About this template
Site Layout Plan & Mobilization Plan 2026/2027 – construction site arrangement and logistics
Plan a clear and safer construction site with an editable Site Layout Plan (APD) template package for construction and civil engineering projects. You receive ready-made work documents for site arrangement, mobilization, material storage, delivery routes, evacuation coordination, and change control – along with an Excel register that tracks zones, risks, transports, deliveries, and measures.
15 delivery files in Word, searchable PDF, and Excel: 7 DOCX, 7 PDF, and 1 XLSX with nine tabs. Main templates in Swedish, with a separate Swedish and English guide. Suitable for construction managers, contractors, construction work environment coordinators (BAS-P/BAS-U), and developers who need to plan and document a project-specific site layout plan. Digital one-time purchase – no shipping or subscription.
Based on the Swedish Work Environment Authority's regulations AFS 2023:3 on design and construction work environment coordination and the authority's guidance on mobilization areas, pedestrian/transport routes, material handling, and site layout plans. The Swedish Work Environment Authority recommends that a general site layout plan be available at the entrance to larger construction sites. This is not a statement of a general legal requirement for a specific sketch or template in every construction project.

| 08. Excel – Site Layout and Logistics | Nine tabs: Overview, Zones, Transports, Mobilization, Risks, Deliveries, Measures, Revisions, and Read me. | XLSX |
Number of files: Files 01–07 are delivered in Word and PDF (14 files) and file 08 in Excel (1 file). Total 15 downloadable files. No actual project data or approvals are pre-filled.
03. Excel register with dashboard – nine tabs
Overview · Zones · Transports · Mobilization · Risks · Deliveries · Measures · Revisions · Read me.
Enter actual IDs, responsible parties, status, background links, and revision details. The dashboard compiles the number of registered entries and issues not yet marked as complete. Built-in formulas count only actual IDs, and status lists assist in follow-up. Empty registers show zero – this does not mean an actual construction site is safe or approved.
How to create a Site Layout Plan – step by step
- Obtain correct background data. Start with an actual site plan and consider the construction site's geography, ongoing work, nearby operations, and soil conditions.
- Determine the roles. Document the developer, designers, concerned employers, BAS-P, and BAS-U according to the project's allocation of responsibilities.
- Plan the zones. Mark out entrances, delivery/unloading areas, material storage, site huts, pedestrian/transport paths, and electricity/water on the actual base drawing.
- Assess risks. Coordinate protection for people on-site and third parties, fire and evacuation conditions, heavy traffic, lifting, and temporary installations.
- Check other requirements. Secure the Work Environment Plan, risk assessments, necessary permits, any traffic management plan, and instructions from authorized experts where required.
- Verify and publish the current version. Have those responsible check the drawing and decisions, follow up on open items, and ensure the correct version is available to those concerned and, if necessary, on the construction site.
Site Layout Plan, AFS 2023:3 and responsibility – legal limitations
AFS 2023:3 contains provisions on paying attention to construction site logistics, the size of the mobilization area, material receipt, and safe transport during planning. The Swedish Work Environment Authority describes a general site layout plan at the entrance to larger construction sites as a suitable measure. A completed checklist does not replace an actual risk assessment or safety measures.
A site layout plan is a support tool for workplace arrangement, not in itself the same as a Work Environment Plan, a traffic decision, traffic management plan, permit for the use of public space, or a formally approved safety design. Check applicable rules, the municipality's/road authority's terms, project-specific permits, contracts, and work environment responsibilities. A signature field or a marked Excel status does not automatically transfer legal responsibility.
The package contains work templates, a simplified sketching area, and registers – not a CAD/BIM drawing, surveyed site plan, site inspection, dimensioning, technical approval, or a certificate from the Swedish Work Environment Authority. Site placements, evacuation routes, and traffic solutions must be designed and checked against actual conditions by qualified personnel.

Frequently Asked Questions
What is a Site Layout Plan?
A site layout plan (often referred to as an APD-plan in Swedish) provides an overview of the construction site's mobilization, access points, logistics, staff facilities, material storage, and other relevant functions.
Must all construction sites have a site layout plan?
There are comprehensive rules on planning and organizing the construction site safely. The Swedish Work Environment Authority specifically recommends a general site layout plan at the entrance to larger construction sites; a specific drawing template cannot be said to be a general legal requirement for every individual project.
Do I get a finished drawing or CAD file?
No. You receive editable planning documents, a sketching area, and registers. Add a correct project-specific site plan and have the finished solution reviewed based on actual conditions.
Is a completed Work Environment Plan or traffic plan included?
No. These are separate types of documents with their own requirements and conditions. A related Work Environment Plan template is available in the assortment.
Are the main templates in English?
No. The main templates are in Swedish. An English User Guide is included as support for international project teams.
Can Excel show that risks have been eliminated?
No. Excel tracks registered work tasks and statuses. Statuses and KPIs are administrative aids and are no guarantee that real risks have been controlled or remedied.
