About this template

Permit Register & Authority Monitoring 2026/2027 – Excel, Word & PDF

Consolidate your business's permits, authority decisions, notifications, registrations, and inspection certificates in a professional register. This package helps Swedish companies, facilities, and property managers organize essential original documents, document conditions, monitor manually verified expiry dates, and follow up on internal control measures.

With an editable Excel template containing six worksheets, two separate document templates, and a detailed user guide, the business gains a common structure for its administration – without having to build the register from scratch. 7 downloadable files are included: 1 XLSX, 3 DOCX, and 3 searchable PDF files.

Legally and technically reviewed on October 12, 2026. The method has been cross-referenced with the Swedish Environmental Protection Agency's guidance on internal control, the Swedish Work Environment Authority's current regulations, and information from Verksamt.se. This is an administrative aid, not an official government service, automated legal monitoring, or a legal guarantee of valid permits.

What the Excel permit register can do

  • 150 permits and documents: register permits, notifications, registrations, inspection certificates, and other verified documents.
  • 200 conditions: collect individual authority or decision conditions with source, control method, responsible person, internal dates, and follow-up status.
  • 150 controls: for internal control, external inspections, authority contact, and internal follow-ups.
  • 50 authorities/actors: document functional contacts, e-services, case references, and latest reconciliation.
  • Internal renewal monitoring: highlight passed manually entered expiry dates, upcoming expiry dates, missing verification, or internal action dates.
  • Overview/dashboard: summarizes the number of registered permits, verification needs, control items, and potential follow-up needs.
  • Adjustable warning horizon: set, for example, 60 days before a documented expiry date.
  • Work offline: Excel without macros or subscriptions, with editable fields, filters, and control list instructions.
Important: Not all permits have expiry dates or renewal requirements. The status "DATE PASSED" only means that a user-entered date has passed. "NO EXPIRY DATE" does not mean a permit is invalid or automatically valid indefinitely. Excel does not send email/SMS reminders, does not automatically check legislation, and does not replace official authority decisions or inspection certificates.

How to use the template package

  1. Inventory your documents: collect permits, notification confirmations, registration certificates, inspection certificates, and decision appendices for each business and location.
  2. Check the document type: an issued permit, a notification made, and an inspection certificate can have completely different legal significance.
  3. Register the permit: give it a unique ID and specify business location, authority, decision number, responsible function, and source reference.
  4. Verify validity: only enter dates you have been able to verify against decisions and current rules. If a verified expiry date is missing, leave the date field empty.
  5. Document the conditions: note relevant conditions, decision page or legal basis, and how they are controlled within the business.
  6. Plan internal controls: set responsible persons and control or action dates yourself; these are not automatically authority deadlines.
  7. Follow up on status: regularly review Excel's warnings, check the original documents, and document what has actually been addressed.
  8. Perform an annual or event-driven review: use the Word protocol during operational changes or when new requirements, new decisions, and new equipment are added.

Who benefits from this product?

Operational managers in construction, industry, logistics, and property management, associations, and smaller organizations that handle multiple authority contacts or need to manage permit conditions and inspection documentation. A company can, for example, use it for operational permits and inspection certificates for specific equipment – but which documents are truly required must be determined on a case-by-case basis.

Permits, internal control, and current rules

The Environmental Code (1998:808) places requirements on internal control for affected businesses, among other things through Chapter 26, Section 19. The Ordinance (1998:901) on the Operator's Internal Control contains further rules for the businesses covered by its scope. This does not mean that all businesses need the exact same register or permits.

The Swedish Work Environment Authority's AFS 2023:11 contains rules on the use and inspection of certain lifting devices and other technical devices. Requirements and intervals vary depending on the device and must be obtained from current regulations and inspection certificates. The register therefore does not automatically calculate legally applicable inspection intervals.

Verksamt.se describes which service businesses may be subject to permits and other formal requirements and provides links to responsible authorities. A final legal assessment requires verification of the specific business, its decisions, and current law. If a permit is unclear or breached, a specialist or competent authority should be contacted.

Common mistakes to avoid

  • Registering a notification or inspection certificate as if it were an authority permit.
  • Assuming that all permits have the same renewal period.
  • Taking an internal date in Excel as a legal final application date.
  • Ignoring conditions that apply regardless of the permit's expiry date.
  • Marking a document as verified without reading the original document.
  • Letting a control report replace a prescribed inspection or specific authority decision.

Frequently asked questions

Can Excel automatically tell me which permits my company needs?

No. Excel is a register for documents and requirements you have identified and verified yourselves. Authority requirements must be checked separately.

Is a permit without an expiry date automatically valid indefinitely?

No. The absence of an entered date may be because the document has not been checked. Conditions, revocation decisions, changed operations, or other legal limitations may affect validity.

Can the register handle inspection certificates?

Yes, as a separate document type. This does not mean that a certificate is an authority permit or that Excel replaces the prescribed inspection.

Does Excel send automatic reminders?

No. The status is updated when Excel is recalculated. The responsible person must open the register themselves and plan recurring checks.

Can it be used even after 2027?

Yes, the workbook has dynamic dates and is not locked to 2027. However, authority sources and relevant law must be updated continuously.

Are English versions included?

Yes, Word forms and the guide contain English reference sections. The Swedish version and Swedish law are the starting point.

Is the package a complete database of legal requirements?

No. It contains a structure for conditions and controls, not an automatically updated, complete register of all legislation.
