About this template
Environmental Plan for Construction Contracts 2026/2027 – waste plan, chemicals, environmental audits and Excel register
Organize environmental work at the construction site with an environmental plan for construction and civil engineering contracts that helps you track waste sorting, chemical hazards, environmental audits, deviations, and traceability for hazardous waste. The template package is designed for contractors, developers, construction managers, and environmental coordinators who need practical and editable project documentation.
15 digital files: 7 Word (DOCX), 7 searchable PDF, and 1 Excel (XLSX) with nine tabs and a dashboard. Five main Swedish templates as well as Swedish and English user guides are included. You are purchasing originally produced, general work documents – not a completed environmental certification or an official authority report. One-time payment 79 SEK, no shipping or subscription.
In its current guidance, the Swedish Environmental Protection Agency (Naturvårdsverket) refers to the Waste Ordinance (2020:614), Chapter 3, Section 19 regarding the sorting of at least six fractions of construction and demolition waste at the source, with specific exemptions and dispensation rules. For hazardous waste, professional operations in various roles may be required to record and report data to the Swedish Environmental Protection Agency's waste register. The Swedish Work Environment Authority's AFS 2023:10, Chapter 7, Sections 5–6 contains requirements for investigation, risk assessment, and the listing of chemical hazards.

Each Word document and corresponding PDF has two separate content boxes as well as project fields, control questions, a work log, and space for actual decisions. Excel is a separate register. No real waste reports, performed environmental audits, or approved risk assessments are pre-filled.
03. Excel register with ten key figures and nine tabs
Overview · Environmental measures · Waste log · Hazardous waste · Chemicals · Environmental audits · Deviations · Evidence register · Read me.
Record actual measure IDs, waste entries and quantities in kg, status for reporting hazardous waste, safety data sheets, audits, and deviation measures. The dashboard calculates, among other things, the number of registered items, total registered waste weight, open cases, chemicals without verified SDS, and hazardous waste without verified reporting receipt.
Important: "Reported – receipt verified" is used only when an actual register receipt is available. "Closed after control" is used only after actual verification. An empty workbook shows 0 because no items have been registered – it is not proof that the operation lacks risks or fulfills its obligations. Excel cannot send data to the Swedish Environmental Protection Agency.
How to use the environmental plan – step by step
- Identify roles and requirements: establish the developer, responsible contractor, waste producer, employer, and who is responsible for recording and reporting hazardous waste. Check contracts, local conditions, and decisions.
- Establish the environmental plan: select relevant environmental aspects such as waste, chemicals, spills, dust, noise, stormwater, and ground protection. Set measurable control points and assign responsibility.
- Plan the construction waste: organize sorting at the source of wood, minerals, metal, glass, plastic, and plaster according to applicable requirements. Keep other waste types such as hazardous waste and electrical waste separated according to their own rules.
- Maintain a waste log: specify the correct waste code, actual quantity, transporter, recipient, and receipt confirmation. Assess exceptions and any dispensation for the individual case, not by default.
- Conduct a chemical review: list chemical hazards, hazardous properties, usage/storage location, safety data sheets, and a separate documented risk assessment as well as necessary protective measures.
- Follow up with environmental audits: record observations, environmental deviations, responsible parties, action deadlines, evidence, and the date when an actual follow-up check was performed.
- Check hazardous waste: document the correct role, recording date, and information required according to the regulations. The person responsible for reporting submits data electronically to the Swedish Environmental Protection Agency within the applicable deadline and saves the receipt.
- Final review: check that actually performed steps have evidence and that no open questions are incorrectly marked as completed. Distribute the current revision.
Which environmental and work environment regulations apply for 2026/2027?
Waste Ordinance – six fractions
According to the Swedish Environmental Protection Agency's guidance, anyone producing construction and demolition waste according to Chapter 3, Section 19 of the Waste Ordinance (2020:614) must sort out, among other things, wood, minerals (concrete, brick, clinker, ceramics, or stone), metal, glass, plastic, and plaster at the place where the waste is generated. The provision contains specific exceptions for particular circumstances. Separate sorting also applies according to other rules for, for example, hazardous waste, electrical equipment, and packaging. The dispensation is not general.
Hazardous waste – record and report
According to Chapter 6 of the Waste Ordinance, businesses that professionally produce, transport, collect, or otherwise handle hazardous waste have specific recording and reporting obligations. Data must normally be reported electronically to the Swedish Environmental Protection Agency's waste register within two working days from when the record should have been made. The information in this template package is a preparatory register – not an authority report. Anyone who hires an agent retains their own legal responsibility.
Chemicals – AFS 2023:10
In applicable operations, the Swedish Work Environment Authority requires, according to AFS 2023:10, Chapter 7, Sections 5–6, an investigation and risk assessment of chemical hazards before work begins, and a register of hazards with information on, for example, names, hazardous properties, and where they occur. The register in the package can support the follow-up but does not replace an actual risk assessment, safety data sheets, or protective measures.
The package contains only general original templates and administrative registers. It is not an adapted Planning and Building Act (PBL) control plan, a finished demolition inventory, permit document, chemical risk assessment, ISO 14001 certification, receipt from the Waste Register, or individual legal advice. The customer must personally fill in project information, check current regulations, and document actually performed actions.

Frequently asked questions
Is an environmental plan mandatory for all construction projects?
That depends on the project and applicable regulations, conditions, and contracts. There are various concrete environmental and waste requirements, but this specific template form is not a general authority requirement in every contract.
Which construction waste fractions are handled?
Wood, minerals, metal, glass, plastic, and plaster, plus specific categories for hazardous waste, electrical waste, and others where relevant other rules must be checked.
Can Excel report hazardous waste directly to the Swedish Environmental Protection Agency?
No. Excel is an internal follow-up tool. Reporting must be done through the Swedish Environmental Protection Agency's e-service for the Waste Register or an approved API solution.
Does the chemical register replace a work environment risk assessment?
No. The employer must check and assess actual risks and take necessary measures according to applicable regulations.
Which formats and languages are included?
Five Swedish main templates in both Word and PDF, one Swedish and one English guide in Word/PDF, and an Excel register with nine tabs: 15 files in total. The main templates are not in English.
How does the dashboard work if there is no data?
All ten key figures show 0. This only shows that you have not yet registered any items, not that environmental requirements are met.
Are project-specific authority decisions and permits included?
No, no real decisions, certificates, or receipt confirmations are included. The templates provide space to refer to such documents when they are available.
