Excel register with nine tabs and automatic controls
Excel contains Overview, Meetings, Agenda, Issues, Decisions, Actions, Follow-up, Sources and Read me. The overview counts registered meetings, issues and actions, overdue actions, completed actions that have not been verified, verified effects, open follow-ups and issues that need a different formal process.
The statuses distinguish between planning, implementation and verified effect. For an action to be marked "Verified", a valid completion date, verification date and an explicit "Yes" for achieved effect are required. Overdue actions are identified when a specified due date has passed without the action being registered as completed. The delivered version of Excel contains no sample persons or test issues.
What is a workplace meeting (APT)?
APT is a common forum for dialogue between managers and employees about operations and the workplace environment. The Swedish Work Environment Authority describes workplace meetings and similar meetings as suitable forms for employees to participate in workplace environment work. According to AFS 2023:1, §§ 5–6, the employer shall conduct systematic workplace environment work in daily operations and give employees and safety representatives the opportunity to participate.
However, APT has no generally prescribed meeting frequency in AFS 2023:1. Meeting formats, preparations and the number of meetings may be governed by the organization's local routines, cooperation agreements or collective agreements. SKR's guidance on APT describes the importance of prepared participants, an early agenda and clear decision-making levels.
What issues should not be decided solely through APT minutes?
Certain issues need to be handled in a special manner. APT minutes do not replace negotiations or the duty to inform under the Swedish Employment Act (MBL), the safety committee's function or the employer's duty to investigate and risk assess the workplace environment according to AFS 2023:1. The employer retains responsibility for systematic workplace environment work. Check the organization's cooperation agreements and authorities before a meeting outcome is designated as a binding decision. See also SKR's compilation of cooperation agreements.
Record only necessary personal data. Avoid individual personnel matters, health information and other sensitive data in broadly distributed minutes. IMY describes the requirements for data minimization and correct processing of personal data in the workplace.
How to use the APT package
- Check the local cooperation routine, who should participate and what decision-making level the meeting has.
- Send the notice, agenda and relevant materials before the meeting so that participants can prepare.
- Allow room for dialogue about operations, workload, improvements and workplace environment risks.
- Document factual issues with a meeting ID and issue ID, and separate dialogue from action assignments and formal decisions.
- Assess which issues need to be handled through SAM risk assessment, MBL or the safety committee.
- Distribute follow-up tasks with a responsible function, deadline and control method.
- Check the actual effect and report back the results at a later meeting.
Frequently asked questions
How often should APT be held?
There is no general meeting frequency prescribed by AFS 2023:1 for all workplaces. Adapt to risks, dialogue needs and applicable local cooperation agreements.
Are APT minutes mandatory?
There is no universal APT minutes that all employers must use. Documentation may, however, be required for underlying workplace environment work and according to certain local agreements.
Can safety representatives participate?
The employer shall give safety representatives the opportunity to participate in systematic workplace environment work. How it is organized needs to be adapted to the organization and agreements.
Can an APT replace an MBL negotiation?
Not automatically. The duty to inform and negotiate under MBL must be fulfilled in the correct manner. Check especially if a valid cooperation agreement regulates the process.
How does action follow-up work in Excel?
An action can be planned, overdue or completed without verification. The status "Verified" requires both a completion date, a control date and documented achieved effect.
Are English APT minutes included?
The five working documents are in Swedish. An English user guide is included and explains the function of the documents.
Can the minutes replace a risk assessment?
No. Identified workplace environment risks must be handled with the investigations, risk assessments and actions that are actually required according to applicable regulations.
