About this template
Material inventory prior to demolition 2026/2027 – template package for hazardous substances and reuse
Do you need to document building materials, suspected environmentally hazardous substances, sampling requirements, and reusable building products before demolition or renovation? Here you get a cohesive inventory package for property developers, building owners, contractors, environmental auditors, and EHS managers. The documents provide a structure for moving from site visits and material findings to controlled measures, traceability, and handover documentation.
Designed for Swedish construction and demolition operations. Swedish master templates with a separate English user guide. Editable Word files, searchable PDF versions, and an Excel register with a dashboard.
The material takes into account the Swedish Environmental Protection Agency's guidance on material inventory, the Planning and Building Act (PBL) with 2026 amendments, waste management, and specific risk regulations regarding, among other things, asbestos. Source verification does not mean that any individual object has been inspected or that the documents are authority-approved.

| 08. Excel register with dashboard | Nine tabs for overview, materials, hazardous substances, sampling, reuse, measures, fractions, decisions, and help. | XLSX |
Important note on quantity: Seven documents are provided in both Word and PDF (= 14 files) plus Excel (= 15 files). The PDF files are reference versions, not pre-filled inventory reports.
03. Excel register with dashboard – 9 tabs
Overview · Materials · Hazardous substances · Sampling · Reuse · Measures · Fractions · Decisions · Read me.
The dashboard displays the number of registered materials, open measures, risk findings to investigate, samplings, reuse objects, and decisions. Explanatory instructions, status dropdowns, and a separate tab with authority sources are included. No fictional risk findings are pre-filled. A zero indicates that no data has been registered – not that the building is risk-free.
How to use the inventory templates
- Describe the property, building parts, project scope, and document sources in the report.
- Inventory accessible areas, assign each finding a unique ID, and note photos, dimensions, access, and uncertainties.
- Assess the need for separate sampling and expert investigation before materials are processed or demolished.
- Register potential reuse products and document condition, function, safety, and recipients.
- Develop the project's practical stage and sorting plan and enter the follow-up points into the Excel register.
- Transfer relevant data to the project's control plan and separate waste management plan where required. Save analyses and decisions as traceable attachments.
Legal requirements 2026/2027
According to the Swedish Environmental Protection Agency, a material inventory should be conducted prior to construction and demolition measures to identify reusable products, future waste, and hazardous substances. The project must also handle applicable requirements for source separation and special rules regarding hazardous waste.
PBL Chapter 10, Section 6 regulates the control plan for execution where required. A separate waste management plan according to PBL Chapter 10, Section 8a may be required following the 2026 amendments; exemptions must be assessed project-specifically. The material inventory is an important document, but is not the same document as any of these plans.
In case of suspected asbestos, current rules regarding examination, risk assessment, and any permits, notifications, and training requirements must be followed according to AFS 2023:13 Chapter 3 and subsequent amendments. Neither the templates nor the checklists are abatement instructions.
A suspected hazardous substance is not a confirmed analysis result. The template does not cover on-site sampling, laboratory analysis, legally binding waste classification, abatement permits, authority notification, or a guarantee of reusability. Engage relevant expertise as needed and check local conditions before starting work.
Who are these documents for?
For Swedish property developers, building owners, and demolition/renovation contractors who need to prepare for selective demolition, as well as environmental and EHS specialists who want to standardize their inventory report, field protocol, sample register, reuse log, and sorting plan.
Related templates – supplement when needed
- Control plan according to PBL & waste management plan 2026/2027 – separate PBL documentation.
- Hazardous waste – waste log and transport document 2026/2027 – separate handling of logs/transport after the inventory.
Frequently asked questions
Is the inventory mandatory for all demolition?
It depends on the scope of work and applicable regulations. The Swedish Environmental Protection Agency recommends a material inventory prior to construction and demolition; specific requirements for a control plan, waste management plan, and handling of hazardous substances are assessed for the project.
Is this document a complete environmental audit?
No. The templates help you create an inventory through actual observations, test results, and assessments. No actual findings are included.
Can a suspected asbestos product be classified via the checklist?
No. Suspicions must be handled based on proper examination, risk assessment, any necessary analysis, and applicable workplace safety requirements.
What is the difference compared to a waste management plan?
The material inventory maps out what exists and needs to be investigated. The waste management plan relates to the control and handling of the waste produced according to applicable PBL regulations. They complement each other.
Is an English master report included?
No. The document templates are in Swedish; the included English file is a separate practical user guide.
