About this template
Door thresholds and level differences – threshold register, passage round, and action log
Door thresholds & Level differences is a digital template package for housing cooperatives, landlords, property owners, and technical managers. It helps you inventory individual door thresholds and passages, document actually observed edges and level differences, register trip hazards, order well-defined services, and post-inspect actually completed work. The package is an administrative aid, not a technical inspection or an automatic accessibility certificate.
Quick facts: Five Swedish work templates, one Swedish user guide, and one English User Guide as 7 editable Word files (DOCX) + 7 searchable A4 PDFs. In addition, an Excel register (XLSX) with nine tabs. Total of 15 files in a digital ZIP. The main documents are in Swedish; the English guide explains the Swedish templates but is not a full translation of them. Version 1.0, Sweden, November 7, 2026.
01. Package contents
Five Swedish work documents: (1) Threshold register and passage card, (2) Passage round – level difference and trip hazard, (3) Non-conformance and temporary protective measure, (4) Service order for threshold and passage, (5) Completion certificate and separate post-inspection. Guides: (6) Swedish user guide and (7) English User Guide. Each document is available as Word and searchable PDF. Excel: (8) Threshold and passage register with nine tabs, duplicate control, and administrative statuses. This provides 7 DOCX + 7 PDF + 1 XLSX.
02. What the files contain
Fields for property, unique Threshold ID, Passage ID, door type, actual level difference, measurement method, visible damage, loose edge, observed trip hazard, report source, completed protective measure, work order, contractor's certificate, and separate post-inspection. Claims about fire, sound, moisture, or climate functions must be supported by evidence or marked as Unverified. An order can be placed without being completed, and post-inspection is a separate event.
What can the document templates be used for?
Housing cooperative: Inventory thresholds in entrances, laundry rooms, basement corridors, and other common passages. A resident points out a high or loose edge; the manager can register the exact location without collecting private personal data. Landlord: A door threshold in a corridor is damaged. The observation and risk are registered, the responsible party is contacted, and an actual protective measure is documented. Public premises: A threshold may be an accessibility barrier; the responsible party needs to assess the current regulations and whether an easily remediable barrier exists. Workplace: A level difference may pose a trip hazard when passing; actual risk assessment and workplace safety routine are required.
Important before taking action: Removing or beveling a threshold may affect a door's fire, smoke, sound, moisture, or climate function. The work templates therefore do not instruct on independent disassembly or on approving a door as accessible based solely on a measurement. If necessary, expert assessment and the correct installation or design documentation are required.

Editability: DOCX files can be edited in a compatible word processor. PDF files are searchable A4 print files but have no digital form fields. Excel requires a compatible spreadsheet program with support for formulas and data validation; not all program versions and mobile apps have been tested.
Excel tool with nine tabs and 714 formulas
The tabs are Overview, Thresholds, Passages, Rounds, Non-conformances, Work Orders, Completions, Post-inspections, and Read Me. The seven registers each have 100 empty input rows, customized status options, and automatic duplicate warnings. The overview distinguishes between conflict-free objects and passages, completed rounds, open non-conformances, ordered versus confirmed orders, actually completed work, and subsequently documented post-inspections.
Function tested: Two identical Threshold IDs triggered the DUPLICATE marking on both entries, while a third, unique ID was correctly counted. A work order with the status Ordered was not counted as completed. Post-inspections are in their own register. All test data have been removed, and the customer version's overview shows zero. Excel does not determine whether the threshold meets a legal dimensional requirement.
Workflow – seven steps
- Define scope: Determine which doors and passages are included and who is responsible for maintenance and safety.
- Inventory: Assign each threshold and passage stable IDs and register actual data, without assumed dimensions or technical properties.
- Conduct rounds: Document visible edges, loose threshold strips, and trip hazards from a safe position. Specify the measurement method if a measurement has actually been taken.
- Escalate risk: In the event of a concrete personal risk, the responsible party must secure the area and ensure safe passage immediately – do not wait for an administrative work order to be closed.
- Assess technical functions: Check fire, smoke, sound, climate, moisture, building situation, and special accessibility requirements before ordering replacement, removal, or beveling.
- Order and certify: Register separately what was ordered and what the contractor actually completed, including uncompleted parts and associated documentation.
- Post-inspect: Make a separate observation of the result and keep unclear technical or legal compliance open for expert assessment.
Swedish law: door thresholds, accessibility, and trip hazards
New buildings and technically justified thresholds: Boverket's guidance on communication spaces and BFS 2024:12 address accessible door passages. Thresholds constitute accessibility barriers and should be avoided in applicable new building situations unless technically necessary. Where needed, they must be designed to allow accessible and usable passage, for example by beveling. This is not a claim that every existing threshold in Sweden is automatically prohibited.
Existing public premises: According to Boverket's guidance on easily remediable barriers, high thresholds and smaller level differences may be subject to special requirements in premises accessible to the public. Whether a barrier is easily remediable depends on practical and economic conditions, among other factors. It requires an individual assessment of the actual premises.
Planning and Building Act: PBL (2010:900), Chapter 8, Sections 1–2 and 14, addresses accessibility, application in new construction and modification, and maintenance. Provisions and transitional rules may differ between cases and time periods; do not use the form as a substitute for a current building regulation assessment.
Workplaces: The Swedish Work Environment Authority's AFS 2023:12 addresses, among other things, protection against falls and tripping at workplaces. The workplace regulation cannot be routinely used as a similar direct requirement in all private residential passages.
No general dimensional limit: The package does not provide an automatically legally approved maximum millimeter dimension for all existing buildings, nor does it claim that a certain weekly frequency for threshold inspections is generally mandated by law.
Difference from nearby templates
Accessibility Inventory & Action Plan – Public Premises provides a broader inventory of public premises. Entrance Mats & Mat Service handles loose mats, mat service, and slip hazards. Fire Door Inspection & Fire Compartment Log addresses special fire door functions. This package focuses on traceable IDs and actual follow-up of individual door thresholds and level differences.
Frequently Asked Questions
Must all thresholds be removed for a building to be accessible?
No. The application of the regulations varies with the building situation. Technically justified thresholds may need to remain, but in applicable cases, they must be designed for accessible passage. Existing public premises may be subject to special rules on easily remediable barriers.
Is there a maximum threshold height that applies retroactively to all homes?
No, not as a general rule that can be automatically applied based on a figure in this package. Assess the premises type, whether it concerns new construction or modification, special barrier rules, and the actual construction.
Can a fire or moisture threshold be removed after a visual round?
No. Affected protective functions must be investigated before removal or replacement. The template does not approve such a change.
Can Excel perform an accessibility assessment of my measured dimensions?
No. Excel displays administrative entries, statuses, and ID conflicts, but does not issue an accessibility certificate or automatically apply regulations to a specific building.
Is a confirmed service order the same as a remediated threshold?
No. The order, the contractor's certificate of actually completed work, and subsequent post-inspection have separate tabs and work forms.
Are the seven PDF files digitally fillable?
The PDF files are searchable A4 files for reading and printing without interactive form fields. Use DOCX for editing and Excel for registers.
Are English-language work templates included?
No. Five work forms and one guide are in Swedish. A separate English User Guide shows how the Swedish documents are used.
