About this template

Time Bank & Working Hour Balances 2026/2027 – register comp time, ATF, and flextime

Do you need a time bank in Excel to track earned and taken hours? This template package for Swedish employers includes a ready-made Excel workbook with separate accounts for compensatory leave (comp time), reduction of working hours (ATF), and flextime, complemented by practical Word and PDF documents for leave requests, approval, balance checks, corrections, and usage.

The tool only summarizes approved, manually classified transactions. It does not automatically determine which hours an employee is entitled to according to collective agreements, employment contracts, or employer decisions. Suitable for HR, payroll administration, small businesses, workshops, service companies, and workplaces where time balances are managed separately from a payroll system.

Source-checked October 13, 2026. Relevant provisions in the Swedish Working Hours Act and AFS 2023:2, as well as Unionen’s guidance on reduction of working hours and compensatory leave, have been verified. This labeling does not imply government approval, external labor law certification, or adaptation to any specific collective agreement.

Excel template with separate balances and control panel

  • 200 transactions: date, employee ID, balance type, positive or negative hour change, decision status, and reference.
  • 120 balance accounts: opening balance and the sum of only approved changes per employee and balance type.
  • 40 employees: simple staff register using internal IDs instead of personal identity numbers.
  • 80 leave requests: application, requested hours, decision, and separate link to executed balance transaction.
  • Monthly overview: summarizes approved changes monthly for Comp time, ATF, and Flex.
  • Dashboard: total balances, negative balance indicators, pending transactions, and open requests.
  • Control flags: duplicate IDs, unknown employees, and missing mandatory information.
Important: Excel does not automatically calculate overtime compensation, 1.5/2.0 multipliers, ATF accrual, payroll costs, vacation, or eligibility for leave. Contractual factors and authorized decisions must be established before registration. Comp time, ATF, and flextime are different balance types and should not be mixed.

How to use the time bank

  1. Check the applicable collective agreement, individual employment terms, local agreements, and decision mandates.
  2. Enter employees or employment IDs in the "Staff" Excel sheet.
  3. Register verified opening hours in "Balances," one row per person and balance type.
  4. Register manually approved allocations as positive hours and withdrawals as negative hours, using unique transaction IDs and references.
  5. Mark the status as "Approved" only when there is an authorized decision. Pending and rejected entries do not affect the balance.
  6. Follow the monthly overview and negative balances, and document leave decisions using the Word form.
  7. Reconcile against payroll/HR systems and document discrepancies with a separate correction sheet.

Rules regarding comp time, ATF, and time recording

The Working Hours Act (1982:673) regulates, among other things, regular working hours, overtime, and documentation requirements, but does not establish a general compensation factor or a universal right to a working hour reduction bank for all employees. Such benefits may instead stem from collective agreements, employment contracts, or specific agreements. The union "Unionen" emphasizes that the forms of ATF and compensatory leave vary between different collective agreements.

Note on separate record-keeping duty: Section 11 of the Working Hours Act and AFS 2023:2, Chapter 9 set specific requirements for notes regarding on-call time, overtime, and extra hours. This Excel register does not automatically contain the specifications and identification data prescribed and is therefore not a complete replacement for the employer's statutory working hours log.

Official sources and guidance: Working Hours Act – The Riksdag · AFS 2023:2 – Swedish Work Environment Authority · Reduction of working hours – Unionen · Compensatory leave – Unionen.

Frequently asked questions

Can I have comp time, ATF, and flex for the same employee?

Yes, when the balance types occur according to relevant agreements. Set up a separate account row per person and balance type so that movements are not mixed up.

Is comp time calculated automatically with a 1.5 or 2.0 factor?

No. The factor and the right to compensation depend on applicable terms. You first register the hour change that has actually been decided and documented.

Can I register withdrawals that have not yet been approved?

Yes, as a leave request or pending transaction. Only transactions with the status "Approved" affect the closing balance.

Can Excel be used as a complete overtime log?

No. For on-call time, overtime, and extra hours, there are additional prescribed requirements and time periods that must be recorded separately where applicable.

How are incorrectly registered comp time entries handled?

Investigate the discrepancy, document the correction, and use a new traceable transaction. Do not change an approved historical entry without a decision basis.

Is this the same product as the Shift Schedule or Time Report?

No. Shift Schedule plans work shifts, and Time Report documents actual reported time. This product tracks approved balance changes in separate time banks.

Is an English version included?

Yes, a separate English work form and an English quick guide, designed for Swedish working conditions. The entire package is not fully translated.

How are the documents delivered?

Digitally as a ZIP file containing Excel, Word, and PDF, without physical delivery. Automatic download requires the ZIP file to be verified and linked in Digital Products.
