing, lowering or lifting.

Quick facts: Five Swedish work templates, one Swedish user guide and a separate English User Guide, each available as an editable DOCX and a corresponding searchable A4 PDF. Also an Excel tool with nine tabs. This provides 7 DOCX + 7 PDF + 1 XLSX = 15 customer files in a ZIP. The five work forms are in Swedish; the English guide is an instruction for them and not a full translation.

01. Package contents

Five Swedish work documents: 01 Flagpole register and site card; 02 Visual flagpole inspection – pole, halyard and fittings; 03 Fault report, risk zone and protective measure; 04 Service order – flagpole and flag equipment; 05 Completion receipt and separate follow-up inspection. Guides: 06 Swedish user guide and 07 English User Guide. All seven are available as DOCX and searchable A4 PDF. Excel: 08 Flagpoles and flag equipment – register and follow-up with nine tabs. Total 15 files.

02. What the files contain

Fields for property, Site ID, unique Pole ID, documented pole height and distance to the property boundary with source reference, visible damage, status of halyard and fittings, observed personal risk, protective measure implemented, work order, contractor's completion receipt and separate follow-up inspection. Excel detects duplicates and keeps ordered, performed and follow-up inspected separate. Hidden fastenings, foundations and wind loads are marked Not verified if expert documentation is missing.

Who uses a flagpole log?

Housing cooperative: Three flagpoles in the courtyard need permanent IDs and a documented contact person for maintenance. Property manager: After strong winds, a damaged flag halyard is visible. The inspection person observes from a safe position and reports the fault without testing or attempting to lower the flagpole. Contractor: Ordered replacement of the flag halyard is performed and receipted, while other technical uncertainties are kept open in a separate follow-up inspection.

Do not choose the package as a structural calculation of the mast, foundation or wind load calculation, ready work preparation for lowering, fall protection plan for work at height or general building permit decision. In case of suspected acute risk, the responsible person should secure the site and hire relevant expertise – a green Excel status never replaces real safety.

07 English User Guide How to use the Swedish forms safely; not translated work forms English DOCX + PDF
08 Excel register for flagpoles Nine tabs, register, ID control and work status Swedish XLSX

Format: DOCX is editable in compatible word processors. The PDF versions are searchable A4 files for reading and printing, without digitally fillable PDF fields. Excel requires a program that supports XLSX and the workbook's formulas. Full compatibility with all program versions is not tested.

The Excel tool – nine tabs, 714 formulas and seven status lists

The tabs are Overview, Poles, Sites, Inspections, Deviations, Work Orders, Completions, Follow-up Inspections and Read Me. The seven registers each have 100 empty input rows and status lists. Duplicate identifiers are marked DUPLICATE on both conflict rows and are not counted as unique. The overview separately counts performed inspections, open deviations, ordered service orders, receipted completions and follow-up inspections.

Test results: Two identical Pole IDs were flagged as DUPLICATE and a third unique ID was counted separately. A work order with status Ordered was not counted as performed, and the follow-up inspection was in its own register. Fictional test entries have been removed; the customer version opens with empty registers and zero in the overview. The workbook contains 714 formulas and seven data validation lists – but no automatic legal or technical safety assessment.

Workflow – from inventory to follow-up inspection

  1. Identify: Confirm the actual owner, maintenance responsibility and which flagpole the matter concerns.
  2. Register: Assign a Pole ID and Site ID and document the height, boundary distance and any building permit documentation with sources. Write Not verified when documentation is missing.
  3. Observe risk-free: Check only visible conditions from a safe position on the ground. Do not climb, do not test, and do not lower the mast.
  4. Escalate danger: In case of a suspected damaged pole or risk of falling parts, the responsible person should immediately handle securing the site.
  5. Order professional service: Identify the relevant Pole ID, scope of the assignment, risk limits and necessary documentation from the contractor.
  6. Receipt actually performed work: Register only actually performed service, not just a sent or confirmed order.
  7. Follow-up inspect separately: Document the actually observed result and leave technical, building permit-related or occupational health and safety questions open until an expert assessment is available.

Swedish rules: when is a building permit required for a flagpole?

Flagpole counts as a mast: Boverket's questions and answers about common flagpoles states that a flagpole counts as a mast. According to the Planning and Building Act (2010:900), Chapter 9, Section 28, a permit is normally required for a mast that is higher than 20 meters or placed closer to a property boundary than the mast's height. This could, for example, apply to a flagpole stated to be ten meters high and standing five meters from the boundary. Actual dimensions, property boundary, any permit decisions, exemptions and special circumstances need to be checked for each case. The documents do not provide a building permit decision.

Care and accident risk: PBL Chapter 8, Section 15 requires that properties be kept in a well-maintained condition and managed so that the risk of accidents is limited. According to Chapter 8, Section 16, the same applies to a reasonable extent to certain public places and other installations. These provisions do not imply any generally verified statutory monthly or weekly interval for all flagpoles.

Technical and practical safety: How a flagpole should be safely inspected, lowered, serviced or anchored depends on the actual construction, foundation, wind conditions, risk zone, access to trained personnel and any applicable occupational health and safety legislation. This template is not a safety work preparation, structural control or contractor certification. A visual "OK" may not be described as a structural certificate.

Compare with other Mallbutiken templates

Awnings & External Sun Protection applies to facade-mounted awnings and sun protection. Fall Risk & Work at Height has a different purpose for actual risky work at height. Fault Reporting & Property Case Management is a general case management template. This package is specifically for individual flagpoles, manual flag halyards, visible damage and traceable management.

Frequently Asked Questions

Do I need to apply for a building permit for a flagpole?

It may be required according to PBL Chapter 9, Section 28 if the mast exceeds 20 meters or is placed closer to the property boundary than its own height. Check the actual location, dimensions, applicable exemptions and any permit with the building committee.

Can I lower the flagpole myself for inspection?

No, not with the help of these forms. They contain no instructions for lowering, climbing, lifting or load testing. Hire relevant expertise when technical work is required.

Must all flagpoles be inspected every month according to Swedish law?

No general national monthly interval has been verified for all flagpoles. Risk, responsibility, manufacturer documentation, local conditions and agreements should guide the management routine.

Can Excel certify the foundation's strength?

No. Excel counts administrative entries and statuses. Load-bearing capacity, foundation, and wind load require expert technical documentation.

Is a sent service order counted as a completed repair?

No. Work order, actual completion receipt and separate follow-up inspection are different steps in the Word templates and Excel workbook.

Are the PDF files digitally fillable?

No. The PDF versions are searchable A4 files for printing. Use DOCX for editing and Excel for register follow-up.

Are all templates translated into English?

No. The five work templates and the Swedish guide are in Swedish. A separate English User Guide shows how the Swedish documents are used.
