Why use a PBL-adapted inspection plan?
The inspection plan used in the building process according to the PBL is not identical to the contractor's standard self-inspection. The inspection plan is a project-specific framework detailing which inspections must be performed, against which requirements, by whom, and how, as well as relevant regulatory milestones. The material therefore complements our construction self-inspection template but serves a different primary purpose.
How to use the documents
- Check the project's case type, requirements, and any exemptions with the building committee.
- Gather current documents, drawing revisions, decisions, and project leads.
- Perform the risk assessment and identify essential, concrete inspections.
- For each inspection, specify what is being inspected, against which requirement, who is performing the inspection, and which method is used.
- Document notifications, site visits, and documents that may be required before the final status approval.
- Prepare a waste management plan if the project falls under such requirements.
- Follow up in Excel, save signed certificates, and document changes to the plans.
Applicable rules for 2026/2027
Inspection plans are regulated in, among others, the Planning and Building Act (2010:900), Chapter 10, Sections 6–8. Waste management plans are covered in Chapter 10, Section 8 a. Provisions regarding inspection forms and the building process were changed on July 1, 2026. Boverket's new building regulations apply fully to new cases from this date; older cases may be subject to transitional rules. The template does not replace current regulations or building committee decisions.

Common mistakes and risks
- Using standard inspections without linking them to project-specific risks.
- Referring to old drawings or outdated rules.
- Lacking a responsible inspector or an actual inspection method.
- Confusing the authority's inspection plan with the contractor's self-inspection.
- Assuming that an Excel status implies technical approval.
- Overlooking reuse and waste management where a separate waste plan is required.
Frequently Asked Questions
Is the inspection plan ready to be submitted to the municipality?
No. The document is a professional, editable framework and must be filled with project-specific inspections, supporting data, and responsibilities. The municipality's requirements and decisions govern.
Is this the same as construction self-inspection?
No. The contractor's self-inspection of work performed is a separate documentation process; the PBL inspection plan relates to the project's planned inspection of relevant public requirements.
Are both Word and PDF included?
Yes, six editable Word documents and the corresponding six searchable A4-PDFs, plus an Excel register.
Is English included?
Yes. English inspection plan references and an English guide are included, adapted to Swedish conditions. They are not official forms for the building regulations of other countries.
Is Excel mandatory?
No, Excel is an optional follow-up tool with formulas and status lists. Formal documentation and evidence must still be assessed and approved by authorized individuals.
What happens after the purchase?
