How to use the property budget

  1. Select the budget year and specify which properties and legal entities the budget covers.
  2. Gather historical costs, operating agreements, energy/insurance data, technical maintenance plans, quotes, and any financing decisions.
  3. Register the monthly operating budget, for example, heating, electricity, water, waste collection, property management, and insurance.
  4. Create a separate row per planned maintenance action with a unique Action ID, decision status, cost framework, and planned payment month.
  5. Register only verified costs in the Outcomes section with the correct operating category or action ID, as well as invoice/verification reference.
  6. Review the overview and investigate major budget differences or flagged costs.
  7. Fill in estimated income, loan disbursements, amortizations, and other payments in the liquidity forecast; check planned financing needs.
  8. Document board or management decisions in the included Word forms and retain current supporting documents and version history.

Calculation example

If the heating cost has an annual budget of 1,000 SEK and a verified cost outcome of 1,100 SEK, Excel shows +100 SEK in variance. A separate maintenance job with a budget of 5,000 SEK and verified costs of 5,200 SEK is flagged as a cost overrun of 200 SEK. The annual liquidity forecast, however, calculates based on incoming and outgoing payments at planned dates and should therefore not be equated with the result.

What applies to property maintenance and budgeting according to Swedish law?

For housing cooperatives, Chapter 3, Section 1a of the Cooperative Housing Act (Bostadsrättslagen) contains requirements for a 50-year technical maintenance plan as part of the association's financial plan. Boverket's regulations state that the plan must be component-based and cover the association's buildings and land. This legally required plan should not be confused with a voluntary budget template for ongoing financial follow-up.

A housing cooperative's financial plan must also describe, among other things, provisions for maintenance and how maintenance is financed. This product supports internal annual budgeting and liquidity planning but does not automatically meet the requirements for such a certified plan. Operating and maintenance expenses must be classified and accrued according to applicable accounting rules during bookkeeping. The technical needs and costs of actions should be based on actual inspections or quotes.

Frequently asked questions about property budgets

What is included in a property budget?

Usually, operating costs such as energy, water, insurance, management, and ongoing maintenance, planned maintenance, and possibly a separate forecast for financing and payments. The content of the budget must be adapted to the property.

Can Excel handle multiple maintenance actions?

Yes, you can register up to 100 actions with unique IDs, cost frameworks, and planned months, and link verified costs to each action.

Are actual costs included automatically?

Yes, after the user has registered the costs as verified in the Outcomes section. Excel does not fetch invoices, receipts, or bank statements automatically.

Is a maintenance budget the same thing as a technical maintenance plan?

No. Technical Maintenance Plan BRF 50 years applies to long-term technical measures. This template focuses on the annual budget, actual cost outcomes, payments, and financial decisions.

Can the template be used in a housing cooperative?

Yes, as a voluntary ongoing budget aid. It does not, however, replace the association's obligations under the Cooperative Housing Act, the association's articles of association, or requirements for a financial plan.

How does the liquidity calculation work?

You fill in the opening cash balance, incoming payments, and financing. Excel subtracts planned operating and maintenance payments as well as other disbursements. Always check the actual payment dates separately.

Is it possible to calculate VAT or accounting directly?

No. Amounts need to be entered on a consistent VAT basis. VAT deductions, repairs vs. investments, interest, and depreciation must be assessed separately.

Are English documents included?

A dedicated English working form and an English quick guide are included. The main Swedish templates are not fully translated.
